Trowbridge and Jean Miller, School Committee, JPOV 14 A $: 31 MacDonald and Tom French, Planing Board, Bob Barry, Municipal Building Commr JP MANSFIELD OV Ross, Town Manager, Shaun P. Burke, Director of Planing and DevelopmerI A C Q A CH U SETT 5 Neal Boldrighini, Fire Chief and Jim Puleo, Deputy Chief; Xia Jin and Sacha Zklatkova, MIS; Lou Andrews, Airport Commission; Gary Babin, Light Department Lou Andrews, Airport Commission Chairman, explained the airport has just completed a 20 -year Master Plan. The first priority is the airport's non-compliance with the FAA vegetation management plan and must trim or cut trees. This will be done through easements or ownership on four parcels in Norton, one of which is owned by the Commonwealth, one by the Land Preservation Society of Norton and two by private parties. Mr. Andrews explained the airport's funding sources: 95% comes from the FAA, 2.5% from the state and 2.5% from the town. The committee discussed the airport's five-year capital plan. Mr. Andrews explained they are not requesting funds from the town because the local portion of airport funding comes through an enterprise account. The question was asked about the tree clearing being more extensive than in the past. The answer was that is will be more extensive. The aerial photograph of the airport area shows the trimming goes beyond what was previously cleared. The committee discussed the amount of funding in FYI 7; it is anticipated the enterprise account will have accumulated the amount shown on the plan as the airport's contribution toward the runway reclamation. ,Gale Engineering will do the plan; there will be no restoration involved in the tree trimming. The committee discussed the cost of the aerial photography and whether it could be shared with the town's GIS system; the cost was unknown. The cost of the Airport Master Plan was $140,000. Mr. Ross asked about replacing the administration building and t -hangars. Mr. Andrews said the Airport Commission has discussed replacing the administration building, but has not decided. He said the T -hangars will have to be replaced in the next six to eight years. Those items would not ba funded by the FAA. Mr. Ross suggested adding that to the plan so it will be on the list. 4r`1VII5` Requests f Xia Jin, GIS Manager, explained the department's $44,000 request to update the town's aerial photograph, which was last done in 2006. She said an update every five to seven years is common in the industry. Mr. Ross said Mansfield has one of the best GIS systems in the Commonwealth. Public safety's use of IPads rather than notebook computers has enhanced the usability of GIS and puts Mansfield on the cutting edge. Mr. Dentino asked if the utilities are up-to-date on the GIS system. The answer was yes. Mr. Dentine asked if that comes out of the general fund. The answer was that it is funded both by the general fund and enterprise funds. 5..Fire Department Requests ' Chief Neal Boldrighini explained the new Rescue 34 will arrive in December 2011 at a cost of approximately $270,000. Chief Boldrighini explained his capital requests. $8,000 to replace the pump on Squad 1, a brush truck. While this request does not fall within the $15,000 requirement of CIP, it is a worthwhile expense. Vision 21 Unit, which will be funded out of a revolving account. Ikon photocopier, $10,000, which is under the $15,000 requirement for a capital request, but it needs to be replaced, either through purchase or lease. 40 Scott Air Packs will need to be replaced by 2014 at a cost of $316,000. Chief Boldrighini said he has applied for a 90/10 grant. Deputy Chief Puleo explained each air pack contains approximately 30 minutes of air. The bottles need to be tested every three years and be replaced after 15 years. The standard has changed, so the NFPA is requiring replacement of air packs. The question was asked whether the air packs can be phased in or have to be replaced at once with the same type of unit. The answer was they should be replaced at once. The NFPA standard is due out in 2012, and there is a concern that if the town buys before the standard comes out, the equipment will be outdated at the time of purchase. The Fire Department has applied for a nation-wide, competitive grant for this equipment and expects to hear about the award in 3-6 months. The grant usually has an execution time of one year. Chief Boldrighini said they would like to begin the purchase in July 2012. The request is for 40 air packs; the department has 32 firefighters. The eight extra air packs are of longer duration, approximately one hour, and are used as rescue packs and backup. This equipment is typically carried on a trailer. Chief Boldrighini said the funding could be split between FY 12 and FYI 3, as long as all air packs are bought at one time. Bristol Arms Loop Project (one-time project), $100,000 Otis Street to School Street Underground Conduit, $1,000,000 Overhead Single -Phase, $25,000 Direct Burial, $50,000 East Mansfield Substation Manhole and Conduit from Bird Road to Maple Street to Franklin Street to East Street, and from East Street to Pratt Street to Copeland Drive to West Street to West Mansfield, $1,500,000 Pole Replacements, $40,000 Mr. Babin also explained several special projects, including remote meter reading and smart grid. The committee discussed the Otis Street conduit project. Mr. Dentino asked if it a two or three conduit system on Bird Road. Mr. Babin explained Bird Road is going from 8 to 6 to 4 conduits within the duct bank. The committee discussed whether anything would go into the High Street substation. The answer was that substation is used to boost voltage for East Mansfield now, but with the new substation, that will not be necessary. Mr. Burke updated the committee on the capital requests that have been received, including DPW (Water, Sewer, Highway and Public Buildings). There will be no requests from the Library or Council on Aging. Mr. Burke suggested that because of the amount of DPW requests, the Police Department presentation be rescheduled to the night of the School Department presentation.
