2. Financial Articles - contained in special town meeting.
Article #1 - Clean up and restoration due to Hurricane
Gloria with no guarantee of any money by Fed. Govt. The
Finance Committee voted 7-0 against this article.
Article #2 - This has not been discussed with the Finance
Committee because it has not been discussed with regard
to the budget on capital improvements it was felt by the
Finance Committee that there was no room in the budget
for the removed $890,000 - the Finance Committee voted
7-0 against 4001
-2 -
Article #4 - $30,000 for safety improvements at the
Municiple Airport, 5-2 against. Reason - this was not
discussed with the Finance Committee and was not a
function of the budget process - again there were no
guarantees of reimbursement by the Fed. or State govts.
Article #1 - Special within the special - Funding for the
firemen's settlement (approximately $38,000). It was
felt that there was money in the budget to cover this.
It appears there is an excess in the salary account. 7-0
against (assuming there is money in the salary account).
In general, with the exception of the firemen's
settlement, the Finance Committee is against any new
money articles at this time.
2. School Committee.
Bob Barbarisi explained that he couldn't afford to cut
$382,000 out of his budget. In addition, he felt the
schools were not getting their share of the pie, e.g.,
$419,000 in capital improvements. Ed McQuaid pointed out
that 1) even with a cut of $382,000 if wage settlements
were added to the school budget, the schools would be
getting a 9.2% increase as opposed to a 7.3% on the
municiple side, i:e., the schools were certainly getting
more than their fair share: 2) Barbarisi pointed out
that $382,000 would have to come out of maintenance which
would put him 91,000 in the hole.
Ed pointed out to areas where the school didn't cut (a)
on unused salaries - should be somewhere between 90 and
$130,000: (b) Fuel - the school increased fuel by 16%
despite a decrease of 20 to 30%. He also pointed out
that the town side had been cut 10%. If the school did
this that would be another $26,000.
In addition to this, it was also pointed out that we had
given the school side $146,000 in free cash. Stripping
free cash to $250,000.
The Finance Committee also pointed out that we would
probably end up with closer to $100,000 in free cash.
When asked if we were supporting the money articles
contained in the special we told the S.C. that with the
exception of the firemen, the answer was no. In other
words, the school was not the only ones making a
sacrifice.
There was general discussion on what should or shouldn't
be included in the warrant.
