3. January 6, 2011 Minutes
Motion: To approve (Trowbridge -Miller) All in favor. PASSES
3.Department of Public Works Requests
Parking Enterprise
Mr. Azinheira explained the $100,000 request includes three electronic pay boxes at $25,000 each
and the $25,000 for installation. Each box has a life span of approximately seven to ten years.
He explained this would be a service to commuters and will provide better security and
accounting practices. He said the parking areas are operating at about 65% capacity.
The committee discussed some commuters' requests for a phone app to pay for parking, which
would not affect CIP.
Wastewater
Mr. Azinheira explained the sludge pump replacement ($171,000) will come out of the
Wastewater Enterprise Account. He said the pump needs to be replaced now and cannot wait
until the next phase of plant improvements. One-third of the cost will be reimbursed by Foxboro
and Norton.
Public Buildings
a. The back wall of the salt shed is bowing and needs to be braced. Mr. Clapp asked if this
would be a permanent fix; the answer was yes.
b. There is a draft of the building study, which is being done for planning purposes with an eye
toward a long-term maintenance plan. The study will include only municipal buildings, no
school buildings (except Memorial Hall). Memorial Hall needs quite a bit of work, but is on
the National Register of Historic Places, so a specialty firm will be needed.
c. The Highway Building design, approximately $600,000. They would like to use $40,000 for
the preliminary design. The former compost facility site on Fruit Street may be used for the
highway building; the existing building is 15,000 square feet. This site was not part of the
original DPW/Fire Station planning process.
Highway Division
a. Roadway/bridge maintenance — West Street bridge in front of the Police Station
b. Roadway Maintenance Index - $800,000 request is to maintain the current conditions by
preventing further deterioration. Chapter 90 funds plus $800,000 per year will keep a
PCI of 80..
Equipment
Sidewalk plow has been moved from 2014 up to 2012. Replace V -plow with snow blower.
Priorities: #I — bridge/roadway maintenance
#2 - 10 -wheel dump truck
#3 — sidewalk plow/ -snow blower
Mr. Ratliff asked what the ideal number of trucks and sanders would be. Mr. Cook said he would
like to buy one and retrofit one. They have five sanders, but ideally they would have six or seven.
He said they should be replacing one truck every three years. Mr. Cook said a 20 -year life cycle
is realistic, and noted a 1989 truck just came off the road, and a 1991 truck will be coming off the
road this year.
The committee discussed outsourcing. Mr. Cook explained the sander trucks double as plow
trucks, and must be able to respond to emergency sand calls.
Motion: To adjourn at 7:25 p.m.
