Frank Archer; Mike Ahern, DPW Special Projects Manager; Fire Department: Chief Neal Boldrighini, Deputy Chief Jim Puleo; Council on Aging: Gale Burke; Mansfield Municipal Electric Department: Joe Sollecito Minutes November 1, 2016 Motion: To approve as submitted (Cleary-Cerretani) All in favor. PASSES Chief Sellon explained his department's request for 10 Part 1 Noise Mitigation Measures at the Firing Range $40,000 The existing firing range is open air. Putting a 50'x150' roof over the area to reduce noise would cost around $350,000. Mr. Feely asked if the request should be moved back a year to get better numbers. Mr. Ahern said insulation panels could be added to help with noise. Mr. DelVecchio said he thinks covering the area would be the most cost-effective means of reducing noise, with baffling in the ceiling and wrapping the steel columns. He said an indoor range would cost $1-3 million to construct and require ongoing maintenance, and should be constructed on an asphalt slab for easy cleanup. Mr. Feely suggested having additional engineering done to get better numbers. Mr. Ahern said code changes could impact the cost. Mr. Ross suggested a smaller building. Lt. Archer said firing ranges are no longer static, so a larger building would offer the most training opportunities from a variety of distances. Mr. Ross said there have been a small number of complaints about noise. The group discussed more engineering and looking at what is being used around the country; the committee asked to see the before and after noise levels. Chief Sellon said training requirements are not going to go away and asked about putting the project off to next year. Ms. Walsh asked if the roof area served any other purpose than noise mitigation. Chief Sellon said they could create walls for separate training rooms. Fingerprint Machine $20,000 - may be covered in MIS budget or with a grant. 11/15/2016 15 Tablets for Cruisers $55,000 15 Tasers $23,000 — Chief Sellon explained new lasers are less lethal, older ones do not retain a charge. Lt. Archer said the units have a five-year life and contain cameras, which also drain the battery. The committee discussed how often tasers are used; the answer was that most of the time, officers taking the taser out of the holster ends the situation, but tasers have been used approximately 20 times. Replacement patrol vehicles — Chief Sellon explained they bought two cruisers last year. Chief Sellon was asked to have the cruisers added to the spreadsheet. Deputy Chief Puleo suggested transferring the cost of the radios to the 911 commission, since the state wants towns to go to regional dispatch. He said the town could apply for a grant to fund the cost, but without the grant the town will have to bear the cost. He said the town is probably two years from the state funding the radio system. Mr. DelVecchio said the system is very old, with no available replacement parts; when the system goes down it causes major problems for police and fire. Deputy Chief Puleo said the department had techs in today to discuss a "band aid" approach. He said public safety may need help from the town as well as the state. Mr. Ross said town counsel has reviewed the regional dispatch documents. Ms. Burke explained her proposal for a Council on Aging building feasibility study $40,000. Mr. Ahern has put money for this study into his budget, as well. Ms. Burke said there will be approximately 5,000 seniors in Mansfield by 2020, and the COA needs to look at options for a new building. She said the would like to see the entire existing building used as the COA. Mr. Feely said he thinks this is a good project to support, but the projected timeline seems aggressive. Mr. Sollecito explained his department's request for LED Roadway Lighting - $276,050. He said he has a 50-50 grant to replace 2,500 cobra head fixtures with longer -life LED bulbs. Advanced Metering Infrastructure - $95,000 — Mr. Sollecito said his department does not currently know how or when power is being used during the day. New Vehicles - $30,000 — The department has a five year -plan for truck replacement. Mr. Sollecito explained the Bird Road project has been tabled. Three of five phases have been completed; the next phase will be $800,000 for underground connections. He said that does not - have to be done now and there are lower-cost options. 11/15/2016 Mr. Sollecito said his department is doing work for public safety in West Mansfield. Generator — 20'x40' two megawatt generator to be used during peak hours. The equipment would cost around $2.8 million, with a seven-year payback. Mr. Feely said units like that can save a lot of money. Mr. Sollecito said the FYI replacement of the Gilbert Street transformers will cost around $2.4 million. Mr. Lambrecht explained the airport's projects are directed by the FAA and funded at 90% by the FAA, 5% from the state and 5% locally. He said their first priority is runway/taxiway geometry. He explained a certain distance must be maintained between the runway and taxiway, so the Airport Commission is working with their engineers to evaluate their options and the environmental impacts. He said the options are to either move the runway or the taxiway. He said they are not requesting any funds at this time, and when the time comes the local cost would come out of the Airport Enterprise Account. The committee discussed asking the Police Chief to prioritize his capital requests, and whether the request for 10 radios is premature and if they will be compatible with the new system. Mr. Ross said he thinks the regional public safety dispatch is finally coming together. Motion: To adjourn at 7:45 p.m. (Cerretani-Cleary) All in favor. PASSES 11/15/2016 Date Vf Approval
