Dick seconds the motion. ALL IN FAVOR. CORRESPONDENCE f Parks_ & Recreation Dep_artMent1991_/2 Bud et Narrative:, t Multifaceted programs and services :are offered by the Parks & ' Recreation Department under the guidance of the Recreation and Park Commissions. A wide variety of leisure time opportunities are provided through the recreation side and Town parks, commons, cemeteries, memorials and other public areas are 'maintained though the, park side. The bulk of the cost for recreation programs are contained in a :separate'"revolving fund", although certain administrative and related lrecreation costs are covered within this budget. In "Personal Services" we are reinstituting the position of Program Direction which will be used for the Director of the summer camp program and 'increasing the "seasonal help" :in our constant effort to meet our increasing responsibilities in maintaining the town parks and lands. Capital Outlay funds reflect needed improvements to memorial Park, Town park areas, sport facilities and industrial quality equipment. We continue to use creative revenue sources to supplement facilities upgrades and expansion with specific gift accounts earmarked for projects related to sports areas in Memorial Park. 4 Recreation Commission Meeting December 10,'1990 Page 2 In the "Expense" category, increases are seen in the "Non - Energy", "Cultural and Recreation Support" and "Motor Fuel" line items. The 'increase 'in Cultural and Recreational Support is to supplement the summer camp, program and maintain the popular Performance programs now held throughout the ,year. The performance programs continue to receive donated funds from community organizations and groups which act as a revenue source for the Town. Within the "Expense" group, some costs are re -allocated and new line items added to reflect more accurately their intended use. " They have not been excessively noisy or destructive, however, Park Laborer Dave Pinsonneault has noticed that they are building fires in the trash cans and stores of wood/sticks are being collected for future fires. It would be helpful if the officers would check the park more often in the comingweeks to, ensure the youths are not starting fires or congregating on a regular basis. Recreation Commission Minutes December '10,,1990 Page 4 Discussion: A gentleman was walking in the park and noticed the youths congregating in the park. They were building fires in the trash cans, and storing twigs and branches for their next fire. George Figuredo and Lorilee talked about this situation. The police will be down the park Friday and Saturday nights.' They did break up a fight today, The police are alerted to the problem. Their 'Board is meeting tonight.- 'Would like someone from Recreation to 'speak to their Board regarding the 'youths. It is extremely important that we do have someone there to supervise these youths. -Checked into the old COA building. The cost is $240.00 per month. The youth's have $350.00 in their fund.Youth's do have a feeling of accomplishment from the Battle of the Bands. Ron feels they creed a ray of hope. Maybe when we get the old library back, we can make the second floor a recreation center!. Would like to get Paul Copparini at our next meeting to enlighten us on what has happened to his cousin's Recreation Center in Raynham. 'Would 'like to ask him about the ,problems he had, how he went about starting up the Recreation Center etc. Would also like to invite Reverend Moore here for our meeting or have our Commission meet with their Board. No date was set for this meeting. Went over what the youths in the other towns did for recreation. We offer the youths the same things. Our youths do not have the same interest as the other 'towns. A suggestion was to have open gym on Tuesday 'nights for them. Follow up letter to Walter and Midget Football - has not been sent as of this date. Basketball Registration - Over 200 children. Lorilee bought two ball bags and donated them to the Qualters Middle School. -Grade No. of Registration 1 & 2 58 3 & 4 35 5&6 77 7 & 8 55 We have two coaches per team. Very successful. Tree Lighting Ceremony - Went very well, with the exception of a problem or two because of the toys that Santa and Frosty and the Elves `were `giving away. Parents wanted specific, toys, there was a lot of pushing and shouting. A few suggestions from the Com- mission was to rope off a section and have the children singly walk up to Santa. We need to keep it orderly. There was a definite problem with the flow. There were approximately 50 toys - left over. Lorilee will give to the police for their Christmas Party. Another problem was that you could not hear the choir. Need more microphones.A special 9thanks 'to Dick and the elves and Joe.; For the next meeting the Commission will have some idea modifications on the Tree Lighting Ceremony. Iron out their thoughts on what can be done differently. Ran out of 20 gallons of hot chocolate and coffee:' The Miser's Holiday - EXCELLENT. Four performers, minimum ;props. Theme was very good. We could probably fit approximately 50 more people in the library meeting room. This show was approximately 40 minutes long, 208 attended, 328 tickets were sent out, and 20 canceled by phone -'.33% no shows. Pinocchio will be performed in March or April. Will give out 10% more tickets than last performance because of ;people not showing up and the room size. Joe will check with the building inspector to see bow many the library can hold. Budget - Summer Camp The Projected revenue for Recreation was due Monday, November 26. This was passed in to the Manager's Office. Capital Improvements Project was submitted December 3, 1990. We put in $3,500 for Program Director and put in $1,500 for, for Recreation/Cultural Support. This was not well received by the Town Accountant, Gallagher and Acting Town Manager-Cutillo, Recreation Programs { should support themselves. Fin Com is cutting the budgets.
