April 27, 2010 Minutes Motion: To approve as amended (Trowbridge -Miller) All in favor. PASSES 3. Discussion of Funding and Priorities Ms. Lavin explained there is $300,000 available for capital requests, which comes from the town's portion of the $1,000,000 it got from the Commonwealth. She said the town wasn't certain it was getting the money, so it wasn't put into the budget until Thursday, April 29. Mr. Trowbridge said everyone should have known about the funding at the last meeting. Ms. Lavin said the town didn't know about it until last week. Mr. Trowbridge said the committee should be more proactive regarding funding sources. Mr. Ross said he is concerned about the roofs at Town Hall, the Police Department and the School Administration building. He recommended the $300,000 be used for roof repairs. He explained the new Town Hall roof was laid on top of the existing roof and it leaks. He said the Police Station roof has leaked for many years. Mr. Ross said the $300,000 would take care of the Town Hall roof, which also has a number of old chimneys that need to be capped. Ms. Miller asked if the roofing has ever come up before. She said she was concerned about the roof repair coming before Town Meeting with no documentation. Ms. Miller said the Canoe River Campground Dam is the highest priority. Mr. Jodice suggested putting the Fire Department roof together with the other public building roofs. Mr. Ross suggested putting a program together and bringing it back to CIP with additional information. Motion: To wrap the Fire Department roof in with the other public building roof repairs (Jodice-Trowbridge) Mr. Ross said there is approximately $103,000 left from the Kingman Pond Dam that could be put toward the Canoe River Campground Dam project. He said there may also be some FEMA mitigation money available to help fund the dam, which has not been investigated at this point. Mr. Ratliff asked if there is a disadvantage to allocating $400,000 for the roof repairs. Mr. Ross said there could be, if the project is fully funded by the town, then FEMA may chose not to fund it at all. He said there is no guarantee it will be funded through FEMA. Mr. Jodice said he was concerned about a roof failing and there being no money for repairs. Mr. Trowbridge asked if inspections of all the public building roofs have either been done or scheduled. The answer was no, Town Hall only. Mr. Trowbridge asked if the roofs have been a problem, why wasn't this request on the list earlier. The committee discussed the need to start planning for public buildings repairs, getting a plan together with the details and reviewing the information for next year. This would involve Town Hall, Police, Fire and School Administration, with a study, priorities and options for repairing or replacing. Mr. Trowbridge said the dam has been on the list for years. Ms. Miller agreed, saying it would be hard for the committee to vote to support the roofs with no information. Ms. Levine said the storms in March were so much more intense than recent storms, the problems that weren't noticed before became evident. Mr. Ross said there are major problems at Town Hall and the Police Station, and one small leak at the library. All in favor. PASSES Ms. Lavin suggested the committee nominate projects they think are the highest priority. The following nominations followed. Motion: To allocate the $300,000 in available capital funds to the Canoe River Campground Dam, to be added to the approximately $103,000 left over from the Kingman Pond Dam (Trowbridge-Jodice) Motion: To allocate the $300,000 to public building roof repairs (Levine -Lavin) Motion: To allocate the $300,000 to roadway repairs (Jodice-Miller) Motion: To fund the MIS Department's request for SIMS Reporting software (Clapp -Trowbridge) [Ms. Levine left the meeting at 7:15 pm] Motion: To allocate the $300,000 to the Canoe River Campground Dam (Trowbridge -Miller) Mr. Jodice said the dam represents potential safety issues, and if it collapses, someone could be killed. He noted it has been on the list for years. Mr. Clapp said the roofs should be addressed in the future because at this time, their cost is unknown. All in favor. PASSES Ms. Lavin suggested finding out about possible mitigation funding for the dam before the fall. Mr. Ross said the problem may be that if the dam gets funded, FEMA may not provide mitigation funding. He said he would go after that funding, as well as the study for public building roofs.. He said he would rather not borrow for roadway maintenance. The committee discussed how much debt will becoming off in the near future. The response was more than $300,000 this year, that amount will increase in the next couple of years.
