MANSFIELD RECREATION COMMISSION MINUTES
September 10, 1990
MEMBERS'`PRESENT: Chairman, Ron Reeves; Commissioners, Richard
Nelson, Jim Kenney, Wayne Currie and Lorilee
Fish, Parks and Recreation Director
MEMBERS ABSENT: Joe Sarro
This meeting was held at the Meeting Room at the Library.
AGENDA:
L:330 P.M. - BILL FASULO _o MMER CAMP
Commission asked Bill for his opinions on the financial, quality,
and parameter aspects of the Summer Camp program and what would
he like to see different for next year's program. Bill responds
that there is a need for the camp and .It was well received by the
campers. The experienced counselors did make a difference. Many
children hope to return .next year. He expresses his concerns
about the lack of swimming facilities. Lorilee commented that
the parents do want their children to learn to swim. Transporta-
tion is a problem, but there is a definite need for it. would
like 'to see if Foxboro could give us a better price for using
their facilities. Bill states that the biggest drawback to the
program was that there are. no swimming facilities and he would
like to see a little more structure so that the children will
want to get more involved. He would also like to see more equip-
ment for the games. Commission asks Bill how he thinks we can
broaden the program for better appeal next year. Bill states
that the program should be geared a little more towards the five
and six year olds. The current program attendance is primarily
7-8 year olds and next 11-12 year olds. Lorilee states that the
children should be greeted when they walk into the gate and that
this is extremely important.
{, Suggestions were made about an open house or field day before
next year's camp opens, advertising well in advance, and a out...
off registration date so that we can hire counselors. Bill would
like to see a different style t -shirt for next year.
The Commission thanks Bill for his time and efforts and for the
great job he did as Camp Director,

7:00 P.M. - CATHY C.ONNOUGHT-ON & JEAN WOLBRINK - F.A.C.T.
Cathy delivers a check to Lorilee, from donations received, in
the amount of $685.00. This check will be deposited into the
Summ r Camp Gift Account. Before Easter F.A.C.T. would like to
sponsor another car wash/bake sale fund raiser.
Commission explains to Cathy and Jean that the Commission has to
look at the financial aspects of the Summer Camp Program. They
would like to see a committee formed comprised of one Commission
member, Lorilee, Steve Jackson who has been involved in this
program for the past five years, and one or two of the camper's
parents to establish:
F 1. What type of program should be run for next year.
2. Fee Structure (Full and Part Time).
3. What are our goals.
4. How can we appeal to a broader variety of people, i.e
non -working parents vs, working parents; high, middle
and low income families, etc.
5. What about enrollment through the volunteers?
6. How can the program be run more smoothly?
7. Mini Programs.
Would like to have their findings presented to the Commission in
October.
The Commission also feels that the majority of the money should
come from the program users and should not have to depend on
F.A.C.T. for donations to keep the program running. Cathy states
that she knows a lot of mothers who are willing to help. She ex-
presses her concerns about how a cut-off date is needed, and that
the parents really liked the flexibility of the camp.
Cathy states that she was very happy with everything. The
children liked Bill Fasulo, and the counselors were very good.
The ramp was well run, organized and well supervised.
She would like to see more swimming trips. Cathy makes a sug-
gestion that if we guarantee Foxboro eight or nine swimming trips
a summer, maybe they can give us a discount for the summer.
(Foxboro charges $4.00/per person; Wrentham charges $1.00/per
person).

Lorilee expresses her concerns about the trips being so expen-
sive. Ron asks if the donation monies are allocated exclusively
for trip activity. Cathy answer that Lorilee decides how to
spend the money, whether it be for the trips or for payroll, etc.
orilee adds that Cathy can request, at any time, where she would
ike the money allocated. Lorilee then explains where the money
from Summer Camp was allocated this year.
Cathy would like to see a year end cook out next year. She would
also like to see the summer school program combined with the sum-
mer camp program.
Commission thank: Cathy and Jean; their creativity was phenomenal
and appreciates everything she has done.
7:40 P.M. - PAT BURNS & MIKE MULCAHEY -
CYO & Recreation Dept. Basketball Merger
Pat and Mike introduces themselves. The Program is based on the
YBA Program. Every child has an opportunity to play. There are
All-Star teams, and are competitive games. They are limited in
time. Grades 5 and 6 play together and grades 7 and 8 play
together. There are 2 coaches per team. Would like to take the
pressure off of having to win. This will be very instructional.
Skills are important. Combining with the Recreation Department
will attract more players and will give them more gym time.
Grades 1 - 4 will be working in the skill program. Mike and
Pat's philosophies are very similar. They will be pulling their
resources together. Would like grades 7 and 8 to play on Friday
nights and grades 5 - 6 on Saturdays. Will outline their
guidelines and philosophies for the instructors. One drawback is
there may be too many children wanting to play. Forty children
is a comfortable number. There was no instruction last year.
This year they have 1 1/2 hours of gym time. It will be Town
Wide - not limited to St. Mary's. Would like to put in a request
to the custodian to bring up the center court baskets at
Mansfield High School. There will be no problem getting scorers,
etc.

Would like to see the Recreation Department buy the equipment.
Majority of players are the 5 - 6 grades. Mike expresses his
concerns that there be NO RESTRICTIONS - If a child plays basket-
ball at school he CAN play CYO/Recreation Basketball if he would
like to. Lorilee will talk to Margaret Conaty regarding this
matter. Would like to see school coaches come in and observe,
Also, would like to give players complementary tickets to a
Stonehill College game. These teams will stay mixed teams.
Three pass Rule by game. Registration will begin in November.
Would like to organize the teams December 7 and 14 (with December
21 being optional). Grades 5 - 8 will have their practices at
the Middle School. Lorilee will look into the availability of
gym space at the Qualters Middle School for December.
MOTION: (By Jim Kenney) to approve the combined CYO/Recreation
Program for Fiscal Year 91. Dick Nelson: Seconds.
ALL IN FAVOR.
November 6 & 8 - sign ups. Fee: $20.00 Maximum: $40.00/Family.
Pat would like his fee be waivered and would like to see the
money go back into the program. Pat suggests paying the children
to work the scoreboard. Lorilee suggests gift certificates be-
cause of their age.
Thank you Pat & Mike.
MINUTES
MOTION: (Ron) To accept the minutes as written. (Dick,) Seconds
the Motion. ALL IN FAVOR.
SUMMER CAMP
Went over financial outcome of the camp. This year there was a
$4,000 deficit, excluding F.A.C.T. donations. There should be
more planning to bring the cost of the trips down. The cost of
some of the trips excluded some children from going because of
financial reasons. Lorilee would like to see two big trips
rather than a lot of little trips (which gets expensive). Com-
mission wants to see this program become self -supportive. Also,
would like to see this program added to Cultural & Recreational
Support Line Item (Concerts on the Common, Arts in the Park,
Tommy Mason Summer Camp). Lorilee does not recommend its own
line item. Suggestion made to call in someone from the Finance
Committee.

Summer Camp (Con t)
MOTION: (Jim Renney) Submit a $5,000 line item for Cultural and
Recreational Support specifically for Summer Camp.
(Dick Nelson) Seconds. ALL IN FAVOR.
MIDGET FOOTBALL
Midget Football left a mess - the office door was left wide
opened. They did not put the equipment away neatly, the speakers
are not working (they worked before). Ron suggests documenting
the problems, evaluate their continuance next Fall, writing them
a letter now to give them a chance -to respond. Lorilee was upset
because their actions costs her department money.

ten thoughts and combine this information for discussion at the
