b. General discussion on General Government Expense.
Dick D'Onorforio and T.M. Randy Wilson were in
attendence.
There were a number of questions which centered
around salaries and personnel. Chairman Ed McQuaid
noted that while it was not the function of a finance
committee to act as a personnel board and get into
salary disputes, if the selectmen did not make a
recommendation, the finance committee would have to
take a position. Hopefully, we would not be forced
into that position.
The Chairman of the Selectmen was asked about "The
Magic of 6% salary increase". The answer was that 6%
was in line with the advisory vote - of the town
meeting of 1984 of 6, 5 and 4%. Dick pointed out
that the attempt was going to be made to stay within
those guide lines both for salary increases and
hiring.
It was noted that salaries as general rule would be
up 6% and that it would be difficult to do for one
without doing for the other. It was noted by the
Finance Committee that if there was computerization
that we might not need a 1/2 clerk in the Town Clerk
budget a saving of $5,300. In addition, the Finance
Committee pointed out that we might be able to
combine the additional 1/2 clerk with another
department.
- 2 -
Selectmens' expenses were level funded in order to
comply with the 1984 advisory vote. The Town Manager
also pointed out that $10,000 was needed to upgrade
the computer system. He also pointed out that we
have to be audited every year (by one of the big 8).
Cost $20,000.
SUMMARY In order to comply with the 1984 advisory vote of a 6% cap,
we will have to cut $45,000 from General Government
Items to look at:
1) 2 1/2 clerks
2) Assessors expenses
3) Computers
4) Additional Town Hall printing $1,000
Misc. - Ed McQuaid announced that he thought capital
improvements might have as much as $419,000.
