The committee discussed the six and ten year capital spreadsheet, the average of which'
results in around $2.25 million per year in raise and appropriate items. The committee
discussed having a target annual amount of capital funding. Mr. Trowbridge said $2
million has been the target, but the problem has always been the available funds.
Mr. Feely suggested making $2.25 million the minimum annual goal for capital funding.
He said if requests come in at less than that amount, the balance of the money could go
into the reserve fund, and if requests come in at more than that, the reserve funds could
be considered. He said he is concerned if the town doesn't put funds aside, it is under
investing.
Mr. Feely said borrowing items should be viewed differently than enterprise or raise and
appropriate items.
[Mr. Dentino arrived at this time]
Mr. Ross said several large projects are coming up and the bulk of the town's debt will
be coming off in three years. He said debt exclusion should be used judiciously. Mr.
Trowbridge said the town might consider borrowing for something major like road
work. Mr. Ross noted the Town of Foxboro has borrowed for road work and is repaying
it through Chapter 90 funds.
Mr. Feely said the capital plan should be explained to the public on a project -by -project
basis.
could not be used until approved by the Attorney General's office, which could be one
to two more years.
Consensus was to support $27,000 for refurbished voting machines in the Town Clerk's
operating budget.
[Mr. Trowbridge and Ms. Miller left at this point.]
