He stated that he has already spoken to Mike Ahern regarding reaching out to Verizon to schedule a meeting. Mr. Aptowitz stated that although it may be a private issue, the Town should try it help if possible. Chairman Trowbridge stated that the Town is a Verizon customer, so we too have a stake in the game. Also, regarding Verizon FIGS, Mr. Aptowitz announced that there are a number of residents that cannot hear the Selectmen's meetings at their residences. Mr. Dumas stated that he has already reached out to Ellen Cummings our Government contact at Verizon and as soon as he hears back from Ms. Cummings he will update the Board on her response. Mr. Schoonveld noted that the Town's infrastructure for the sound feed for Selectmen's meetings should be something the Town can work to improve as the Town has more "pull" on the Town -owned infrastructure than is does on the air space for cell service. Mr. Aptowitz noted that the cell phone coverage issue could be a public safety issue. 7. Discussion of Paid Detail Account Mr. Aptowitz stated that he would like to compliment the staff for their work on taking care of getting the paid details up to date. Mr. Aptowitz stated that by law the Town must pay the detail officers before the Town gets paid. John Stanbrook noted, that the Town came up with policies on when/who writes off details for fire and police. He updated the Board that all old fire details have been written off and all fire details are up-to-date as of the last 60 days. Mr. Stanbrook said he would address the police details next. Mr. Aptowitz stated he appreciates that it got cleaned up. Mr. Schoonveld asked what percentage of the detail fees the Town usually receives. Mr. Stanbrook stated the Town receives over 90%. Mr. Stanbrook noted that the Town has gone after some of the older ones, like Verizon for example, and Verizon is slowly paying the Town. Mr. Stanbrook said the new policy of not letting anyone get any new details until any old balances have been paid has helped to keep accounts current. Mr. Schoonveld asked how often the details are invoiced. Mr. Stanbrook stated, the Town sends three bills, then follows up with phone calls. Chairman Trowbridge asked Mr. Dumas if Attleboro would have allowed people to open a new permit if there are unpaid fees. Mr. Dumas noted that people must be up- to-date on their Town accounts before they can apply for new permits or licenses. Chairman Trowbridge asked Mr. Dumas to look into starting a policy of having to be in "good standing" before being allowed to apply for a permit, license, or detail. Mr. Dumas noted that if the Town has a large outstanding balance on police detail at the end of the fiscal year, it counts double against the Town's free cash. Mr. Aptowitz complimented Mr. Stanbrook for there not being any outstanding debt at the end of the fiscal year. Meeting Minutes Board of Selectmen January 3, 2018 Page 2 8'. Discussion of Renovation & New Construction of the Bristol County Agricultural High School Project for the Bristol County Advisory Board Meeting on January 6, 2018 Mr. Aptowitz stated there will be a meeting of the Bristol County Communities Mayors and Selectmen this coming Saturday about proposed changes at Bristol Agricultural High School. Mr. Aptowitz noted Mr. Dumas was the president of the Bristol County advisory board prior to coming to Mansfield. Mr. Aptowitz stated that there was a presentation on the current status of the Bristol County Agricultural High School buildings and the buildings are in rough shape. The plan that will be submitted is proposing a $105 million expansion/remodel of the school's facilities. Fifty million of which will be owed by the member communities which will be billed yearly based on the population of students from each town. Mr. Dumas noted the cost per student will be about $5000 per student over the usual sending fee per year. Mr. Aptowitz stated the school feels it is losing enrollment because of the condition of the facilities. Mansfield would make up about 5% of the Bristol County vote. Mr. Aptowitz stated all of the Selectmen are welcome to tour the school on Saturday. Mr. DelVecchio asked Mr. Aptowitz to find out if they have a municipal advisor for this project. He also stated the he wants to make sure they know what the regional assessment would be. Mr. Aptowitz replied it would be based on student population. Mr. DelVecchio noted that if it is based on student enrollment there is some potential for volatility there. Mr. Schoonveld stated his interpretation of the debt services assessment and how it could work out over the years with the Town's portion being based on a current sending rate of $5000 per student, and if the student population at the school were to increase overall, the Town's per student fee could go down. Mr. DelVecchio wants the Board to be sure that what is being portrayed is actually what the agreement says. Mr. Aptowitz asked Mr. Dumas what his thoughts were since he has been involved with the Board. Mr. Dumas stated, in one of the most glaring slides shown, there were exposed pipes in one of the buildings across the street and it was without heat. The buildings have technology going back to the 1940's. The presentation shows today's technology versus the 1940's technology. He feels it needs to be upgraded. He stated the Main Hall, where many of the educational classroom spaces are, are out of date and have system failures. The work must be done and cannot be put off. The school does not want to lose the students to other school districts. Mr. Dumas feels it will likely be a tight vote, but in the end the other communities will support the project. Mr. Schoonveld asked why there is a cap of 660 students, Mr. Dumas noted that they are working within the confines of the current footprint. Mr. Aptowitz asked the Board to take a vote on whether to support or not support the project. Motion: To support the planned renovation and construction of the Bristol County Aggie High School project subject to asking questions such as verifying the interest rate, verifying the assessment calculation and verifying they have a municipal advisor. (Aptowitz/DelVecchio) Passed: 4:0 9. Chairman Trowbridge stated he would like to see Mr. Dumas' ideas and his fresh perspective. Chairman Trowbridge offered mid-February as a starting timeline for a quick memo with bullet points from Mr. Dumas. Mr. DelVecchio agreed that February would be good. Mr. Dumas agreed as well. Mr. Schoonveld noted the goals and objectives will become the Town Manager's objectives or "plan" for the year and it will be how Mr. Dumas' performance will be measured a year from now. But Mr. Schoonveld also stated the Selectmen should have the opportunity to sit down with Mr. Dumas to discuss what each feel are the important objectives. He summarized that the MBTA is trying to get all commuter parking lots running the same way in terms of signage, parking fee collection processing, etc. Mr. Dumas stated some of the current differences among other local communities and expressed his hope that the MBTA would keep their eyes and ears open to the needs of municipalities as this is a unique arrangement with certain liabilities that need to be addressed as well. Trowbridge asked who runs the lots in Attleboro. Mr. Dumas replied, it is GATRA. He stated, GATRA works with the parking management company. He stated, they have a split agreement with the MBTA to keep a certain percentage of the proceeds that get refunded back into the operation and maintenance of the station. Mr. Dumas stated this meeting will be a good opportunity to fight for the best benefit for the Town. Chairman Trowbridge expressed that MBTA seemed open to work with the Town and it would be in everyone's best interest and stated he would make himself available for another meeting with the MBTA. Mr. Schoonveld asked Mr. Dumas how many parking spaces are available at the Attleboro station. Mr. Dumas stated he believes there are 900 in the downtown lot and another 200 private spaces. Today Mr. Dumas wants the general public to know that coordination with MEMA, the Chiefs, the Superintendent, and DPW is being done in preparation for tomorrow's storm. School is closed for tomorrow. Town offices and municipal buildings will be closed for all non-essential staff. Rubbish and recycle was already on a one -day delay, it is now on a two-day delay. There will also be a one -day delay all next week. DPW has asked for residents to be patient on the removal of Christmas Trees, the Town will get to them as soon as the snow removal is complete. All the snow removal crews are ready. The Town has 48 pieces of equipment, pre- treatment is down, and our Town employees are ready to work on snow removal operations. All sub -contractors are fully scheduled. There are 1500 — 2000 tons of salt ready as well. Mr. Dumas stated the inter -department working relationships are excellent here in Town. For example, DPW listens to the police and fire calls so they can go out to ensure Police and Fire are able to get where they need to go. So the Town is well prepared and ready for the storm. John will be Acting Town Manager while Mr. Dumas is away next week. Chairman Trowbridge stated that there were some complaints about the downtown businesses not taking care of the snow removal on the sidewalks last year. Chairman Trowbridge asked if DPW could put down some sand down when that happens. Mr. Dumas said he would look into it. Mr. Aptowitz asked if an EOC would be established for this storm. Mr. Dumas stated that is not the plan at this time. Mr. Dumas stated Chief Boldrighini sent an update today, and Mr. Dumas met with Joe Sollecito, Director of MMED as well. Mr. Stanbrook thanked the Chairman and formally welcomed Mr. Dumas, Mr. Stanbrook gave the executive summary of the FY19 Budget. He noted the proposed budget is on the Town's website. Mr. Stanbrook stated the budget is a culmination of a lot of time and effort, it forms the basis of the fiscal year 2019 budget debate and it is important to start somewhere, and this is the initial first step. As of now the budget deficit for FY19 is $2.34 million. He stated it is a large deficit because he has presented the Town budget as the Department Heads presented it to him, because he believes Mr. Dumas should have a wide -range of options available so he can make budgetary decisions based on his management expertise and managerial philosophy. Mr. Stanbrook stated, he stands ready to help Mr. Dumas in any way possible to help achieve a balanced budget. His overview projects a FY19 increase on the FY19 tax bills of 2.39% using moderate assumptions on revenue and expenditures. Mr. Stanbrook pointed out that the conservative and aggressive assumptions are also in the back of the budget book. Free cash has been stepped down each year, with this year at $250,000, and it is expected to be zero next year. He stated, the total estimate of revenue for the general fund is $96.1 million, and on the general fund expenditure side there are two position that are not in the budget, the Procurement Director and Economic Development Director. Mr. Stanbrook stated the budget can be found on the Town's website. He added, the budget's insurance amounts for employee benefits, are the amounts that are expected before the Town decided to make the change to go to MITA, so there may be some savings there. He stated, the enterprise budgets, sewer, water, airport, and parking are all balanced. This year at Town Meeting the Town is scheduled to call some debt, it is outstanding high interest debt related to the School Street interceptor project back in 2007 or 2008. The FY19 sewer enterprise budget has the money to call that debt and save the interest. The water revenues are forecasted to go down. They have had several long-term debt expenditures coming off the books. The parking enterprise has had large increase in cost of collections, the parking fee of $2 per day is becoming problematic. Capital Improvement Committee met in the Fall through December to review all of the submissions and then vote on a plan, which is encapsulated in the proposed budget. Mr. Stanbrook reviewed the outline of the budget and noted that the budget must be balanced by the Annual Town Meeting. Mr. Stanbrook stated he would be working with new Town Manager, Kevin Dumas to balance the budget. He noted, Meeting Minutes Board of Selectmen January 3, 2018 Page 6 updatesto the budget would be posted on the website. He stated, the first big change would likely be when the Governor releases the State budget numbers later in January. Mr. Stanbrook noted he is looking forward to working with Mr. Dumas, the Finance Committee, the School Committee, and other concerned citizens to make sure this FY19 budget represents the best interests of the Town. Mr. Trowbridge thanked Mr. Stanbrook for his hard work on the budget. 16. Selectmen's Questions and Comments Mr. Schoonveld stated the increase for health insurance is 7.5% in the proposed FY19 budget. He added, the Town has provided a letter of termination to SMHG Board and it was accepted. Mr. Schoonveld stated the Town is going to continue to negotiate with MITA. He would like to schedule a meeting with the MITA representative and Mr. Dumas to get the agreement signed soon. SMHG Board will meet on January 23 and the Town will continue to work with them for the next six months until the end of our agreement with them. Because of the work done by the task force the savings to the Town and employees is $2-3 million over the next two years. Mr. Schoonveld stated that no co -pays, insurers, or doctors will change for the employees. Mr. Schoonveld asked when the DPW ribbon cutting would be for the new highway garage building. Mr. Aptowitz stated the Highway personnel haven't moved yet, and ribbon cutting will likely happen in the late January or February. Mr. Schoonveld stated that the Board should post to attend the next Downtown Committee Meeting as there are lots of good discussions going on that the Board will have to make decisions on before the snow melts. Mr. Schoonveld gave an overview of how to accurately calculate your tax increase amount annually. Mr. Schoonveld welcomed Mr. Dumas. Mr. Aptowitz stated all of Selectmen are attending the MMA conference and he would like Ms. Champagne to post for the conference. Mr. Aptowitz asked if Mr. Dumas has met Paul DeRensis, Town Council. Mr. Dumas stated, he knows Mr. DeRensis, and noted that he has met labor council today as well. Mr. Aptowitz welcomed Mr. Dumas as well. Mr. DelVecchio stated that the committees met to discuss the budget, and he noted it is unusual for the Selectmen to be presented with an unbalanced budget, but he understands why Mr. Stanbrook did so. He stated that he hopes that in future the Town Manager will present a balanced budget much soon. Mr. Aptowitz stated that because the budget is due to the Selectmen by the first Monday in January per Charter, it is difficult for the Town Manager to go through all that detail within in the January timeline. Mr. DelVecchio welcomed Mr. Dumas as well. Chairman Trowbridge welcomed Mr. Dumas. He asked that residents stay safe and off the roads tomorrow. 17. Any items not anticipated by the Chairman 48 hours prior to this meeting None. 18. Adjourn Motion: To adjourn the Board of Selectmen's Meeting on January 3, 2018 at 8:10PM.
