TOWN OF MANSFIELD
FINANCE COMMITTEE MEET
FEBRUARY 25, 1985
Called to order at 7:30 P.M. by Chairman Ed McQuaid. 6 Members present.
PURPOSE To discuss with the appropriate department heads the $8687
budgets requested by:
1. The Recreation Dept.
2. The Conservation Committee
3. The Library
Prior to budget discussions, John Larch of the Electric Dept.
gave a brief but very interesting overview of his
department. In addition, John provided with Electric Rate
Projection per building for 86/87.
1. Recreation - Paul Split
Prior to Paul's presentation, he noted that because of
vandalism and unforseen requests, he had to or was in the
process of using all available funds. He was requesting
that we reimburse him from the Reserve Fund.
Paul also said that he wouldn't have a problem with
monthly reserve requests if it had to be that way.
The Finance Committee pointed out that the normal
practice precluded funding in anticipation of bills, but
that under these circumstances, Paul should submit his
requests and we would consider them.
The budget itself was for the most part level funded
except for:
1. Supplies and printing up $1,300. Paul indicated that
this was a catchall account which includes telephone.
2. It did not contain funding for AARC. Paul felt this
was an unfair item in his budget. It was also noted
that its exclusion made his budget look better.
Conservation - Expenses went up $1,000 basically due to
increased activity. In addition, they would like to fund a
full time conservation agent for $19,000.
Reason - 1) more grant money
2) better tracking of legal problems
3) Able to keep more accurate records (Town does not
know precisely what conservation land it has).
- 2 -
Library - Library Board of Trustees
1. Salaries are up 12% because almost everyone is at the top
step.
2. Longevity should be $150.
3. Electric - According to Larch's study this is high. The
library said this might be true, however, the cost to
insulate pipes was contained in this figure???
4. They are also requesting $450 for an assistant librarian.
Meeting adjourned at approximately 11:00 P.P.
