RECREATION COMMISSION MINUTES
March 11, 1996
Members Present: Commission Members: Betty O'Connor, John Bowen, and Maria Gazzolo
Member Excused: Commissioner Ron Reeves
Lorilee Fish, Director of Parks & Recreation
Kristen Helmreich, Asst. to the Recreation Director
Minutes: Betty motions to accept the minutes of February 12, 1996, John Bowen seconds
the motion. ALL D4 FAVOR.
COMMUNITY CALENDAR: Jim Troy will be in March 25, 1996. Diane Troy will be making
business sales calls. There will be a sponsor page for businesses that can't afford a regular spon-
sorship. This will include their business name, business address, and business telephone number.
Minutes of February 26, 1996. Discussion: In-line skating: John mentioned the $45.00 fee and
Lorilee stated that $25.00 goes to the In -fine Hockey Association and $20.00 to the Recreation
Department, and added that this isn't enough money to run the program because we would need a
program supervisor. The $20.00 would basically go towards equipment. Lorilee was hoping one
person could run this program along with the "3 on the 3" and "5 on 5" basketball program and
that volunteers would be used for support. This one person would coordinate it through the De-
partment.
Helen stated that ice hockey is more expensive to play than in-line. Helen thinks we should get a
flyer out to the people in town, do a registration, find out what we are looking at numberwise.
The only outlay we would be looking at is $250. For membership in the National In-line Hockey
Association. We do not have to purchase any equipment until the Commission decides if there is
enough interest to run the league.
Betty asked about a pre -registration. Lorilee suggested we start advertising with a flyer going out
to the schools. We need to know within 2 weeks if there is interest. Lorilee will do a 1/2 sheet
flyer by Wednesday, get something in the newspaper, and cable. Lorilee stated that $60 to $65
per child for a membership will pay all our personnel overhead, and if we get a 10 team league, a
9 game season, 1-2 practices per week, $65.00 would be a good deal. We would be offering
certifications for referees, coaches' clinics.
MOTION. • John motions to accept the minutes of February 26, 1996. Betty seconds the mo-
tion.. ALL IN FAVOR
Lorilee said we can get 3500 flyers printed and get them to the schools by Wednesday with Dr.
Nicoletti's permission. We could also put a preliminary registration form on the bottom and have
it returned by "xxx" date. The Commission would like to go ahead with the flyer. We will. keep a
file on out -of -tow requests. We need 320 children to make it a go.
Financially, we have 1/2 the equipment covered. If we don't get enough interest for the second
session we will not run it. Lorilee stated that if we don't get the numbers, we will not go with the
program since we are not taking any money with the initial registration. Betty stated that we must
state on the flyer that players have to be fully outfitted to play. Lorilee is hoping that the Asso-
ciation will provide some adult instruction as well as child instruction.
The Commission agreed on the fee being $65.00. Player memberships have to be renewed once a
year. If they play again next year summer they will need to pay another $25.00 to renew their
membership. Lorilee said that John Domarad suggests using the Association for 2 years and then
we could run the program on our own.
MOTION: John motions to set the fee for thein -line hockey program at $65.00 from
$45.00 and go ahead with the program with a minimum of 320 people pre -registered. 2 in
favor, 1 abstains.
The Commission put a cap on Helen's hours at 100 hours for the next 4 weeks for the initial start-
up of the program and see if we have enough interest to continue. The money will come out of
revolving. We also need a press release in the paper to see if we can get a write up on it.
MOTION: John motions to put a 100 hour cap on Helen's time for this program for the
next 4 weeks. Maria seconds. ALL IN FAVOR.
Lorilee stated that Helen did receive a verbal favorable reply from Dr. Nicoletti on using the
school parking lot. Also, Helen sent Dr. Nicoletti a letter on the conversation they had so he
would have it on file.
PERMITS. 2 requests for use of the south common. (1) Charlotte Scazzafava, would like to use
the South Common and invite all the religious organizations within the community to the Com-
mon to set up,a table so that people can find out where their church, synagogue, etc. are located.
She was planning to charge $10.00 per space to pay for advertising. If there was any money left
over she though it would go to the West Side Benevolent or some organization like that. Com-
mission does not have a problem with this.
(2) The Knights of Columbus from Sandwich, Ma would like to do a Knights of Columbus Fam-
ilyFishingDay at Fulton's Pond on June 15, 1996. Lorilee stated that last year the pond was
dried up by June 15. A women called her about this last year, but stated there was no water or no
fish, so they didn't hold it. Lorilee is imaging that it will probably be just a regional Knights of
Columbus invitational thing to families of their churches. Commission has no problems with this.
Lorilee will call him and warn him of past practices with the pond to let him know. Also, she will
let him know that any stocking of the pond or anything being done to the pond, she and Conser-
vation will need to be informed.
Basketball all star program is set up
PROGRAM FEES:
Summer Sivinuning Program: Lorilee did speak with Ron yesterday on what hefeltwould be
the appropriate fees for the summer programs. We have to pay for personnel on the bus, the
$880.00 in 1995 was covered by a line item. We have to have a 10:1 ratio of people supervising
the children. Last year we were able to pay 3 people out of a line item, this year we cannot. We
have to cover the cost for personnel.
MOTION: John motions to set the Summer Swimming Program at $75.00. Maria sec-
onds. ALL IN FAVOR
Tennis Youth and Adult: Lorilee would like to raise the private instruction from $20 to $25 and
semi private from $24 to $30, but keep the pay the same for the instructors which is $20 if they
taught a private for an hour and $24 if they taught a semi -private for an hour and then we could
cover our overhead which was never done. Last year semi -private and private were up.
MOTION: John motions to set the fee for private tennis lessons from $20 to $25 and semi-
private lessons from $24 to $30 per hour. Maria seconds the motion.
Garage Sale: We are up to 82 spaces instead of the 79 spaces as last year.
MOTION: John motions to bring the garage sale fee to $25, an increase of $5. Betty sec-
onds the motion. ALL IN FAVOR.
Dog Obedience: Last year we received $1254.92. Lorilee stated that in the past 2 years we have
not given anything to Animal Welfare which we normally do.Lorilee thought $500 would be nice
with a letter stating the money be used for medical expenses, Instructor is $30.00 per class.
MOTION: Betty motions to give $500.00 to Animal Welfare. John seconds. 2 in favor. I
against.
MOTION: John motions to increase Terri Geoffrey's pay to $35.00 per class. Betty sec-
onds the motion. ALL IN rFAVOR.
High School Summer Volleyball Program: $55 per team to cover t -shirts. Last year we re-
ceived $101 `00. We still have 3 sets of t -shirts at the park. We may not be able to run this pro-
gram if we don't have anyone to run the program. Caroline Turner has not responded to whether
she is going to run the program this year. Volley ball has become very strong in the high school
We can table this and get more information by March 25, 1996,
Adult Basketball: "3 on 3 We are running 2 leagues on Monday night - an over 30 and an any
age. Last year team fee was $125. We are in really good shape financially. This program is very
popular. Supervision is the only overhead.
"5 on 5" on Wednesdays - 2 referees per game. We pay each referee $25 per game. Helen stated
that this number may be high for the budget, but at least it will cover the cost. We may not have
to offer this amount of money to the refs. Lorilee stated the excess will go into the gift account.
Ten team league, 9 game season plus double elimination tournament at the end, it would be $225
for games during the season, another $42.50 for the tournament, $125 supervision which brings
it up to $372.50, so $400 per team and that is on a 10 team basis. Excess money will stay in the
gift account.
MOTION: John motions for adult basketball ".5 on 5" to bring the fee to $400 per team
based on 10 team. Betty seconds the motion. ALL IN FAVOR.
Adult Volleyball:: We did not charge last summer. Fred or Laura would set up the court and
he/she would sign out the volleyballs. We did a league schedule. We had 4 teams. The program
ran itself. Lorilee suggested another year with no fees. Commission agrees.
Adult Softball. Traditionally $25. Ralph,Deckart does it for us for free. The money from this
goes into revolving. We spent $38 last year for softball and bats.
Concerts on the Common: Pam Rivers from Acton MA sent us information on Lou Collins who
plays the guitar and will be doing Kids Night Out. She writes and sings children's songs.
Arts in the Park: We do one concert from revolving and use some money from the "Concerts
on the Common" gift account for the concerts on the common to help defray some of the ex-
penses. Lorilee did get an additional $500 in the line item this year if it passes April 1. Lorilee
stated that prices are outrageous. We got a quote for $600 for the kids concert.
MOTION: Betty motions to adjourn. John seconds the motion. ALL IN FAVOR.
Next meeting March 25th.
