TOWN OF MANSFIELD DSC 17
Finance Committee Meeting 11/19/85
Called To Order -
7:30 PM by Chairman Ed McQuaid, 5 members present.
(E. McQuaid, to Markt, S. Quinn, R. Whitney and K.
Sullivan).
Purpose -
To discuss with the School Committee the reasons for
their request for an additional 100,000 (Article 8)
and 7,100 (article 9) in the upcoming special town
meeting called for 11/16/85.
Along with the school Superintendent, R. Barbarisi,
there were three members of the School Committee
present as well as the Town Manager.
Positions Taken -
There were no positions taken.
1. The school committee reported that since they
had not developed a figure and would not be able
to do so until the morning of 11/16/85 (The town
meeting and the next posted school committee
meeting) i.e. they were there as private
citizens.
Discussion
Mr. Barbarisi was willing to discuss the rationale
behind the request (as opposed to amount.
The rationale was that maintenance was suffering.
S. Quinn pointed out that there may well be surplus
in salaried or other accounts that could be used to
help pay for some if not all of the maintenance
requests.
All were in agreement that the maintenance account
always suffers when the schools are asked to cut,
however, it was also pointed out to Mr. B. that
unlike the municiple side, the schools could and do
transfer between accounts.
Mr. Barbarisi went on to discuss per pupil cost
using as his example the per pupil cost as put out
by Mass. Dept. of Education for 1983-1984. His
point being we are below any and therefore can
afford more.
It was pointed out to Mr. Barbarisi that:
1. That while the school population had decreased
since 83-84 from 2,847 to approximately 2,556,
the budget had gone up approximately 30% since
then, meaning an increase in per pupil cost.

It was also pointed out that because we are more
efficient is not a reason in and of itself to
spend more.
Tentative Amount - When asked for an opinion, Mr. Barbarisi felt if a
request is made, it would not exceed $70,000,
however, until the 19th, no position can be taken.
Fin. Com. Position - Until we know what the school committee is asking
for we cannot take a position. Therefore a fin com
meeting is scheduled for 11/19/85 at 9:00 AM to
discuss Article 8.
Article 9 - Mr. Barbarisi explained that this was an
authorization to pay $7,100 out of present school
funds back pay for a lane change for an individual
that need not been approved until now.
Fin. Com. Position - Since no additional town funds are involved and
since it was part of the contract, we were in favor.
Miscellaneous - Chairman Ed McQuaid requested that for the up -coming
regular town meeting (86-87), that certain
information be provided per pupil cost population
etc. Not only for Mansfield but for surrounding
towns (current info.). Mr. Barbarisi felt he could
obtain it.
Motion to Adjourn - S. Quinn, Second - K. Sullivan, 5 - 0 in favor,
9:03 PM.
Clerk - Kevin Sullivan
