JOB DESCRIPTION - SERETARIAL/PROGRAM DIRECTOR
Lorilee typed up a sheet on what Nancy Antonucci was doing to
free up Lorilee's time. Lorilee explains that Nancy has exceeded
her intent, and has freed up a lot of .her time. Lorilee is still
not at the point where she would like to be, but things, have got-
ten much better. We are in a position ;to ask for a full time
person for next year. Lorilee would like to have a full time
person in the future, plus a part time ;person for the summers.
The job description, can be revised in the future, but for right
now, ,it is'exactly ,what has been needed for a long time.
BUDGET`
Lorilee explained the letter from Bill Williams to the Department
Heads on the cuts. She explains to the Commission that these
cuts, on the municipal side, must be specifically listed by State
Law. These cuts do affect the Perishable Theatre Company's
performance in December, and the Uncommon Theatre Company in
March. We will know better on May 19th when the town votes on
the override. Ron would like to get a letter out to the Town
Manager shortly after May 19th. The program fees might have to
be increased if the override gets defeated. The State is not
returning the monies to the towns. Lorilee explains in a memo
back to the Town Manager where her cuts will have to be; cleri-
cal, seasonal, printing, advertising, rec/cult support and office
supplies, ground supplies, and non -vehicle Equipment. She ex-
plains in that memo the cuts will be serious to the running and
development of the Parks and Recreation Departments and will be
severely felt by the Mansfield Community.
FEEDBACK ON PLYMOUTH STREET PROJECT
The Plymouth Street Recreation Facility - The grant request was
rejected by the State. Lorilee 'suggests that it is time to begin
raising donations from town businesses and organizations.
Lorilee has sent 'a letter and survey to the industrial park com-
panies and their returns are coming in. She would like a repre-
sentative from the Commission to work with her, Ed Tartufo, and
Dick Lewis. - She has to set a time table for development. CC&F
will underwrite the cost of the culvert only if they can see when
the development will begin. Most of these meetings will be held
during the day. CC&F needs the Commission to commit to a time
schedule.

PLYMOUTH STREET PROJECT
The surveys that did come back indicated they would use the
facility, but at this time they will not be able to get involved
in the project and would not be able to fund it. Lorilee sent
out 52 letters.
Ed Tartufo will remain a very strong factor in this project.
Wayne Currie will be able to help in this project only if they
meet at the same time and day. He needs to know ahead of time in
order to rearrange his schedule for the meetings.
TABLED ITEMS
Jane 'Andrews'- Charge for tennis court time. This would mean
hiring a person for the summer, and a<lot more paper work. Com-
mission wants the use of the tennis courts to be on a first come
first serve basis. Take this off the "TABLED ITEMS".
ANIMAL WELFARE
Wayne motions to give $180.00 to Animal Welfare. Betty seconds
the motion. ALL IN FAVOR.
VOUCHERS
Lorilee asks the Commission if it would be possible for them not
to sign the vouchers for payroll. She feels that since they ap-
prove the programs, and set the fees, that is sufficient.
Bill motions to stop voucher system for all programs for the
revolving account.
Ron feels that signing the vouchers are done as a control
mechanism. Ron feels that the Commission should not drop control
altogether. He feels no control vs. signing everything over
$100.00 is not the right thing to do.
Betty: Motions to eliminate the vouchers for payroll and in-
crease voucher spending to $300.00 per voucher. Ron seconds the
motion. ALL IN FAVOR.

stating that vouchers will not need to be signed for payroll and
if when they are under $300.00.
CRIMSON TRAVEL - NEWPORT ANTIQUES & COLLECTIBLES FESTIVAL
f
Lorilee would like to hold this trip on Saturday, September 19 or
Sunday, September 20th. This is -a day trip which would cost
$29.00 ;per person with lunch included. Commission ok'd trip.
3 ON 3 LEAGUE
Lorilee would like to offer Jim O'Driscoll a "no fee team" for
the league and have ;him run the league for the department. Last
year there were a few times when Lorilee paid'; one of the summer
laborers to assist at the park, ,during ,games and the play-offs.
This would save money for the department and it would be 'good to
have someone 'there ;at all times.'
Commission o.k.'s this NO FEE TEAM.
MASSACHUSETTS DEPARTMENT OF HEALTH - RECREATION CAMP
Health '& Safety Requirements - Scott Leite, Health Agent, has
replied in person by saying we do not need to be licensed. He
will get something in writing from his Board. They are meeting
May 7.
The Recreation Commission may not be able to institute this this
year.
GARAGE SALE
May 30, 1992. There are 42 registered to date. Seventy-nine
spaces all together. We should 'set something up to sell ducks
for the "DUCK RACE". Lorilee thinks it would be a, good idea to
set something up ;near the food booth. One prize will be a $50.00
gift certificate from LaDonna Restaurant. Race tags from
Marciano's will come in this week. They will have to bring their
ducks to the race if they buy them at the Garage Sale. You must
be present to win.

'TOGETHER WE CAN"
Lorilee would like a person from the Commission to volunteer to
represent the Commission and the "youth of Mansfield". Commis-
sion feels
ommis-sion'feels this program has potential Betty O'Connor volun-
teers. Will keep ;the Commission informed.
SUMMER CAMP
There are 61 children going 8 weeks. May 30th is the scholarship
deadline. The numbers are good.'
FISHING DERBY
Saturday, May 9, 1992 at Fulton's Pond. There will ,be another
meeting on May 2 at.10:00-a.m. at the Town Hall. As of this
date, 100 have registered. Commission is shooting for 200 par-
ticipants. The cost to run this is $700 to $800. The prizes are
coming in. There are 10 volunteers from the ;Elks Club, 2 volun-
teers from the Knights of Columbus, and 5 volunteers from the
Fish and 'Game. The ambulance core will be there.
REPLACEMENT FENCE IN PARK
Lorilee has spoken with'Paul Jodice regarding the chain link
fence and Paul agrees that the solution for his problem is more
people working at the entrances and not to fence in the park.
Lorilee has given the go ahead to Dave, and DPW to install the
rail fence that the town owns and had been used at the previous
waste water treatment plant on Fruit Street,
TALL SHIPS
There are 18 tickets left. We had 44 tickets to begin with.
YOUTH COACHES IN MANSFIELD
Lorilee has been approached by a group of orthopedic
surgeons/doctors from Sturdy Memorial Hospital in Attleboro.
`. They would like to give one or two training/informational talks
to the youth coaches in Mansfield. This would also include the
school's staff of coaches if Margaret Connaty agrees. This is a
free program and Lorilee thinks it would be great PR to have this
program go through the office. Commission agrees.
