February 3, 2011 Minutes Motion: To armrove as submitted (Miller -Ratliff) Four in favor. One abstention. PASSES The School Department's priorities are as follows: 1. Special Education Bus, $60,000: The department needs the bus for additional students due to increased enrollment. The bid is for $50,000, but for a bus with additional safety features like a lift gate, the cost will approach $60,000. The department got one new bus last year, but needs another. The department's oldest special education bus is a 1987 model with approximately 100,000 miles. The approximate useful life of a special education bus is 20 years. The department has five special education buses, but needs a sixth to shorten the routes and get students to school on time. 2. Synthetic Field, $450,000: The field is ten years old and gets constant use. The prices have come down since the original installation, and the low bid is now approximately ft _ $366,000. The field is worn to the point where repairs are difficult and expensive. Mr. Annino asked the cost of the original field. Mr. Parker said it was approximately $1,000,000, but that included the site work. Mr. Parker said the work would be best done in August, and asked the committee if it wants to see the field when the snow melts. Mr. Annino asked if the original field has a warranty. Mr. Parker said the warranty is prorated for ten years. He said the surface is worn and the seams have pulled apart. Mr. Clapp asked if the base materials are reusable. Mr. Parker said yes. Mr. Ross asked if they have looked into asking booster groups to help in the fundraising. Mr. Parker said the sports groups help, but the cost is huge. Mr. Parker said the filed is used by Pop Warner football, lacrosse and field hockey. Mr. Dentino asked if it makes sense to allow so many users without charging fees. Mr. Parker said if they charge fees, the money goes into the field use revolving account. Mr. Clapp asked how much is in that account; Mr. Parker said approximately $100,000. Mr. Ratliff suggested setting aside some money each year in the revolving account so after ten years, there would be money available for repairs or replacement like this. Ms. Miller said the field is a community resource, athletic fees are in place already and parents already pay taxes. Mr. Annino said the point is that if the schools are making money each year on field use fees, some of that should be saved for field replacement. 3. Track Refurbishment, $44,000: The track is also approximately 10 years old, and the latex covering is worn. Mr. Parker said the work should be done following the field replacement because the field is anchored into the inside of the track. 4a. PC Replacement, $62,200: School -wide, there are 1,000 to 1,200 lies. The district tries to replace 200-300 per year with refurbished units at approximately $250 each. 4b. Smartboards, $75,000: Approximately 25 used in all schools and will become part of the curriculum. 4. Roland Green Repointing, $21,000: The building needs repointing and waterproofing; there is step cracking and water is coming into the building through the cracks. The building dates to 1929. The plan is to repoint the entire left side of the building and waterproofing the entire building. Mr. Clapp said the longer the work is put off, the more water damage the structure will suffer. He asked why this isn't a higher priority. 5. Jordan -Jackson Chiller Retrofit, $25,000: The cooling tower was replaced two years ago; part two of the project is to retrofit the 22 -year-old chiller. The overhaul will extend the life of the chiller by another 20-25 years. 6. QMS Security Cameras, $130,000. The High School has already been done with a $75,000 grant and local matching funds. The department would like to place security cameras in all the school buildings. 7. Robinson Window Replacement, $375,000: The old wing has single -pane glass in the windows and the classrooms are cold. Mr. Annino asked what the replacement materials would be. Mr. Clapp suggested an energy audit, which could bring tax credits. He suggested bringing in some companies to offer suggestions. 8. Robinson Rooftop Air, $180,000. The school has poor ventilation and is too hot on the second floor. 9. QMS Classroom Furniture, $20,000. Furniture will be replaced in five classrooms, including teachers' desks, kids' tables and filing cabinets. 10. High School Media Center, $35,000. The furniture will be replaced, including tables for the computer center. 11. Memorial Hall Roof, $84,000. The roof is over 25 years old and needs arch -type shingle. 12. Memorial Hall Window Replacement, $75,000. The building is on the National Register of Historic Places. The committee had a brief discussion of funding possibilities, including long-term borrowing. Motion: To adjourn at 7:30 p.m. (Miller -Ratliff) All in favor. PASSES Date of next meeting: March 3, 2011 at 6:00 p.m. Signature of Chair Date of Approval
