Ron Reeves stated that he would like recreation to sponsor this program.solely. The Commission, first, would like to meet Mr. Bigelow. Lorilee will call Mr. Bigelow and invite him to one of our October meetings. Memorial Park and Plymouth Street Schedule: Commission went over the schedule for the 1995 fall season.' MYBA Gift Account: A memo was sent to Larry Gallagher, Town Ac- countant, from Lorilee Fish stating the Recreation Commission and Department are working with a newly formed parent group titled the Mansfield Youth Basketball Association. This group and the rf department are working together to transfer the present youth basketball program, run by the Recreation Department, to the parents group which will become an independent organization from the department and looking at a July, 1996 'transfer date. The major concern of the Recreation Commission is the financial inde- pendence of the organization. The Recreation Commission has agreed with the MYBA Board to establish a Gift Account in which all program, fees will be deposited. This will show the Board the income and expenditures of the program, and if a surplus exists in July of 1996, funds will then be transferred to the organiza- tion and their "start up" for the 1996/1997 program and that a Gift Account number has been assigned (24-620-D-0671). Article For the 10/16/95 Town Meeting: States "To see if the Town will vote to transfer $4,707.75 from available funds to the Memorial Park Improvements Gift Account #24-620-D-0622, or take any, action in relation thereto". This article, will have to be presented by a Commission Member. Ron Reeves volunteers. Overage in Revolving Account: Memo to Bill Williams, Town Manager from Lorilee Fish stating her explanation of increased revenue and surplus moneys turned back ;to the town from the 1994/95 fiscal year. The memo stated that the increased revenue is ;from the Revolving Account. Every June 30 we evaluate our moneys in the Revolving Account, encumber moneys for summer programs that will be spent beginning July 1 and encumber the $10,000 allowed by the State which is unspecified for programs. We :had a'surplus 'of $4,707.75 which was an unexpected increase of $4,680 from last year. Also we are seeing additional revenues from field rentals due to adult leagues and private youth groups. The $4,512.64 turned back to the Town was from Seasonal Personnel. With the responsibilities of Park and Town maintenance reverting to DPW, we 'did not need the total P/T Seasonal budget, which will not happen in 1996. Special Town Meeting: Memo sent from Bill .Williams, Town Manager to Superintendent of Schools, School Committee, All Boards, Com- mittees, and Commissions, and all Department Heads confirming that the Board of Selectmen voted to designate Monday, October 16, 1995 as a date for the Special Town Meeting to be held at the Mansfield High School auditorium at 7:30 p.m. Memorial Park Action Plan: Memo sent to School Committee, DPW Director, and Recreation Director from Bill Williams stating that the Memorial Park Action Plan meeting, to discuss the current Memorial Park situation and the Schools use of park facilities, previously scheduled for September 14, 1995 at 7:00 p.m. has been rescheduled for Monday, October 2, 1995 at 7:00 p.m. Lorilee stated that Ed Tartufo, Bill Williams, School Committee, Eddy Jameson, and Steve Dingavan will be present. New Town Hall will have this type of a system and we should be in ,there by November, 1996, Arts and Crafts Show: ,Lorilee asked the Commission if they were still interested in running the kitchen. Maria Gazzolo stated thatshehas not talked to John Bowen to date, but will, and get this resolved as soon as possible. Lorilee would like to have a menu by our ist meeting in October. There should be at least 4 volunteers to work the kitchen. This show is 'scheduled for November 4, 1995. MYBA: The next meeting is Tuesday, September 12 at 7:00 p.m. First registration is Saturday, September 16,,1995. -There will also be a clinic Sunday, September 17,'1995 at the Qualters Middle School from noon to 2:00 p.m. for the coaches and children in grades 5'through 8. The gift account has been set up. The program is going very smoothly so far. There is very good com- munication between Lorilee and Helen McCarthy. Ron asked if everything is going ok and Lorilee stated that there are some 'changes. Grades I & 2 are the same except that the boys and girls, are divided up. Grades'3 & 4 is co-ed and is broken up into teams, but this is basically the ,same. This meeting will primarily be for recruiting volunteers to help with this program. Summer Camp: Lorilee stated that the last ;2 days of camp we were down on counselors. Camp went great. Attendance was up. Lorilee suggested that we cut down on the number of campers the last 2 weeks of camp. Lorilee will try to have a financial analysis for October. Summer Camp (Con't) The Swimming Program was excellent. The water was cold. Forty children attended. The only problem was that the campers did not check in when they got back from swimming. - Ron would like to have Alan Weintraub, Camp Director, to attend a meeting in October to give his, prospective on what can be done to improve the 'Summer Camp program. Lorilee will set this meeting up. 3 on 3 Basketball: • Lorilee is meeting with the managers on Sep- tember 26,'1995 to discuss next year. Several have suggested that we have an over 30 league, full court. We could run both leagues, a 3 on 3 and full court. Helen did a great job and the managers seemed very pleased with her and having her there. Having .a basketball coordinatormade a lot of difference. We had a tournament which took 3 nights and went very well. Registra- tion starts April 1, 1996. Commission likes the idea of an over 30 league, and to leave 1/2 court open.
