Robert Swanson Meeting called to order at2:45 p.m., Special Needs Facility - School transportation done by another company - no agreement as yet. W & D Equipment of Stoughton will service the needs of the Town. We have to think about the possibility of an incident in Town. Are the school children suppose to go home when school is in ses- sion? Will we notify the parents of the children that they will be held in one location? Al Kevwor+h visited the Mansfield Children's Center on School ~ Street. Button takes out an overlay and explains the evacuation x plan on the rail line on 500 feet, 1000 feet, 2000 feet. It is conceivable that we will move up to 120 people out of the Children's renter" They have a staff of 20. Their van can transport 15 children at a time. Mansfield Kids - has one child in a wheel chair. Need to have a plan in place for this child. Would like to house everyone at the Mansfield High School and Robinson School, We need input from the School Department. Anne to talk with Bob Guerek from the School Department to see if they can bring a proposal to the next meeting. The Town meets the bare minimum of what has to be done in an emergency crisis. Town understands what is required by law,. They have not been able to get input from the department heads. Bill Williams, Town Manager. came in and introduced himself and asked some questions pertaining to the evacuation planning. ' 1 Emergency Planning Committee February 26, 1991 Page 2 SARA III is under the EPA. States we need some sort of a dis- aster plan. This plan is in place now. Small amounts of radio active cargo does go out of the Mansfield Airport. Throe years ago the Town stated that they should have an emergency plan on the books" Still trying to get something going" Will get assistance from FEMA Team - will help set up a plan. They have four and a half day workshops. There are a lot of changes. Mutual Aid System ` Intermunicipal agreements approved by the Board of Selectmen. Command System - Bristol County Task Force. In 1977, six months after we had finished getting everything in place, we had the blizzard of '78^ The plan ran smoothly. We took over three gas stations to make sure we had adequate gasoline. Two years after that we had the ice storm" People were without power" The generator we now have is a rebuilt, 25 year old generator and we bought it surplused. We have always had trouble with the parts. It is not properly maintained. This generator was never tested on load. There was a major failure" Looking into replac- ing it with a generator that would run the Town Hall" We need to change the wiring system to run the Town Hall" Will have to look into investing in the new wiring - 800 MGHZ will fail. All our, phones are electric. Chief Slinev spoke of an Article for Town meeting, F-911, primary answering point - free if accepted The cost for a second installation is approximately $1,000. It would be at the fire department for back up. This has to be accepted by December, 1991. We may still have the line, but not the equipment. Committee is in the process of getting the Cabot Industrial Park's employees to donate some time. Datel uses cyanide gas, Codex has expertise in this area. Maybe they could provide money or even assistance. Chemical Emergencies are handled by the Fire Department Blizzards are handled through Civil Defense. 0 Emergency Planning Committee February 26, 1991 Page 3 The key, though, is that everyone works together in case of an emergency. We have no Central Coordination Center in Mansfield. Would like to work on a Mobile Command Center. There is a 1983 ambulance with an all aluminum body. This vehicle would be able to go anywhere. The engine and transmission will have to be swapped for newer ones. In the past, getting everyone out of the way was a problem" Radio Communications was deplorable. We could try to get a Winnebago (like Attleboro) as a moving com- mand center" A truck will be/ ours within the next six weeks. Costs will be minimal this year. Next year we will have to get things set up. We could look into having a Cellular Phone donated. We have no type of hazardous material equipment stored" Sand bags get wet. question of the Chief of Police getting a new van. Fire Chief would like to take his old van and use it to transport hazardous waste material equipment. Chief Sliney would like Bill Williams, Town Manager, to appoint additional members to the Committee. Chief to bring names to committee. The Town still have an up-to-date map of the Town. Electric Department, Water Department, and Sewer Department is getting an updated map on a Cad Cam System. Bill Williams supports the Committee and will get his full cooperation in appointing new members. 1 1/2 - 2 miles ~ bound by overhead" If we have a situation of prevailing winds we need to draw bigger scales" We have the Haz^mat Cameo Program. Need computer located at the Fire Department. This is a 20 megabyte system minimum. Would like to get a computer for local emergency planning. This computer will totally enhance emergency planning. 3 Emergency Planning Committee February 26, 1991 Pape 4 The Sheraton and Quality Inn is not a consideration to put people in case of an emergency. The high school gym or cafeteria would be more like to move people to right away. The Sheraton offered their grand ball room, but no pool side rooms. In case of an emergency in the landfill, we would lose the school district because the schools are so close to the landfill. We would then have to look at the Sheraton or somewhere out of Town. Would like to invite someone from the Sheraton to a meeting to get their input. We would not like to abuse their hospitality. We will have to formalize agreements with the churches around Town" The Congregational Church on West Street has cooking facilities. Chapter 42 states the Fire Chief has full and absolute authority over any fire or EMS disasters within his jurisdiction. The reasons for selecting the schools to house people in case of an emergency is because the schools are out of the way. Lance: Motion to discuss and iron out the use of the schools with Dr. Warren in case of an emergency. Chief Sljney seconds the motion. ALL IN FAVOR. Anne and Bob Button to meet with Dr" Warren and Bob Gurek and report back to a full committee" Committee would like to invite Walter Unda from W & D Equipment to a meeting to discuss the transportation needs and the areas of evacuation. Would like to have contact numbers. What do we do with the children in Town in case of an emergency7 What do we do in case of a Hazardous Materials Incident? Bob Button will put together a list of questions that need to be discussed. Lance will get alternate emergency routes mapped out in case the underpasses should flood, 4 Emergency Planning Committee February 26, 1991 Page 5 Questions were asked and answers needed on the following ques- tions: What happens if we need to shut the pumps down on Chauncy and Copeland? This has to be discussed with John Larch and Doug Maxwell of the Light Department. What happens if the gas tank flipped over? What can the Light Department do for us to shut them down? The Light Department needs to understand that it will have to be shut down right away. This issue will be brought up directly with John Larch. Could Copeland and West Streets have some type of box for shut- ting down pumps? Let it flood. The pumps will run and the water will go directly to the river. N. Main Street - Rumford River backwash. One gallon of gasoline will destroy Fulton's Pond. What types of equipment will be needed before the arrival of a clean up company to contain spill? Bob Swanson will have to put together a list of DPW Equipment immediately. Are trucks normally loaded with sand? If they are not, how long will it take to load the sand onto the trucks? Lance stated that we have no suits, no self-contained breathing apparatus. Chief Sliney stated that there was no training. In order for the State operated teams from Borne to do anything, they, for safety reasons and for their own protection, have to wait for 16 members of their team to be present before they will do anything. T, Tuesday, March 26, 1991 at 2:30 at the Town Hall, SelectmenAs Meeting Room. We have approximately 1500 empty sand bags and an nil absorbent broom" We need a vehicle to put them in. Great Woods probably not making a donation. Toyota donated a D.A.R^E, vehicle already, and Nissan may be able to offer some- thing at cost. 5 I ° Emergency Planning Committee February 26, 1991 Page 6 Our biggest concern right now is getting the kids out of Town.
