Motion: To move $40,000 from district -wide doors to wifr (Trowbridge -Feely) All in favor. PASSES Mr. Ross said he has spoken with Norton Town Manager Mike Yunits. Norton has taken in proposals for the bike path work and believe they need a new survey in order to design it. Mr. Ross suggested leaving the money in place; Mr. Trowbridge said it doesn't make sense to redesign the whole thing. He said some wetlands may need to be revised, but the right-of-way will not have changed. Mr. French asked if the Mansfield section would be included in the grant Norton is applying for; Mr. Ross said it would be. The committee discussed the fact that there had been money in Mansfield's the capital plan for the work, but it had been removed. Mr. Ross said there will be a presentation of the capital plan this evening to the Board of Selectmen. Mr. Ross said he thinks this year's capital planning process went well, and there should be free cash next year. Mr. Feely suggested having the departments submit their requests electronically; Mr. Ross said he would work on that, and suggested it would be more helpful to have all the requests submitted on the standard forms. Mr. French suggested going over the definition of a "capital" item at the beginning of next year's capital planning process. Mr. Feck agreed. Mr. Ross suggested doing that before sending out the memo for capital requests. He said the Finance Committee has a goal of reducing the amount of free cash that goes into the budget each year, which will change the items that are included in the capital budget rather than in department budgets.
