Mr. Feely said there is a lot on this list; Mr. Ahern said he doesn't expect things like the Fisher - Richardson House and Plymouth Street Fire Station to be done this year. Mr. Ross suggested a process similar to the recent Memorial Hall work; having a study done, determining priorities, then the starting work. He said the windows should be the first priority on the Memorial Hall project, and the siding should be done after the windows are installed. He said the numbers will be more definite when the study is complete. Mr. Epstein asked if there is any imminent threat to Memorial Hall and if the siding can wait; Mr. Ahern said he doesn't think there is a thread, but noted some of the windows are leaking. Mr. Ross said there may be some financial assistance available from Mass Historic. Mr. DelVecchio asked when the Library/COA work might be done; Mr. Ross said it would be a few years out. He said it may be more of a policy decision rather than a practical one to determine when things like that are scheduled. Mr. DelVecchio said he thinks the van may be the item that gets the most questions. Mr. Cleary noted that is a replacement vehicle. Mr. Feely asked if the Library/COA feasibility study could push other items out; Mr. Ahern said it could and suggested if the work is not going to be done for five years, it may not make sense to conduct the feasibility study now. Mr. Feely asked if the other items, like new carpets, still need to be in the plan; Mr. Cleary said he thinks those items should be included in the plan. Water $740,000 SCADA $180,000 Mr. Gaffney explained the system relies on telephone line, so if the phone lines go down, the town could lose control over the water system. They ( were installed about 35 years ago and have a lot of iron. Mr. Gaffney said the iron levels are getting worse and the wells have to be cleaned every three years. He said well #8 is only pumping 300 gallons/minute; #9 is only pumping 410 gallons/minute because they are so clogged with iron. The wells will be cleaned and a new system designed. Mr. Epstein asked how many wells the town has; Mr. Gaffney said there are nine. Mr. Epstein asked if the issues with these two wells reduce the town's ability to generate water. Mr. Azinheira said all the town's wells were running this summer, but with the same weather conditions and some wells not running, there could be a problem. Mr. Gaffney said the treatment plant treats these two wells and the Dustin well. Mr. Azinheira said the town has addressed the biggest problems, and is now turning to these wells. Mr. Feely said the sooner the issues are addressed, the more money can be saved in the future. Mr, Cleary noted this is an enterprise account; Mr. Azinheira said the town doesn't want to add to borrowing, so it looks at doing project like this when other items come off the books. Mr. Trowbridge said he thinks Mansfield is far ahead of a lot of other area towns. Mr. Gaffney said Mansfield's water rates are similar to other towns and we have a superior water system. Wastewater $120,000 Sewer Collection System Improvements $120,000 Mr. Azinheira said there are problems with some existing lines that need to be replaced, as well as things that cannot wait when they break down.
