2. Town Manager, Randy Wilson wanted to restore 1/2
clerk to the Town Hall, 1/2 clerk to the Building
Inspector, raise the salaries on the Town Clerk. In
addition, he informed the Finance Committee that we
had cut an individual out of the D.P.W. This all
came to approximately $21,094. The Finance
Committe's response was that the budget was balanced
and that if they wished to add another $21,000 to the
budget, they would have to cut in another area
Finance Committee also took position that we were not
the personnel board and that those decisions belonged
to the Selectmen.
In another surprise, the Selectmen informed the
Finance Committee that they were considering giving
the Town Manager a raise in pay as well as
recalculated pension benefits and auto expenses. The
pension and auto expenses would amount to
approximately $3,580. The salary increase still had
to be discussed.
Again, it was pointed out that the budget would have
to cut in other areas in order to rebalance the
budget. The Finance Committee told the Selectmen
-2 -
that they need their recommendation on R. Wilson's
raise very quickly since the printers deadline was
Friday, 3/21.
3. Ed McQuaid and Clerk, K. Sullivan visited the School
Committee where Ed McQuaid distributed a summary of
the budget for FY -7. Ed also informed the School,
Committee that in order to meet cap, the School
Committee would have to cut their budget by
$382,000. He also explained that:
1. We were lowering free cash by $146,000 to keep it
to $382,000.
2. Free cash would have to be used for salary
negotiations - (free cash is $250,000).
3. If additional revenues such as increased growth
or money from the overlay reserve came in that
the Finance Committee would be happy to work out
some sort of sharing formula.
The School Committee said they would take this
under advisement.
Upon returning, the Finance Committee decided that
the best place to cut in order to meet the new
requests from the town mgr. would be construction
supplies of $30,000 contained in capital improvements.
Meeting adjourned at approximately 10:30 P.M.
Clerk, Kevin Sullivan
