plan with CIP. Mr. Wilk stated that a few years ago the Committee worked with zoning to adjust the industrial park

Mr. DelVecchio thought it was a good idea at the time. Mr. Aptowitz stated that Chairman Trowbridge has been in
touch with Planning and IDC and with the holidays coming there is not a lot of time to meet, as well as a new
Town Manager coming who will be responsible for economic development. Mr. DelVecchio stated that he is
happy at this point to wait until a new Town Manager is hired. Mr. Schoonveld agreed that having a new Town
Manager was a good idea. Mr. Rhein agreed that there is a lot going on and comfortable if it is held off.

signatures could work or just the Chairman could sign the document. Mr. Rhein asked if this issue comes up often
and Mr. Aptowitz answered that it did not. Mr. Rhein asked for an example and Mr. Aptowitz stated that a new
business could have a grand opening and need one for the ribbon cutting ceremony and the Board finds out on

thinking this and that it has been a scramble to get the signatures. Mr. Schoonveld asked if it made sense to list
areas where it makes sense like ribbon cutting and retirements where there would be very little chance of
opposition. Mr. Aptowitz stated that when a Chair is chosen, the Board is putting faith in the person for larger
issues and they can handle the proclamations.
Motion: To give the Chairman authority to create proclamations. (DelVecchio/Rhein) Passes 4:0

Municipal Employees"
Ms. Connie Baynes asked for this agenda item to be tabled for a later meeting. Mr. Aptowitz asked for clarification

other boards have members with this classification.

17. Resident Questions and Comments
Mr. Brian Eagle of 7 Stratton Road came forward and stated that the following comments were his own and not of
the Finance Committee. He stated that the residents do not get to see the questions being asked at the Town
Manager interviews. Mr. Eagle hopes that the Board explores the candidates' commitment to Mansfield and
stated that he would like them to be a lifer and not someone who sees Mansfield as a stepping stone. He also
thinks that the next Town Manager has to keep companies in Town and grow revenue and how they plan to grow
revenue with an economic development person or are they going to do it themselves.
18. Review and Approve Consent Agenda

Mr. Schoonveld asked if there is an application deadline for Board and Committees and if they were posted
online. He then asked the rhetorical tax question of the week "What impact to the tax base if personal property is
lost or damaged?"

looking over the drafts and have given approval to Mr. Stanbrook to send in the documents. Mr. DelVecchio said

keep recruiting so that they are all full.
