Time 8:45 P.M. There were 6 members present. Ed McQuaid presented a summary of the Finance Committee's recommendations. For the most part, they were in agreement. The Selectmen had some recommendations on salaries, i.e:, 1/2 time clerks, increased salaries for the town clerk and accountant (in order to meet the minimum standards of the new matrix). The Selectmen asked if there was any "fat" in our budget. They were informed that the answer was no. The Selectmen also recommended that the fire chief's position be increased to $35,000 (approximately). We also discussed the possibility of increasing the police chief's salary to $39,000 because of the increased responsibility for the Performing Arts Center. The increase in the fire chief would mean a budget cut somewhere else. The police chief would be paid by tariff on the Performing Arts Center and other special details. Another request involved a new M.I.$. Director. Ed McQuaid suggested that we couldn't pay for it on the town side but that he could work for the water and sewer until we could afford an M.I.S. director. The Finance Committee did not recommend any new positions on increased hours for part-time positions because the Selectmen (Personnel Board) had not taken any position. However, the new joint dispatch system was supported because the Selectmen had supported this request for increases personnel. Also, the Finance Committee supported an overall increase at 6% for non-union employees with the understanding that the Town Manager and Selectmen would reallocate this amount to give some employees more than 6% and some employee's less without changing the total increase. The final discussion centered around two issues. First, the Town Manager and Selectmen would provide their final individual compensation recommendations to the Finance Committee. Also, the Finance Committee was continually analyzing potential sources of funds. If more money becomes available it will be allocated between the school and municipal budgets. The Finance Committee stated that increased hours for current part-time positions would be good candidates for any increases. ,P,C *AA-
