Minutes for Tuesday, February 7, 2017

A meeting of the Mansfield School Committee Budget Subcommittee was opened and called to order at 6 p.m.

Others present: Teresa Murphy, Michael Connolly, Zeff Gianetti (arrived 6:15 p.m.)
Discussion
The minutes of January 24, 2017 were approved. 2-0.
The group reviewed Policies JJ & JJ -E Co -Curricular and Extra -Curricular Activities, JJA/Student Organizations,
and JJF Student Activity Accounts. The group discussed district procedures and practice for establishing and
approving student activities, how student activities that are dormant would be officially declared inactive, how
funds from inactive activity accounts would be re -allocated, and how district practice aligned with district policy.
Both the central office and high school administration seemed unsure of how district procedures aligned with
DESE and MASBO recommended student activity account guidelines. The administrators also seemed unsure
whether the district had a student activity account procedures manual. The recommendation of the
administration was for funds from dormant student activities to be transferred to the principal's gift account
and expended at the discretion of the principal. Questions were raised about whether those funds fell under the
authority of the School Committee and whether the administration's suggestion followed best practice under
the guidelines issued by DESE. It was suggested that the administration check with DESE or MASBO on their
recommended best practice and recommendations for policies and administrative procedures in order to move
forward on these policies.
