Mr. Ratliff asked if the committee has to approve the enterprise account expenditures.. The
answer was yes.
Mr. Ross presented the committee with his priorities. He said he did not prioritize the enterprise
account requests.
North Common Improvements
Mr, Trowbridge said he is not in favor of this $300,000 request. Mr. Ross said this is a high
priority for the Board of Selectmen, and showed the board the Mr. Annino has prepared. He said
there are two ways to approach the improvements — to do it in phases, which would be more
expensive, or to do it all at once, which would be less expensive.
Ms. Miller said she is uncomfortable with this proposal because it seems to have come in at the
last minute. Mr. Trowbridge said it doesn't seem as though this project should be a high priority.
DPW — Highway
Brush Tractor— $109,000. Consensus was to support this request.
Parking
Winthrop Street Paving (commuter lot, enterprise account) - $175,000.
Downtown Parking Lots - $225,000. Mr, Trowbridge said he is opposed to this request.
(Discussed in detail below)
MMED
Consensus was to support the $2,714,644 enterprise account request.
Airport
Consensus was to support the $12,500 enterprise account request.
Schools
Synthetic Track- $350,000. Consensus was to support
Robinson Windows - $975,000. Consensus was not to support
MHS Phone/Email System - $70,000, Consensus was to support
MHS Gym Floor - $175,000. Consensus was not to support
Robinson Cameras - $35,000. Consensus was to support
Bus - $43,000. Consensus was not to support
QMS Auditorium Roof Vent - $200,000. The vent has been leaking and the stage has been
damaged. Consensus was to support
QMS Furniture, Lockers - $28,500. Consensus was not to support
MHS Stage Vent - $300,000. Consensus was to support
PC Replacement - $92,000. Consensus was not to support
Box Truck - $35,000. Consensus was not to support
Fire Department
Mr. Ross explained the Fire Department has applied for a 90% grant for the air packs. The
remaining 10% would be approximately $35,000. The entire amount, $342,000, will remain as
the department's capital request with a note that if the department gets the grant, the town's
contribution will be 10%, or $35,000.
MIS
GIS Update - $44,000. The funding would come out of four places; the general fund, the water
enterprise fund, the sewer enterprise fund and the electric enterprise fund.
Public Buildings
Facility Construction - $8,000,000. Consensus was that it is too soon to go to Town Meeting
with an $8,000,000 project, but it would be better to ask for $250,000 for 25% design this year,
and to go to Town Meeting next year with the actual construction cost. Mr. Barry said there
should be a reliable cost estimate. Mr. Ratliff asked if this were planned for spring 2012, would
there be a chance of a debt exemption the following year.
Building Improvements - $754,000. The committee discussed holding off on this request because
it is more important to do the school roof and vent repairs before doing municipal building
improvements. Mr. Trowbridge suggested leaving the $750,000 request in for now.
