The members felt that the acquisition of a map of Mansfield, on which town -owned property, as well as wetlands and woodlands, etc., could be shovm, would greatly aid in planning the work of the Commission. Jack Davidson was to ask mown Manager Flynn if a map was available, and Harry Chase agreed to have a photo -copy of such a map made for the Commission and to do what drafting work might be necessary thereon. Chase, Clerk The members of the Mansfield Conservation Com - were saddened to learn of the death on February rf Jack S. Davidson, the first chairman of the .on. No man served the Town of Mansfield in so >acities as did Mr. Davidson. He was unanimously :hairman of Mansfield's first Conservation Com - because of his great and lone -time interest in iusiasm for nature and outdoor sports such as and trapping and because of his political exper- t town affairs, as well as his appreciation of trtance of conservation in a community where )d natural areas are becoming steadily scarcer. the imps unspoile a s:- ,. J11z 411, ., The first 1965 meeting of the Mansfield Conser- vation Commission was held on March 9 at 8 P.M. in the Selectmen's Office at Mansfield Town Hall. A new member of the Commission, Carlton S. Mason, Sr., who was sworn in earlier that day, was welcomed by members Clinton R. Poster, Warren R. Jones and Harry B. Chase. Mr. Poster was nominated temporary Chairman until after a new appointment to the commission should be made in April. It was also decided to meet on Tuesdays again. Town Manager Paul J. Flynn was present, and agreed to provide H. B. Chase with copies of town maps of areas including town -owned land, whose boundaries were to be shown on the conservation map being prepared by Mr. Chase. H. B. Chase reported that Mrs. Mary Pierce of (continued) S' Elm street, t,,re t Mansfield, had offe e d_to Sell a piece of property on the edge;; of the Great; Woods, bordering on Hodges Brook, to the Commission, which, however, was not at the moment in a financial; position to buy. The members agreed with a suggestion by Mr. Mason that at the earliest opportunity Mr. W. E. Chase of the Foxboro Conservation Commission of Mr. F. A. Chase of the Sharon Co=iission be invited to speak at one of our meetings. (Note: Town Manager Flynn delivered the maps to H. B. Chase on March 12, and work on the commission's map was recommenced immediately.) H. B. Chase, Clerk At the March 23 1965 meeting of the Conservation Coxmmission,.at Mansfield Town Hall, Carlton S. Mason, Sr.,and Harry B. Chase were present. It was agreed that the Commission should obtain the remainder of the assessorst maps and pay for same, and Mr. Mason telephoned Town Manager Paul Flynn, who agreed to have a full set of maps printed. 'It was felt that these maps would prove invaluable in the future . work of the Commission, both in completing the Commissions own map, and in deciding what parcels of land should be acquired by the town. The two members present agreed that the Commission should in the near future meet with the Planning;. Board to determine if the latter board was adhering, or attemp- ting to adhere, to the provisions of the Blair Master Plan, which would make it; easier to coordinate the work of both groups; and that the Commission then should list suitable projects for itself, arrange them according to priority, and attempt to implement them in order. H. B. Chase, Clerk The Conservation Commission met at the Town Hall April 13 1965: Present were Clinton R. Foster, Carlton S. Mason, sr., and Harry B. Chase. Town Manager Flynn had provided 25 of the town maps,: and the Commission requested that he provide the i t, (Ne aura, Prot 18 remaining maps.h After a discussion, it was thought advisable that T1r. Chase draw up an index map relating the Commission map to the assessors' plates. It was agreed once main that the Planning Board should be queried about the Blair Plan; and. that Willis E. and Frank A. Chase should be invited to speak before the Commission at an early date. H. B. Chase, Clerk At the April 27 1965 meeting of the Conservation Commission,; members Clinton R. Foster, 14arren R. Jones, Carlton S. Mason, Sr., and Harry B. Chase were present, along with Planning Board members Leon Dean and Irving Shear, and: "Attleboro Sun" reporter Henry Reilly., Mr. Dean suggested a cooperative program of the two bodies so that zoning could be arranged with 'conser- vation in mind and a series of meetings, between the two boards, beginning. May 10. Mr. Jones reported on House Bill 3186 (just out of corLn ttee) which deals with the taking of land'; by eminent domain by conservation committees. H. B. Chase of the Sharon Conservation Commission was a guest at the 'meeting of the Mansfield commission, attended by Clinton R. 'Foster, Carlton S. Mason., Harry B. Chase, and newly appointed member Henry J. Carlos. Mr`. Frank Chase gave the members the benefit of his great experience in the field of conservation, and made the following suggestions, among; many others: Establish liaison with your Planning Board. tiqhen sub -divisions are about to come in, ,advise the Planning Board to cause the developer to donate land near brooks and rivers to the Commission. Set up a Conservation Commission master -Plan, generally similar to that used by the Planning Board. Let people know what you want or intend to do. Conservation needs publicity. Have a program; educate the; people. Mr. Chase showed samples of the Sharon Con- servation Commission annual) report and other leaflets, and advised that a 4 -page report with map cost 'MO - Do not acquire high -valuation land. Join the State Association of Conservation Com- missions. Mr. Chase said that over half the land owned by the Sharon Commission was obtained free, and none cost over k00'an acre. He pointed out that adjacent lands become worth more because they border permanent green land, and values are enhanced. H. B. Chase, Clerk At the June 8 1965 meeting of the Mansfield Con- servation Cosmnission, Henry J. Carlos, Clinton R. Foster and Harry B. Chase were; present. The possibility of acquiring Talton s and Kin manfs Ponds was discussed,. though no one had been able to determine the owner of the water rights to Kingman's Pond.It was further de- cided that letters should be written to owners of suit- able Parcels of land, as soon as it could be determined whom they were. H. B. Chase, Clerk At the Conservation Commission Meeting of Aug. 31 1965, held at 8 PM at the Mansfield Town Hall, Henry Carlos, Clinton Foster, Warren Jones, Carlton Mason and Harry ;Chase were present. The Commission discussed with Town Manager Flynn the feasibility of planning future expenditures, which is thought not to be possible at this time because the Coruiission's program is not yet "har- dened"; and legal details of water rights, and whether a person who drains a pond is taxed for the emerged land, and the possibilities of the Town obtaining clear posses- sions`of ponds in Mansfield. ' H. B. Chase, Clerk A meeting of the Conservation Commission was held at the Town Hall Sept. 21 1965. Present were Henry Carlos, Clinton Foster, Carlton Mason and Harry Chase. It was decided that there were four principle pro- jects toward which the Comission might best direct its efforts: (1) Discussion of a letter to be written by Henry Carlos and to be distributed to townspeople in their electric light bills, this letter to explain the aims of the commission. (2) Obtaining ownership of the ponds in town -- further information to be got from the State by Carlton Mason. (3) Tree planting on the Fulton Pond property and by private owners along; streets to be encouraged or aided by the Commission. (4) Acquisition of land in the Canoe River area, adjoining the Town watershed.' To assist in carrying out projects (2) and. (4), Harry Chase was to undertake Further research to deter- mine land owners abutting these waterways. Mr. Mason suggested that the files of the Comm- ission be systematised and grouped according to the various projects. H. B. Chase, Clerk At the Conservation Commission meeting of Oct. 19 1965, Clinton Foster and Harry Chase were present. The Commission was visited by members of the Mansfield Hod and Gun Club. Chase, Clerk The Conservation Commission held a meeting at the Town Hall Dec. 28 1965. Present were Henry Carlos, Clin- ton Foster„ Warren Jones and Harry Chase. Mr. Carlos had prepared a draft of the letter to be mailed to the towns- people, there was a discussion of this, and general approval L of it. The letter was to be printed by the Mansfield Press;; prices were to be determined by Henry Carlos f Editor Howard Fowler. Discussed was the Town -owned land on Warestreet,, the so called remaining': section of the old Town Farm near Town Dump. It was noted that. article 11 in Town warrant requesting sale of part of this land was indefinitely post- poned by the voters. H Carlos was appointed to investi- gate acquiring this land for conservation purposes from the Town. Three parcels of land on east and west side of Canoe river north of East street were reported by R.Cal- houn to be in a state of investigation. A gravel pit development off West and Gilbert streets near Lake Bungay was deemed by the commission as not worth the while to look into at this time in; view of Town Manager's statement that a group of neighbors had already begun strong opposition to the pit. Unanimously requested by the commission to join the Massachusetts Conservation Association if we are not already joined. Move made by W.R.Jones and seconded by C.Mason. Requested that the names of Donald Stewart and Robert Calhoun be sent for subscription to the Conser- vation Leader. The Conservation Coralmission expressed its Oppo- sition to the pending Massachusetts bill on Restrictions to house lot sizes (House Bill 643). Town Manager Young was unable to reach Senator John Qainlan,-to register the Commission's disapproval. In an election of officers, it was moved that Clinton Poster continue as Chairman and Harry Chase as Clerk. Robert Calhoun is continuing to investigate the three Canoe River lots of unknown ownership, and had do- termined that no one pays taxes on two of these lots. Town Mgr Young suggested that the Commission ab - Iain a listing of Town -owned tax title land and create an index of same, and said he would inform Assessor Eames that the Commission needs this information. Donald Stewart has been unable thus far to con- tact Mrs. Hopkins regarding her 35 -acre tract in the Great Woods. j Mr. Young will order U.S. Government booklets on the Program of Federal Grants for acquisition of land ;T.. for Conservation purposes. He suggested to Carl Nelson that the Town arrange with him to obtain the water rights to Kingmants Pond provided that Nelson retain the rights to the use of the water. Mr. Nelson tentatively agreed to this arrangement provided the Town share with him the cost of dredging Kingman's Pond. There was a discussion of the legal problems of maintaining water level in dammed ponds. It was decided that the taxability of the land under Cabot's Pond, now not taxed, should be investigated. Mr.: Young advised that the Commission should go on record as recommending that the Rumford River be classified by the State as Class B, which means a stream into which sewage cannot be put. He suggested writing to the Division of .inter Pollution Control, 100 Cam- bridge street, Boston, for a copy of their PWater Qual- ity Standards" and their proposed classification of waters in this area. (Refer to Hassaohusetts Associa- tion of Conservation Commissions letter of 20 March 1967.) ) It was decided that the Park and Recreation Com. - mission, the Conservation Commission and the Town Plana- 'might r ger cooperate in planting trees, etc;., to improve and beautify the Fulton Pond area on Rumford avenue. The Commission should determine and identify the areas in which they need the services of consulting experts, as in appraising the condition of the Fulton and Kingman dams, for example; it was suggested that the LT.S. Corps of Engineers be approached first, then a private consultant. H. B. Chase, Clerk A meeting of the Mansfield Conservation Commis- sion was held April 11 1967 at the Town Hall; members ` present were Henry Carlos, Carlton Mason, ;Donald Stow - art and Harry Chase, and also Town Manager George Young. There was a discussion as to whether the Commis- sion could use its money to send a Mansfield boy to Con- servation camp. Henry Carlos favored this; Mr. Young strongly opposed and advised against it. Mr. Carlos said that sending a boy to camp would provide the Com- mission with favorable publicity. Mr. Young said he would check the legality of the move with Town Counsel. He added that the idea of the Commission sponsoring the sending of; a boy to Conservation camp, without using public money, was proper. Mr. Carlos said he would explore further into the matter. Harry Chase presented each member with a copy of a E z a 7-page index of all lands bordering Canoe River, list- ing Assessors Map and Parcel numbers, acreage, owner and address, river frontage, street frontage if any, what buildings are located on each lot, and assessed value.: Na?, Mason suggested contacting the listed owners, in order, beginning with 'those near the Foxboro line. Chase also advised the members present that his 3-;,ear term would expire very shortly. Mr. Young informed the members that willow trees were available at 12 for $96 for planting along the shore of 1ultons Pond adjacent to Mord Avenue; they should be spaced 25 feet on centers. The cost of the trees would come out of the Commission's operating ex- penses; labor would be provided by the Town. All Com- mission members present voted in favor of having willow trees planted along the pond, and absent 'members Clinton Foster and Robert Calhoun would be contacted for their opinion, and Tom. Young notified of the decision in time for the meeting of April 25. iir. Mason had determined that the County Commis- sioners are the controlling agency on the inspection of dams and advised that they be called in to look at the Fulton Pond dam; Mr. Mason said he would look further' into this matter. Mr. Mason also visited the Registry of Deeds in Taunton to determine the history of 'the land under and adjoining Kingmans Pond, and compiled considerable data on this subject. He observed that this property, being tax-taken, is not a sound parcel legally, and should be cleared perhaps by buying a clear title from former owner Edith Findlater for a nominal sum. He also attended the Massachusetts Association of Conservation Commissions' Spring Conference on April and presented a valuable and useful 8-nage written report on this gathering to the Commission, of which' copies were to be made by H. B. Chase. E Mr. Mason said that he would see Charles Wheeler and 'Ralph Seifert as to the possibility of the Commis- sion acquiring some of their shore line on the west side of Factory Pond. r: t Harry Chase reported a telephone call made to him on April 10 by 'Lester Dwyer of Bellview Drive, who reported Targe numbers of dead fish, some of them suckers UP to 20 inches long, that had been accumulating in the zz Rumford ,River in the rear of his neighborhood (i.e., below 'Willow Street) sinoe April 5. Similar accumula- tions of dead fish were reported further upstream along Rumford River. Mr. Stewart suggested that perhaps the: fish were dying from natural causesovercrowding) but said he would look into the matter on April 16. H. B.
