Lorilee Fish, Director of Park and Recreation
Kristen Helmreich, Asst to the Recreation Director
Excused: Tom Baker, Commission Member
MINUTES:
John motions to accept the minutes of February 13, 1995. Maria seconds,
all in favor.
CORRESPONDENCE:
Lorilee had to cut $10,000 from the budget. Water Department will pick
up the cost for the Bubbler. Kristen and Fred's overtime is coming out
of the revolving account. Garage Sale and Arts and Craft Show will also
come out of revolving. Lorilee may have to increase some of the
program fees.
There were a lot of calls regarding Summer Camp. The brochures and book-
lets went out today.
Tobacco Control - National Trails Day. Commission would like to see
them do it by themselves. The Commission would give their support in
seeing that the railroad beds are cleaned up. Lorilee will talk to Dan
Clifford regarding this.
TABLED:
ICE TECHNOLOGY - Interrogatories were returned from Ice Technology.
Lorilee was very upset with their using the term "goof ball" in
reference to the park staff. They sent a new application and removal in-
struction sheet from what was received earlier. They now included in-
formation of removal on tennis courts. They sent information for ap-
plication with the powder product and we used the liquid. Lorilee spoke
with Susan Jacobs and the Board of Selectmen spoke with Bob Mangirati,
Town Council. The Board wants to settle. Susan will be in touch with
Lorilee. Lorilee to write a memo to the Town Manager in regards to the
specifics. Ice Technology said we applied the material wrong, but we
were in constant contact with them. We applied the material as they
wanted us to. We had our crew working nights so it would be cold
enough. There are a lot of questions that need to be answered such as:
Does Susan Jacobs still feel we have grounds for a case? What can we
gain from this? Can we rebut some disclosures? Do we continue and take
this to court? Can we recoup all of our legal fees or should we settle
out of court? We are asking for $2,190 reinbursement for chemicals and
Ice Technolog (Con't)
approximately $3,000 reinbursement in overtime spent. They are now
+; using two nozzles. We only used one per their instructions. We con-
tinually called them to ask what is wrong. When asked by a reporter
from the Sun Chronicle why they aren't sending someone out here to check
this out, they stated "we don't do that". The Commission wants to know
"where do we go from here". Lorilee will also ask the Town Manager in
her memo what we can do. The Commission would also like to know if we
can get something from Susan Jacobs, in writing, where we stand now and
can we continue the case. This has been taken out of our hands. We
cannot call Town Council unless we get permission from the Town Manager.
Ron thinks we need to track it closer each week. Commission thinks
Susan needs to keep in closer contact with us, and we cannot have these
questions lingering from meeting to meeting. Both sides have to agree
to go to arbitration. Ron would like Lorilee to keep everyone informed
as to what is going on. Lorilee stated that a lot of the problem is
"waiting".
BASEBALL FIELD - At Memorial Park. On hold until we hear from Margaret
and what her plans are. It is mostly reconditioning.
BUSINESS:
Voice Mail Phone System - We may have to go with Nynex.
SWIMMING PROGRAM - We need a certificate of insurance for $ 1 million in
coverage which the Town can provide.
The children will be swimming in the Wading River, not a pool or a pond.
We need to find out more about chaperons. This will be on a Ist come,
1st serve basis. Two lifeguards will be fine for one bus load of
children. If we offer another bus, they could probably provide us with
more lifeguards. It would be great if we could run 1 bus in the morning
and then another one in the afternoon. They offer a 45 minute lesson
and then 1/2 hour of free swim. 9:00 - 11:00 a.m. and 1:00 - 3 p.m.
suggested. We need to find a camper to counselor ratio - this is ex-
tremely important.
GARAGE SALE - May 20, 1995. We have approximately 70 t -shirts we would
like to sell with the ducks at the Garage Sale. Lorilee would like to
print up 100 t -shirts with the logo in gold paint using a shirt color
other than teal. She would like to select a new color each year and
sell them at the Garage Sale. Lorilee and Kristen looked into the
price of magnets, a little expensive. John will see if he can get a
better price. Commission thinks the t -shirts are a good idea. We can
buy the magnets with the proceeds from the t -shirts.
CALENDAR - Commission likes the idea of the coupons. They think the
calendar is very nicely done.
YOUTH BASKETBALL - Lorilee met with Jerry Tulis. A meeting is set up
for the last Tuesday in March. Three advertisements announcing a public
meeting will go out and also a letter to the coaches. The Commission
feels strongly about the need for a program director. Lorilee will dis-
cuss this with Jerry Tulis before the public meeting. The Commission is
also concerned about their points made in the letter dated February 18
to Jerry Tulis. A review criteria will be established by the MYB Board
of Directors which will outline when the MYB program will be transferred
from the Parks & Recreation Department. At 18 months, the review will
take place and if the criteria is met, the program is transferred. Sub-
sequent reviews will take place at 6 month intervals until the program
is transferred. This program should be open to as many people as pos-
sible. All the Commission's concerns should be reflected in a Mansfield
Youth Basketball "Mission Statement", mainly # 1-5 as stated in the let-
ter.
NEN BUSINESS•
In-line skating classes done by Thom Lawrence of Foxboro. He came into
camp last summer and did a demo for the campers. Everyone loved it.
