Taken Out of Order per Kiera O'Neil, Chair: Policy Approval for JLCEA and JLCEB: Lynn Cavicchi reviewed the change for each policy. JLCEA / Comfort Care is being updated per MASC recommendations. It is revised to reflect changes in practice and MA dept of health protocols. JLCEB / Automated External Defibrillator is a new policy. Our AED program has been in place for approximately 15 years. We have pulled the information from other documents. Legal counsel has reviewed and approved. Christine Dooling noted that we were ahead of the laws but now these policies and protocols formalize our plans. We currently have two AEDs at each school plus one that travels with athletic teams. The district is looking to purchase an additional AED for other events. There is no formal policy naming guideline for AED so JLCEB was chosen. Note this in spreadsheet to avoid potential confusion in future. Motion to adopt JLCEB by Linda Fernando / Jenn Walsh Motion Carries 5 - 0. Resume regular agenda order: MCAS Results Presentation. Michael Connolly led the discussion on the 2017 MCAS results. He presented slides that summarized our accomplishments. Of note, Mansfield participated in the next generation MCAS test for grades 3 - 8 ELA and Math. Some of these tests were taken on the computer. Results cannot be compared to prior years and districts choosing this route are held "harmless" meaning no accountability grade given. 2017 is a baseline year for future testing results. Computer testing will be gradually increased this year and in 2019 all testing will be computer based. Test results are reported very differently. The legacy system reported as Advanced; Proficient; Needs Improvement and Warning. The new system reports as Exceeding Expectations; Meeting Expectations; Partially Meeting Expectations and Not Meeting Expectations. There is no direct correlation between the two reporting systems. Therefore there will be many students this year who test in different categories. For example, someone who was Advanced last year may be listed as Meeting Expectations this year. DESE requires that schools have a plan in place for students who test within the Partially Meeting Expectations and Not Meeting Expectations. Mike continued through the presentation discussing sample reports and key questions that parents may have. He reviewed the scoring graphs noting the difference in reporting for the legacy system and the new system. Each Principal spoke regarding their school: John Nieratko Oj): His goal is to move all students along the scoring categories and to meet every students needs. He reviewed steps being taken to assist with student improvement including RTI, Increased inclusion settings, a universal design for learning (increase student engagement, 1:3 ratio of chromebooks to students, flexible learning stations), flexible furniture types. Suzanne Ryan (QMS): Sue looked at the DART comparison report to neighboring schools. She feels that our middle school performed well compared to those schools. She would like to focus on the 8th grade group because 1) It is the largest enrollment class 2) During their tenure at QMS they tested on three different tests (Grade 6 tested with Legacy MCAS; Grade 7 used PARCC and Grade 8 used MCAS 2.0) Therefore there was no stability from year to year. She felt that those two factors could have contributed to the lower scores. Her goal is to make QMS a Level 1 School and to increase the gap between the school and the state averages (we perform higher than average.) Sue then ran through the steps she is taking. Math: Big Ideas Math program; increased use of chromebooks; co -teaching; increased intervention time. ELA: new 6th grade literacy class; co -teaching; working closely with department chair on course modifications. Science: new 8th grade science & engineering class; added grade 6 unit on weather and leaves; added grade 7 unit on force & motion; use of portfolios starting in grade 6 and moving through high school. Additionally, they are creating a more positive environment by adding back stinger events; new schedule; supporting the social emotional needs. Page 3 of 5 Approved 12/5/17 Mansfield School Committee Meeting Minutes for Tuesday, November 7, 2017 Town Hall, Room 3A&B Mary Watkins (MHS): The high school is still testing on the legacy MCAS system. Students continued to perform extremely well. For those students scoring below proficient, the high school is looking at the intervention model that exists. Perhaps it should be expanded to all grades. As we transition to the MCAS 2.0 exam, MHS is preparing students by increasing exposure to computer based testing and the use of chromebooks and aligning the curriculum to the new test. There was a jump in our scores. Mary felt that this was partially based on our new full year science curriculum. In ELA, MHS is 98% advanced or proficient. Our advanced group increased significantly from 64% in 2016 to 71% in 2017. Most importantly, MHS has returned to its status of a level one school. FY18 Capital Improvement Projects: Update Edward Donoghue provided an update on current project status. Replacement of electronic panels at MHS are ongoing. District -wide technology upgrades are still in progress. District continues to use technology budget throughout the year. All planned food services equipment has been purchased. Bleacher project is ongoing. Anew Special Education bus has been purchased. Replacement of QMS lockers is moving forward. Currently going out forbid and will be completed during one of the school vacation weeks. FYI Capital Improvement Projects: Initial Presentation Matt Jacques referred to the 2017 Mansfield Capital Improvement Study. The following items were proposed for FY19: 1. JJ Generator due to age 2. District Paving: various degrees of work based on building need 3. Replacement plow truck which does not work 4. Unit Ventilators which should be replaced every 3 years. Was not done last year as hoped. S. QMS Chair lifts: Extensive repairs in the past. Use has increased significantly and need constant repair. 6. MHS / QMS HVAC controllers: A lot of service calls. Cannot monitor remotely. 7. MHS Replacement of Hot water tank due to age. 8. MHS Track replacements: recommended every 5 years. 9. QMS underground oil tank: not used. Environmental issue down the road. 10. MHS Auditorium: 3 year project for A/C, Lighting and sound and general cleanup The committee asked Ed to provide more detail on each item to facilitate our presentation to the town -wide CIP committee. Discussion was held about MSBA applications and whether or not we could apply for funding;the current technology and its ability to support the increase use of chromebooks; any items needed but not considered for this year. Matt reviewed some of the maintenance changes they are making to facilitate repairs going forward. Some are simple such as standardizing the paint color in bathrooms. It improves the look of the bathrooms and eliminates the need to keep many cans of paint available. Lynn asked about the JJ Sewage pump. Last year it was identified as an emergency issue. What is the status? When the problem occurred last year, a fix was put into place that seemed to fix the issue. According to Matt the pumps are working well and he feels that we do not need major repairs at this point. Matt is working on a 5 year plan where we can forecast future CIP needs.
