Department heads in attendance: 1) Town Accountant - Barbara Haig 2) Town Treasurer - Joan Cutillo 3) Town Clerk - Judy Scott 4) Town Assessor - Al Turinese A) Assessor's Office Manager Town Accountant - Prior to addressing the budget overview, Barbara Haig pointed out that the state has advised the town that if we used a Hotel/Motel tax, the maximum estimate had to be $173,000 (not $200,000 as shown).- hown):Growth Growth- Barbara Haig is using $200,000. This is between last year and the year before. Receipts - Receipts of $1,259,538 - as a solid figure. The Cherry Sheet is an estimate - the solid figure should be in by Saturday, 2/1/86: Barbara sees little change. Town Accountant - Salary represents +6%. Clerical represents clerical union wages. Town Accountant salaries are also split between water and electric. Expenses - Town Accountant expenses are up 6.7%. Town Treasurer - Joan Cutillo - Among revenues - motor excise should be approximately $500,000 - do not anticipate the aberration of last year: Fees, sewer fees, sewer betterments Gatra. etc. V Insurance - Joan - is "hoping" insurance doesn't go up. No real basis for projection of no increase (water and electric is not represented in this expense, it is a receipt). Debt and Interest - Sole reason slip in Bond Rating is investment in Seabrook. Our borrowing power doesn't seem to be hurt in the state. Town Treasurer Expenses - Joan is holding the line on expenses, however, because of the crunch, they are adding a Junior Clerk - (part-time, no benefits.) -2 - Town Assessor - Al Turinese - asked about new growth - he doesn't know, however, he will get it for us. It's based on housing completions as of January 1, 1986 and unlike some rumors, new growth will not be astronomical. $200,000 is OK to use for now. Expenses - $26,390 up from $9,090. This year outside assessors are charging for legal fees: In addition, Al is putting an article in for $30,000 for town's legal fees for defending their decisions. Salaries - Office Manager wants $17,000. $522 more, feels she is underpayed - compares her level with Assistant Assessors from other towns. Says she needs this especially since she is going full time. Town Clerk - Judy Scott - will be asking clerks to work overtime to help with paper crunch adding $1,000 for printing. In addition, Judy is requesting cap improvements for $4,000 for voting booths. Suggestion made for machines at $25,000: Payback time may be less than last anticipated however, this still has to be determined. This will be subject for cap improvement committee. Minutes as of 10:20 PM Clerk K. Sullivan
