Mr. Azinheira explained the request for chlorination of Prescott Wells 8 and 9 ($125,000).
Mr. Azinheira explained the request for the replacement of 5,300 feet of water main on Maple
Street from Cate Springs to Jennifer Drive ($1.325 million). The work will be done at the same
- time as the electric upgrade from the Bird Road substation.
Mr. Dentino asked if easements would be necessary. Mr. Ross said easements will be necessary
for the electric improvements. FIe said the NRT is reconsidering its agreement. Mr. Azinheira
said they will need a temporary easement for the water work on Maple Street, Mr. Ross said he
would rather go through the woods to Route 106 for the electric work.
Water meter replacement and water meter radio readers ($150,000).
Vehicles ($39,000). Mr. Azinheira explained the request for a new truck. The original request
also included a car, which has been eliminated.
Water Leak Detection Equipment ($26,000)
Total Water Department request: $1,686,000
Mr. Azinheira said the town bills quarterly for water now, but by next year they would like to
bill monthly. The bill would be similar to the light bill, which includes a history of monthly and
daily usage.
Wastewater Division
Mr. Azinheira explained the plant expansion is estimated at $24 million total and the municipal
agreement should be ready for the 2014 Annual Town Meeting. He said he hopes to create a
Sanitation District. He said the plant's capacity needs to be expanded and the plant upgraded,
and the town may need a Consent Agreement with the EPA, which will contain dates for
completion and required upgrades.
Mr. Azinheira said Norton and Foxboro must pay for the plant capacity they use and must
construct infrastructure to bring wastewater to the plant.
Mr. Ross said the key element is infiltration of stormwater.
Mr. Azinheira explained the request for Inflow and Infiltration Removal ($300,000) and
presented a map showing the areas of highest infiltration, including Central Street, West Street,
Webb Place, Avon Sheet and Summer Street. He said the purpose of I&I removal is to
eliminate groundwater from the system, which will increase capacity at the plant. He said the
town cannot bill for treating stormwater.
Mr. Azinheira said they are looking at relining from manhole to manhole at about 1,000 feet at a
time.
Engineering Division
Mr. Azinheira explained a request has been added for a "Survey Total Station," a robotic survey
station ($20;000).
DPW Highway Division
Mr. Azinheira explained he has moved the request for a 10 -wheel dump truck from FYI to
FY 15 ($230,000). The division is replacing 6 -wheel dump trucks with 10 -wheelers.
Mr. Feely asked about the long-term savings and requested Mr. Azinheira provide the
committee with some type of quantification.
Mr. Dentine, asked about undercoating the vehicles to stop or slow rust. Mr. Cook explained the
product cannot be added under the frame of trucks that large.
Mr. Cook explained he wants to transition to a slide -off body in order to clean, maintain and
repair the truck frames.
Mr. Ross asked about storing all the equipment in one location, such as near the cold storage
building.
Mr. Azinheira explained the request for roadway and bridge maintenance ($850,000). He
suggested the town adopt a five-year road maintenance plan. He said it is difficult to plan when
he doesn't know until late spring how much funding will be available for road repairs. Mr.
Ross said the money to fund road repairs would come from borrowing, not a debt exemption.
DPW Public Buildings
' Mr. Azinheira explained the request for a new 50,000 square foot DPW maintenance facility
($12,500,000). He said the town's consultant, Weston & Sampson, have three similar projects
out to bid now.
Mr. Feely said the town needs to invest in its buildings. Mr. Barry asked how good the numbers
are; he said if construction wouldn't begin until 2017, costs would escalate. Mr. Ross said this
is a debt exemption, which would require a ballot question beyond Town Meeting. Mr. Barry
said the dates should be looked at carefully; he said he wants the project to move forward. Mr.
Feely said he would like to see a better number.
DPW Parking
Mr. Azinheira explained the request for parking improvements on Mansfield Avenue
($100,000). The improvements will be between Oakland and North Main Streets and include
angled parking and restriping.
Mr. Azinheira explained the request for parking garage design ($1,500,000). Mr. Ross said a
feasibility study needs to be done prior to design, which will cost about $50,000.
