The Commission asked Mr. Costa to attend the meeting so they could get more insight into the youth basketball program. The Commis- sion asked him if he would be interested in running the program again next year, and his response was no. The Commission then asked Mr. Costa what his thoughts on the program were. Mr. Costa feels the major problem with the program last year was time and space. He thinks that maybe the new school may be able to open things up. There were 100 children in the program last year in grades 1 and 2. They played for 1 1/2 hours. He feels that was too many children at one time. Fifty children would be an ideal number. He felt he was not able to service 100 children the way he would have liked to. The ideal situation would be to split the children into two groups and put one group at the high school and one group at the middle school and have 50 children in the gym at one time. Any more children will be too cramped. Mr. Costa stated that his main concern was to keep the coaches happy. The volunteer coaches really ran the program. They can- not play games with the first and second graders. They are not ready to play. The third and fourth graders are more proficient with their skills. There were lower numbers of third and fourth graders; probably between 50 and 60 players. Mr. Costa feels that if everyone was divided into groups and placed at six different sta- tions, (a different skill at each station) then everyone would have a chance to experience a little bit of everything. Another suggestion would be to have eight stations for the first and second graders. Everyone seems to have a good time playing and practicing skills. Recreation Commission Minutes July 13, 1992 Page 2 Lorilee feels that Paul Hawksley would be a good candidate for the coach position. He would have to organize the volunteer coaches and once that happens, he would just have to supervise. Paul assisted for four years and has done everything. He has also taken over for Mr. Costa in his absence. The recommendation from Mr. Costa for the third and fourth graders is to initiate a higher skills level competition. Have one school for the beginners and one school for the higher level players/program. He also recommends that we take one evening and go over the drills and techniques with the volunteer coaches. Pat Burns put together an excellent skills building technique manual. At the first meeting with the volunteers, these manuals were passed out to the volunteers and explained. The Commission feels that the money needs to be directed towards the basketball program. The major problem at the high school is the high school kids getting into the equipment. Lorilee would like to get out of the high school because there are a lot of scheduling problems. There are no problems getting volunteers for the first and second graders. There is a little problem getting volunteers for the third and fourth graders. The portable baskets are being used for the Great Woods Program. The Commission thanks George Costa for his time and he leaves. Jim Kenney is interested in coaching the third and fourth graders. Lorilee would like to have the first and second graders play at 1:00 p.m. to 2:30 p.m. on Saturdays and no more than fifty children at one time. Lorilee would like to have another time set up for 2:30 p.m. to 4:00 p.m. Jim Kenney feels it would be a good idea for the third and fourth graders to have four straight weeks of skills, split them into teams and then play games. Lorilee agrees this is a good idea. Lorilee would like to run two sessions and limit the children to 50 at one time. She would like to hire two directors and run the programs from 1:00 p.m. to 4:00 p.m. Lorilee will advertise for two coaches for 10 weeks and have a pre -season coaches meeting. Lorilee will also find out what the cost is to repair the existing baskets by the next meeting, and would like to increase the youth basketball fee to cover all basketball costs. We also need to organize the volun- teers ahead of time. Recreation Commission Minutes July 13, 1992 Page 3 COMMISSION MEMBER TERMS Ron went over the terms of each Commission member and he still feels that the letter he received from Judy Scott, Town Clerk, is still incorrect. Ron will type a memo to Judy stating his con- cern. MINUTES Bill motions to accept the June 29, 1992 as is. Ron seconds the motion. ALL IN FAVOR. PLYMOUTH STREET Cabot Partners will donate $12,000 to the Plymouth Street Project. Before they commit, they would like something in writ- ing stating that we are committed to this project. Soccer will commit to this project also. They need the fields. We need to compose a list to tell Cabot Partners we are serious about this project/facility. When we do, nothing we write in the letter is "written in cement". If Cabot does not agree, then we have a problem. Cabot Partners' commitment to this project is over once they donate their $12,000. Once the culvert is in, the Recrea- tion Department is in charge - not Cabot. Cabot Partners does not want their money tied up. Things will be done in stages. Gift accounts will be set up for: tennis, a playground, and a softball field. Only the money collected in the gift accounts will go to the coinciding program. Lorilee's main purpose will be to keep Memorial Park running. She would like to have two soccer fields completed by 1995. Ron motions that a volleyball gift account be directed to the Plymouth Street project volleyball court for three years and the basketball gift account be directed to the Plymouth Street bas- ketball facility for four years. Betty seconds the motion. ALL IN FAVOR. Lorilee states that a good faith commitment letter be sent to Cabot Partners stating we will set up these gift accounts. Maryanne motions that whatever letter is written must go by the Recreation Commission before going out. Bill seconds the motion. ALL IN FAVOR. Recreation Commission Minutes July 13, 1992 Page 4 Lorilee stresses that her main concern is still Memorial Park. Beginning in 1993, approximately $2,000 per year from program fees will be directed to building a volleyball/sand court facility. Depending on clearing and preparation costs, estimated cost for a sand court is $5,000. Beginning in 1995, approximately $4,000 per year will be directed to building basketball courts. Estimated time of completion would be the year 2,000. Courts would be built in stages (clearing, paving, backboards, painting, and fencing.) Four courts are proposed. The Commission anticipates directing a percentage of the proceeds from the Adult Volleyball and Adult Basketball program's current gift account to the Plymouth Street facility. PARK ROW SCHOOL Dianne Royle, Chairwoman of the School Committee, closed the Park Row playground. The School Department is proposing to donate the existing playground at the Park Row to the Town of Mansfield. Parts or all of this playground will be moved. Basically they are looking to move everything without a major expense. Lorilee has requested the basement of the Park Row school when, and if, we move. THE GREAT DUCK RACE The Duck Race was a great success. Lorilee gave out 94 prizes. We did very well with proceeds from this event. Next year the EMT's will put a P.A. system on the building for us. We managed to keep most of the ducks to reuse next year. Great event! WIRING THE SOUTH COMMON Cable 8 will need to upgrade the power at the South Common in or- der to the the Concerts on the Common. Doug Ronald will meet with his committee tonight to propose the changes and approve the expense of $300.00. Lorilee doesn't see a problem with upgrad- ing.
