PASSES '3z k'ire b_"epartinent Requests Chief Boldrighini explained his requests. 1. Turn -Out Gear $77,000. This is usually worn in every response and has a three to five year average life span; Mansfield's gear has a 6.62 year average, depending on usage. The equipment must be retired when it is ten years old because wear and tear reduces its ability to protect the wearer. The Fire Department used to replace six or seven sets of gear every year, and now needs to replace 36 sets at a cost of $77,000. Chief Boldrighini explained the old turn -out gear can be used as backup if it is good condition. The equipment must be replaced under a state contract with a low bidder that meets the minimum bid requirements. The committee discussed the fact that the town assumes the liability if the equipment is not safe and whether the equipment replacement could be phased in over two or three years. Chief Boldrighini said this is his department's top priority. Squad Four $61,000. The existing vehicle has 33,866 miles and is used for plowing, hauling the air trailer and the fuel transfer tank. The truck will be traded in and replaced with a work body truck with a nine -foot plow rather than the existing eight - foot plow. The existing vehicle has a rust problem; the undercarriage was not rustproofed because it would have voided the Ford warranty. The committee discussed what can be done to get more than 33,000 miles out of the truck, including the possibility of after -market rustproofrng and scheduled maintenance to check the undercarriage. 3. Thermal Imaging Camera $10,000. Chief Boldrighini said he would like to add one new thermal imager to ensure all three firefighting companies have the same equipment. 4. North Main Street Fire Station. Chief Boldrighini said the building needs to be replaced and will be part of the DPW Public Buildings presentation. Mr. Azinheira explained the request for $400,000 for the design and permitting of plant expansion for addition effluent disposal. The plant currently handles 3.1 million gallons per day; the proposed expansion is for an additional 1 million gallons per day (reduced from the original plan for an additional 1.5 million gallons per day). The debt and debt service would be distributed among Mansfield, Foxboro and Norton. Motion: To support $400,000 for the design and permitting of plant expansion at the 2012 Special Town Meeting (Trowbridge -Moran) All in favor. PASSES The committee discussed the request for $30,000 to replace and relocate the flagpole on the North Common. Motion: To support $30,000 for the replacement and relocation of the North Common flagpole (Trowbridge -Miller) All in favor. PASSES Chief O'Neill said the department is in good shape, with two prisoner transport vehicles, one trailer and one motorcycle recently replaced. The Police Department's requests for FY 2013-14 are: 1. Smart Boards $10,000. Used for training and briefings. 2. Six Radar Units $12,330. Because the radar is on constantly, the units lose their calibration. Six units need to be replaced at $2,055 each. 3. 16 Taser Units and Five Bushmaster Patrol Rifles $29,400. The committee discussed taser training and use. The committee discussed the fact that these requests do not all qualify for inclusion on the capital plan because they are not more than $15,000 and should be included in the department's operating budget. It was suggested Chief O'Neill include his smart board request with the School Department, which buys large numbers of smart boards. Chief O'Neill said his top priorities are the weapons and radar units. Motion: To move the radar units and smart boards to the Police Department's operating budget and combine the tasers and rifles as a capital request (Dentin -Trowbridge) All in favor. PASSES The committee discussed the possibility of requesting additional information from some departments. Motion: To adjourn at 7:35 p.m. (Trowbridge- All in favor.
