Finance Committee Meeting 11/16/85
Called to Order 9:00 AM by Chairman Ed McQuaid
Purpose - To Resolve Fin. Com. position on:
1. School Committee Request (Article #8)
School Committee has revised its request on Article
#8 (special town meeting 11/16/85) from $100,000 to
approximately $33,750 for a) special needs minibus
b) special needs tuition
both reimbursable to the town' general funds (not
schools) over a 5 year period.
Fin. Com. - Since this is reimbursable and we would be paying an
outside contractor for the same purposes, Fin. Com.
voted 6 - 0 1 abstention (John Pierce) in favor.
S. Quinn motion - E. McQuaid - Second.
Article #13 - Fireman's minimum (5) staffing.
1. Torn council's opinion is that the article is in
violation of the Charter which clearly states
that the Selectmen and Town Manager are in
charge of personnel. (Town voter name
selectmen). Ergo article is not acceptable.
2. Fin. Committee feels that the article is not
legal without a $ figure attached to it.
Fin. Com. Position - Fin. Com. feels that because of the above, a
position is not only moot, it cannot be taken.
T. Markt moved in favor of no position. M. Schwartz
- Second, 7 - 0 in favor.
