JANUARY 27, 1992 „_1 TT5
PRESENT: Commission Chairman, Ron Reeves, Commission Members
Wayne Currie, Betty O'Conner,Maryanne Panero Grady
EXCUSED: Commission Member Bill'Ciavarra
AGENDA
MINUTES
Ron motions to accept the January 13th minutes. Betty seconds
the motion. ALL IN 'FAVOR.
SWIMMING
Ken Wood, Recreation Director for the Town of Easton, called
Lorilee and left a message on her machine that he would call
again. Lorilee told the Commission that, hopefully, he was
calling about family rates for swimmers from Mansfield and having
the Summer Camp campers swim there once a week instead of
swimming in Wrentham.
CORRESPONDENCE
One child has not paid for the Metro League.
Youth Basketball
Financial Report: Darrell has been working 10 1/2 hours per
week. There are 340 children enrolled ;in this program and $75.00
is outstanding. There is not enough room for the first and
second grades. We have four adjustable hoops. The cost, ;per
hoop, is approximately $1,000. Two of three 'Metro scholarships
are from one family.
Youth Basketball Late Fees
Old Motions: On January 14, 1991 Bill motioned to institute a
late fee on all programs of $10.00 unless otherwise ,stated 'in
brochures. Wayne seconded that motion.' All were in favor. This
motion was a' direct result from the Basketball program. There
has been no 'late fees charged this year. Ron would like to
implement this policy as soon as ',possible.
The Chairman would like to try a filing system to remember the
old motions that were passed. 'If Lorilee could get them on the
Memory Writer it would help, but he would like to go with the
file system first to see how that would work.

Late Fees
Programs that will be charged a late fee on youth sports are as
follows: Tennis, Summer Camp, Weightlifting, and Basketball.
TABLED
Positioning Worksheet. Chairman would like to take a look at one
area each meeting. Last meeting we noted Images. This meeting
Commission would like to note "What are our Strengths"? "How can
we set ourselves apart from our competitors?" Commissions, input
is as follows: A lot of children played the Metro League that
played Foxboro last year. 'Mansfield builds skills and Foxboro is
competitive. 'Commission defined "COMPETITOR": as "any other group
who takes away our resources or activities who we can sponsor".
Mansfield can provide activities that Norton does not have.
Mansfield's prices are very inexpensive; What the Commission
feels is unique about our programs are the good coaching skills,
the proximity, the price, the attention the children are getting'
(which is a feeling of security for the; parents of the Summer
Camp children,). We are having trouble competing with the ski
program.
BUSINESS
Part Time Secretary/Program Coordinator: Lorilee is requesting
assistance in ;the office, WHEN NEEDED, for a maximum of 15 hours
a week,, from 9:00 a.m. to 12:00 p.m. at'$6.50'per hour. This
person will help with registrations such as youth basketball and
summer camp.
The role of the Commission is to lay a course for the Director to
follow.; The department structure, the Commission feels, is not
in their jurisdiction. The Commission feels this new position
should be under the discretion of the Town Manager. Lorilee
stated that the salary for this position would come out of the
Revolving Account. There is no money in the Town's budget right
now. The Revolving Account allows us to pay bills when they come
in. The State allows us to pay salaries, for part time help, out
of the Revolving Account up to a certain amount of hours.

Registration periods go on for months. I We need someone in the
office before May. Wendy`Buja starts working for Lorilee,' again,
in May. Lorilee stresses the urgency to hire someone as soon as
possible.
Ron suggests we talk to the Town Manager to see what is happening
with Diane Troy's hours, They are to be cut back in July. Right
now she is under the Town Manager's budget as "Pool Secretary".
She has moved from the Engineering Department to the Town Clerk's
Office. We need to find out from the Town Manager if Diane will
still be helping Lorilee while ;she is at the Town Clerk's office.
Lorilee will set up ;a meeting with the Town Manager, Ron Reeves,
and herself to see what is goingto happen.
This discussion will be tabled until the next meeting on February
z10, 1992.

Ice Technology: The Commission saw a video tape presentation of
this product. This company is ;from Illinois. We will have to
purchase "Slush Ice" and "Base 'Ice". The cost of the nozzle
will be $50.00 and we need a 111 hose. We will purchase five 55
gallon drums to mix the "Base Ice". The ground will have to be
frozen 2" to 3" in thickness. The total cost for each court will
be $600.00 per year plus the water. We do not need to purchase
the ice additives. " Recreation would like two different areas for
hockey ;and recreational skating. These areas would be lit during
evening hours. Also, these areas will be fenced inland locked at
certain times. We will wait until next year to do this, and in
the next couple of months ;Ron would like Lorilee to go out and
see it. Lorilee stated that we can do /2" per day for 3 days, 3
hours per day. Ron would like Lorilee to get additional -informa-
tion for the next meeting.
Summer ,Camp Sub -Committee Meeting: This Sub -Committee met on
Tuesday, January 21 at 6:00 p.m. in the Recreation Office.' This
was a very good meeting. The next meeting is scheduled for
January 30 at 6:00 p.m. Wayne explains to the Commission that
there were 150 children daily at camp last year. We are expect-
ing 200 per day this year because of the popularity of the
program. The Counselor/Camper ratios are as 'follows: Ages 4 - '6
will have a 7:1 ratio. Ages 8 - 12 will have a 10:1 ratio. The
4, 5, and 6 year olds will be able to register for one week with
an option to add weeks if they like. Scholarship children will
go one week free. Last year if you had three; campers or more in
one family, the third, forth, etc. child(ren),would ';go to camp
free of charge. This year, we will be doing away with that
policy.
Counselors and CIT's: Jobs will be posted at the same time.
All applicants will be interviewed by Lorilee and Bill Fasulo.
They are then weeded out. <A job description goes out, along with
their application. Applicants also fill out an "Activities In-
terest 'Sheet". We will then try to place them in the activities
that they have knowledge so the children can learn from them.
Counselors will be evaluated on a biweekly basis. Exit inter-
views are in place.` Bill Fasulo will rate the counselors. We
would like Bill to focus on building his directing skills.
We will have two head counselors. They will put in an extra five
hours per week. One will be in charge of ages four through
seven.' The other will be in charge of ages eight 'through twelve.
Salary for the Camp Director, for 10 weeks at 40 hours, will be
$8.00 per hours. Salary for the two head counselors, for nine
weeks at 40 hours, will be $7.00 per hour.

Camp Information Day: Lorilee schedules a day, each year, which
she invites all the campers and their parents. It is usually
held in the High School cafeteria. She passes out literature,
explains about the camp activities and schedule, introduces the
counselors and CITs, , and answers any ;questions that parents may
have. When this meeting concludes, the campers and parents have
a chance to talk to all the counselors and CITs.
Camp Survey: Next year we would like to add .the following ques-
tion to the survey:, "Is there a working mother in this family?"
We learned a lot from last years survey.
Fishing Derby: Betty has volunteered to register applicants.
Ron will be stationed out on the boat. Maryanne will take care`
of the publicity. This Fishing Derby will be called "Hooked on
Fishing INTERNATIONAL" and will be held on Saturday, April ll,
1992, rain or shine. The Knights of Columbus would also like to:
hold a'fishing derby. We will hold off on any plans until the
conservation Commission approves of their date. They would like
to hold their fishing derby on May 23. Commission would like
Lorilee to call them and ask if they would like to hold a jointly
sponsored fishing derby. We will need to hire a police detail
and rent, or borrow, a scale to weigh the fish.
Dog Obedience Classes: Eighteen are registered for this class.
Terri's husband is assisting with the classes. We have awaiting
list for this session. Classes are held at the Qualters Middle
School. The 'dog shelter received $180.00 from the Fall session.'
Lorilee received very nice comments from the shelter. Terri
Geoffrey is also training the dogs at the shelter on how to
respond to prospective adoptive families. Lorilee would Tike to
raise Terri's salary from '$25.00 per night to $50.00 per night.
Betty motions to raise Terri Geoffrey's salary from $25.00 per
night to $50.00 per night starting January 28 1992.' Wayne
