Capital Improvements Committee Minutes
October 4, 2016
Present: Don Cleary and Joe Cerretani, Planning Board; Scott Feely and Michael O'Brien,
Finance Committee; Mike Trowbridge and Frank DelVecchio, Board of Selectmen; Kiera O'Neil
and Jenn Walsh, School Committee; Evan Epstein, MBC

Motion: To appoint Mr. Feely chairman
(Trowbridge-DelVecchio) All in favor. PASSES
Motion: To appoint Mr. Cleary as vice chairman
(Trowbridge-DelVecchio) All in favor. PASSES
Minutes April 20, 2016
Motion: To approve as submitted
(Trowbridge -O'Neil) Five in favor. Four abstentions. PASSES
(' Mr. Burke said the Town Manager has requested all departments add capital outlay to their
capital plans, so items that would normally be in a department's operating budget will appear in
this year's capital budget. (For example, items like police cars, typically found in capital outlay,
which may not meet the definition of a capital expense set by the Capital Improvements
Committee.)
To that end, the committee discussed amending its definition of a capital item. Things like
textbooks would not be capital items, but Chromebooks would be.
The committee will meet on Tuesdays at 6:00 p.m. and will group the departmental presentations
as follows:
