(In the Town Library). PURPOSE 1. To consider transfers from the reserve fund. 2. To further refine the FY 87 budget. 1. Transfer #18 $1,440 cost for Town Managers MBA courses (per his contract). Motion to pay John Pierce, Second K. Sullivan, 7-0 in favor. Transfer #20 - Planning Dept. expenses $862.08. Their present balance is -$54.51. This was refused earlier due to a positive balance. We don't have too much choice now. Motion to pay Fred Mueller, Second John Pierce. 7-0 in favor. Transfer #22 - Electric inspectors fees $521.63 - present balance -0. Motion to pay, Bob Whitney, Second K. Sullivan, 7-0 in favor. Reserve fund to date $81,105.88 Less transfers 18, 20 & 22 2,824.31 Balance T7 7 2. Among the major items discussed was: 1. The state was mandating a banking fee of $30,000. 2. We felt the Town Manager put one more person in the DPW calculations by mistake. 3. Eliminate $96,000 for sidewalk. This was discussed at some length, however, it was felt that in the interests of balancing the budget that we would have to cut this expense. Motion to cut K. Sullivan, Second John Pierce, 7-0 in favor. 4. The Town Clerk asked us to reconsider the half time clerk - again this prompted much discussion. In the end it was felt that we should stay within our philosopjy of no additional personnel, especially in (' light of what we will be asking the schools to cut. -2 - Motion made to stay with no new personnel - John Pierce, Second K. Sullivan, 6-1 in favor. 5. Cut gasoline request. Mel Schwartz noted that with fuel going to record lows, we should consider by as much as 20%. Ed McQuaid agreed that we should cut, however, he felt along with the majority that a 10% cut would be more reasonable. 7-0 in favor. 6. Conservation agent - The original request was for $19,000 (this did not include supplies or benefits). This request was later modified to a part-time agent for $12,000 including supplies. It was felt by some that the request violated the norm we established of no additional personnel. Others felt that an agent would bring in more grant money, help eliminate legal hassels and track existing land better than what is done now. Motion in favor. Fred Mueller, Second Laura Pellegrini, 4-3 in favor. 7. School Budget Cut - In order to balance the budget it is felt that the schools will have to cut their budget some $500,000. It's felt that with $396,000 in free cash, that we will have to dip into free cash. In order to lessen the impact of the school cut and after much discussion it was decided to cut free cash to what the Finance Committee feels is the minimum of $250,000 and free up $146,000 in order to lower the cut we will be asking the school committee to take. The cut still amounts to approximately $382,000. 8. Ed McQuaid noted that if 1) growth was more we could work out some sort of formula for disbursment between town and school. 2) If money became available from the overlay account, the Finance Committee could reduce its request for $100,000 by that amount thereby free up additional monies. Meeting adjourned 11:30 P.M. Clerk Kevin Su/4ll,,i va
