and Maryann !PaneroiGrady, ";Parks & Recreation'
Director, Lorilee Fish

review. Discussion: Commissionwants to know what type of as-
sistance we can give Lorilee. They also want to hear what Town

BILL WILLIAMS
Commission Discussion: -
Lorilee would like more part time assistance.' Commission wants
to look into what Diane Troy's new position is going to entail.
Time was allocated to assist the Recreation Department starting
in July. As of this date, the specific hours for Diane working
for Recreation is not working out because she is too far from the
Recreation Office. There has been a lot of phone calls coming
in. These calls are taking a lot of managerial time away from
Lorilee.
John Tedaro is working 9:00 a.m. to 12:00 p.m'. Saturday, March 7
for Summer Camp Registration. There have been a lot of phone
calls regarding scholarships already.
Recreation is important to this Town. The problem is Mansfield
is growing. Times are bad. Commission discussed running the
most important programs only. Lorilee stated ;that they are all
important. Commission feels they need to make the decisions for
the Town. What programs are most utilized.
Lorilee needs help now. If Commission takes away some of her job
responsibilities, it will become "a permanent fixture". Commis-
sion needs to make a list of things that needs to be`ac-
complished. They are totally supportive of Lorilee's request to,
hire a part time person to make the department run as smoothly as
possible and free Lorilee's time 'up for more managerial tasks.
Commission would like a commitment from Bill stating he is:sup-
portive of a part time person. Right now, there are just too
many interruptions for Lorilee to get her work done.

Bill Williams comes, into the meeting and Ron introduces the Town'
Manager to the Commission. Lorilee expresses the difficulties of
running her department efficiently. Lorilee is looking for
someone to work up to 20 hours per week. This requires no
benefits. She would like a seasonal person for spring and fall
registrations. Two and one half hours per day, during the
winter, is fine. This comes out to approximately $8,000 per
year. Town Manager suggests going to the Finance Committee and
see if they will support it.
Commission asks Bill Williams if he has any idea of 'Diane Troy's'
availability. He explains that most of her time is, and will be,
taken up by the Town Clerk's Office. Her skills are better util-
ized in that department. Mr. Williams explains to the Commission
that Lorilee will probably burn out if she does not expand her
secretarial support.FinCom is meeting Thursday, March 5. Bill
suggests going to that meeting on Thursday and discussing it with
them. The budget is not locked in.
Bill Williams' warns the Commission not to let the money gap nar-
row. The fees should not stay the same for years. The program
fees should go up to defray the cost to run the programs. 'Mr.
Williams then offers any help the Commission might need. He is
very flexible:, but the Commission needs to address the solution
to their problem soon.
The Commission thanks Mr. Williams for attending the meeting.
Mr. Williams leaves the meeting.
Discussion: Commission would like to call Phil Smith informally.
Fincom probably will not do anything, but it will build a; case
for next year. The Commission's goal will be for the position to
be a line item next ,year. They would like to do everything with
Bill Williams in tow.
Lorilee states that Wendy Buja will probably be working for her
for the next three summers. If the Commission o.k.'s the part
time secretarial position, it will be on a trial basis for spring
and summer. Lorilee suggests hiring Nancy Antonucci in the heavy
registration periods. Nancy would still do preschool.

ending ,'April i3, 1992, for a 19 hour work week at $6.00 per hour.
In the meantime, within the evaluation process, a job description
needs to be written up upon the ;approval of the Recreation Com-
mission. Betty seconds the motion. 4:0 Bill Abstains.
Discussion: The Commission wants to see the progression .of im-
provements. Bill Ciavarra wants the Recreation Department to run
as smoothly as it does now if Lorilee was not there. He wants
this person to know all about the programs and know how all the
programs are run. He wants this person to make decisions if
Lorilee is not there. Bill would like to hire this person as a
