Fire Chief Neal Boldrighini and Jim Puleo
Minutes April 15, 2008
Motion: To approve as submitted (Trowbridge-Jodice) All in favor. PASSES
Mr. Gazzolo said the budget is more or less balanced with no capital plan. He said the
next two years will be bad, and lower revenues are expected next year. He suggested
looking at the capital needs for this year and two years out (FY 09-11)
Chief Boldrighini explained his April 28 memo regarding possible savings if the town
purchases two fire engines together. He said engineering costs would be reduced by $8-
10,000; there will be a minimum cost increase of 4.5% each year the purchase is put off,
changes in EPA and NFPA regulations will take place in 2010, increasing the cost by
$20,000; there are various payment plans that would decrease the purchase price.
The committee discussed the changes in EPA and NEPA regulations, and whether the
requirements would be retroactive. Chief Boldrighini said they would not be. He said
they will transfer as much of the existing engine equipment as they can, but there may be
a need for additional equipment, which could cost $40,000. He said they would make the
trade-in of the old engines part of the acquisition of new engines and he will write in the
trade-in into the specs.
Mr. Goldberg asked if both engines would cost about $950,000. Chief Boldrighini said
that sounds reasonable.
Chief Boldrighini said his highest priority for the next two years is Rescue 34 and the
thermal imaging cameras.
The committee discussed the School Department priorities: 1. $775,000 for portable
classrooms; 2. $40,000 for district electrical upgrades; 3. $37,000 for classroom
conversion.
Motion: To support the Fire Department request for two engines, at $563,000 each, not
to exceed $1, 126,000 (Doherty -Baldwin) All in favor. PASSES
Motion: To support the School Department request for $775,000 for portable
classrooms; $40,000 for district electrical upgrades; $37,000 for classroom conversion
(Doherty -Miller) Six in favor. One opposed. PASSES
Mrs. Doherty asked for more information on the Police Department's request for $30,000
for video storage. The committee recognizes the need for providing the server for video
storage, but there was also discussion about the need for additional detailed information
concerning the cost, the size of the server and whether it includes software.
The group went on to discuss the replacement of the Kingman Pond Dam. During
discussion, the question arose as to what would happen if the dam were not replaced. Mr.
Sullivan provided the group with a letter from the Office of Dam Safety, stating that,
should the town of Mansfield not replace the dam by November 2009, the town could be
liable for fines up to $500 a day. The question was asked if this is an empty threat by the
state, and whether other cities and town have actually been fined. The committee asked
for additional information on that point.
Motion: To support the Engineering Department's request for $500,000 for the
replacement of the Kingman Pond Dam (Jodice-Goldberg) All in favor. PASSES
Roadway Maintenance - $550,000. There was a question as to whether this amount
would be sufficient to repair the existing roads, given the advanced state of deterioration.
It was also stated that the requested $550,000 would be supplemented by the state's
Chapter 90 funds, estimated to be in excess of $700,000, for a total amount that could be
used to repair roads of approximately $1.2 million.
Motion: To support the Highway Department's request for $550,000 for roadway
maintenance (Doherty -Miller) Alin favor. PASSES
Asphalt Hot Box — The committee discussed the ability to have twice the amount of
asphalt mix available with this equipment, thereby reducing the number of trips to the
asphalt plant, as well as having the ability to recycle leftover asphalt, both of which
would reduce costs.
Motion: To support the Highway Department's request for $51,000 for the asphalt hot
box (Miller-Jodice) All in favor. PASSES
Tyler Forms software package would allow the town to generate Munis reports in-house,
rather than relying on an outside consultant, thereby promoting efficiency and reducing
costs.
Motion: To support the MIS Department's request for $17,000 for Tyler Forms software
(Trowbridge -Miller) All in favor. PASSES
SPED Bus — because of its age and lack of reliability, the existing bus has become a
safety concern.
Motion: To support the School Department's request for $55,000 for the SPED bus
(Trowbridge -Miller) All in favor. PASSES
Jordan -Jackson School Cooling Tower — this has been on the capital improvements
request list for several years. The existing system malfunctions regularly, and it is
becoming increasingly difficult to maintain.
Motion: To support the School Department's request for $76,000 for the Jordan -Jackson
School cooling tower (Trowbridge -Miller) All in favor. PASSES
QMS Dishwasher — it was suggested by the School Committee representatives that this
request be revisited to see if it could be funded by an alternate method within the School
Department budget.
Plymouth Street Soccer Fields (rear) — there appears to be a significant amount of support
in the community to complete the approximately seven acres at the rear of the Plymouth
Street fields site. The figure of $653,831 is a hard number, recently presented to the town
by a consultant. It was also discussed that Mansfield Youth Soccer is conducting a
fundraising campaign in order to expand and upgrade the Plymouth Street recreation
facility.
Motion: To support the Recreation Department's request for $653,831 for the Plymouth
Street fields (rear) completion (Trowbridge-Jodice) All in favor. PASSES
At this time, the group departed from its discussion of priorities and talked about a
change in procedure, by determining what should be on and off the funding list, rather
than establishing a list in order of priority.
A motion for reconsideration of the preceding priority list was made (Doherty -Miller)
Under reconsideration, the group decided that the above -referenced votes should not be
indicative of the highest to lowest priorities, but rather a vote of support for the inclusion
of those items on the proposed FY 08-09 capital budget.
All in favor. PASSES
At this point, the group moved onto the "Other Sources" spreadsheet. The group decided
that #1 (North Main Street Fire Station exhaust system) and #8 (new DPW facility/East
Mansfield Fire Station) had been incorrectly included in the "Other Sources" spreadsheet
and should be removed from that list and placed onto the "Raise & Appropriate" list.
The remaining nine items on the "Other Sources" spreadsheet are being funded through
Enterprise Accounts or retained earnings, while the exhaust fan and DPW/Fire building
were not.
At this point, Mr. Goldberg advised the group that he would abstain from all votes on the
Other Sources spreadsheet. 'Mr. Goldberg stated that while he was not opposed to the
items, he was not present for the presentation of items on this list and did not feel
comfortable voting on them.
