1. Easement Acquisition (five to seven properties) - $667,000 (AIP Funding 90%:
$600,000/State Funding 5%: $33,350/Local Funding 5%: $33,350)
Mr. Lambrecht and Mr. Andrews explained the FAA establishes the priorities for capital
improvements at the airport and funds 90 percent of the project, with five percent each
paid by the state and the local airport. As part of its five-year plan, the commission has
identified five to seven properties on which to seek easements for tree removal.

Mr. Cox explained the department's priorities.
1. Bird Road Substation - $1.5 million. This would be part two of the manhole and
conduit extension.
2. Fiber Optics - $100,000. This would extend fiber optics to the Bird Road and
Gilbert Street substations.
3. Remote Meter Readers - $375,000. This would complete the meter reading project
for residential homes during FY 14. The committee discussed the possibility of
sharing staff and equipment with DPW.
4. Cable Splicing Equipment Vehicle - $85,000
5. Small Projects - $730,000.
Mr. O'Brien said $730,000 seems like a lot to be lumped into one request; Mr. Cox said
the detail is provided on the second page of the spreadsheet.
The committee discussed its role in reviewing requests being funded out of enterprise
accounts and the fact that its primary interest is coordinating expenditures and projects.
Mr. Cox said there are no big spikes in the five-year plan. They plan to energize and
extend the circuits in East Mansfield, add two transformers on Gilbert Street in FY 18 at
approximately $4 million. He said they would like to continue funding projects through
their cash flow rather than borrowing.
Mr. Vozzella said the Roland Green brick repointing and MHS track and field are nearly
complete. The track and field came in at $20,000 under budget. Phase One of the
Robinson School windows was completed in November.
The School Department's priorities for FY 14 are:
1. District Phone System — TBD. The department currently has five different telephone
systems in six buildings, and the high school system, while currently working, is patched
together. Prices for the new system will not be ready until the end of January. The
system will be phased in and will include VOIP, fiber optic connectivity, integration of
operations and will help increase productivity.
[Mr. O'Brien left at this time]
2. Robinson Windows Phase Two- $737,200. The project is to replace the windows in
both stories on the left side of the building. If the request is funded at the 2013 Annual
Town Meeting, the construction will be timed for the summer of 2014. A full
construction season will be needed for the job, but replacing the windows in phase one
while classes were in session was disruptive. The department will be seeking state
reimbursement, the timing of which would tie in with the Annual Town Meeting vote.
The first phase of window replacement has resulted in a noticeable improvement in
classroom temperatures.
3. MHS Stage Vent - $50,000 and 4. QMS Auditorium Roof Vent - $50,000. The vents
leak, and the water has damaged the gym floors. The cost to replace the high school gym
floor is now at $220,000. The plan to replace the vents has changed and the price
reduced. The current proposal is to use a 5'x5' Bilco roof hatch.
4. MHS Gym Floor - $220,000. The higher cost includes the removal and replacement
of the bleachers. The committee discussed adding a 20-25% contingency for costs
associated with things like bidding and design.
Mr. Vozzella explained the department plans to fund a SPED bus ($50,000), which had
been included in CIP for several years, out of the operating budget. The bus is a 2002
and has 156,000 miles; last year the department spent $13,600 on repairs. The
department also plans to fund a flat bed plow truck out of the facilities revolving fund.
The committee discussed the School Department requests for vehicles funded within the
operating budget and the capital facilities fund, and whether capital items should go into
department's operating budgets.
