September 23, 1996
Members Present: Commissioner Ron Reeves
Commission Member, Betty O'Connor, Maria Gazzolo, and Bob Pierce
Lorilee Fish, Director of Parks & Recreation
Kristen Helmreich, Asst, to the Recreation Director
Mansfield Adult Basketball League 3 on 3 and 5 on 5:
Ten members of the adult basketball league came in. Lorilee introduced them to the Commission.
Lorilee stated that the 3 on 3 league started 7 years ago, and this was the first year for the 5 on 5
league. Both leagues have been extremely successful. We did have some fighting this year and
had to call off the final game for the 3 on 3. Lorilee felt it was best to do that. We have not made
any decisions on what will be happening next year. Lorilee wants their input. Lorilee stated that
we do not want anything happening like this again. The philosophy has been RECREATIONAL.
We did not see that this year. Lorilee would like to see this philosophy continue.
Background:
3 on 3 league has always governed themselves. Helen McCarthy, the Program Director for the 3
on 3 stated that she takes responsibility for what happened. The rules are there and are very con-
crete. She did not follow a lot of the rules because she wanted people to play basketball. ,Conse-
quently, it escalated to the problem that we ended up having. She would like to keep the program
as is, and she does not anticipate any further problems. Lorilee stated that in doing so, she was
following the recreational spirit which is what we try to follow.
Jim Leaverton from 5 on 5 stated that besides a few personalities that got in the way of what was
going on out there, overall he thought the program was very successful. It is recreational, but
there is still competitiveness in all of us. Besides those few people, we can't say the league itself
is that bad. He does not want Helen to take full responsibility because Helen did ask some of the
team managers their opinion and we agreed with the decisions that she made.
The Commission and the league discussed what could be done to improve the situation and they
all agreed that there should be 'rules in writing, signed by every player, and the rules have to be
`followed. if a team is late, they still forfeit the game, but will be allowed to play each other for
that night.
BASKETBALL DISCUSSION: Commission agrees that all the rules must be followed and there
will be no reimbursements, and to add a manager's meeting half way through the season. We will
stick with no referees on the 3 on 3 league. Standings on the 5 on 5 %vill stay as they are. Helen
should make the decisions. 'Lorilee stated that we,normally ha%e a Fall meeting and then a meet-
in- once the rosters are in place.
Q, Ron thanks everyone for coming in and for their input.
e
JIM HIGGINS - President of the Youth Basketball Association:
He introduces himself and want it to go on the record as saying: "We are approaching a critical
shortage. The growth of the program has been wonderful, we are up to over 500 children. It is
becoming readily apparent that there is not enough gym time in this Town'. There is a lot of
competition for that gym time. He suggested using out of town facilities such as Wheaton, the
Bubble, Southeastern Regional. He also suggested maybe we could put up baskets at the empty
warehouses in the Industrial Park. Ron suggested that Helen and Mr. Higgins find out how the
gyms are being utilized and come back with a complete breakdown on how the gyms are being
used, the times they are being used, and who is using them.
Lorilee stated that Margaret Connaty has all the schools up until 6:00 p.m. and she also governs
any permits that we do receive because of her programs.
Ron stated that once we show that the schedule is full then we have to start looking at what our
options are. We have to look at this as everyone's' problem. This is a Town situation. We have
to help each other.
Lorilee stated that the schools have priority over Recreation, but they have been very generous to
the Recreation Programs.
Ron thanked Mr. Higgins for coming in and sharing his concerns.
MINUTES OF AUGUST 12,1996.
AMENDMENT: All the members were present at this meeting.
RON MOTIONS TO ACCEPT THE MINUTES OF AUGUST 12, 1996 as presented. 'BOB
SECONDS. ALL IN FAVOR.
BUSINESS:
In -Line: We have 16 registered for the Autumn session on Mondays, afternoon and evening
classes. This program is going very well.
E
Arts & Crafts Show: We are preparing to send out a request for proposal to all food vendors
for the show.
Community Calendar: Lorilee has not received a final bill for printing from Jim Troy. Calen-
dars went out in the Buzz September 19. When Lorilee spoke with Jim, the lateness was due to
large sponsors dropping out and them searching for new sponsors. Lorilee does not have a final
tally, but we will be using encumbered funds of approximately $3,000. Jim will send out a final
bill. The Commission would like Jim to send a summary on what he found was happening to the
sponsorships. We want Jim's views and then Lorilee will get the costs together.
Use of Memorial Park: Lorilee suggested a memo from the Commission to Bill Williams ex-
plaining the position of the Recreation Commission, the policy making. and process and past deci-
sions. In looking through past correspondence with Midget Football, there is no specific state-
ments on the use of bathrooms. The use has evolved and there has been no problems. The num-
ber of parents and adults present at practices (when the cheerleaders are there) has necessitated
their use.
Discussion: Recreation Commission sets the policy for the usage of the Parks and all Town land.
MYBA: Very good registrations at the Town Hall and at the Library. This has worked out very
well. About 50 have registered so far and they are still coming in to register. Helen is asking for
volunteer. METRO: People are complaining about the fees. Lorilee explained they don't un-
derstand the costs involved in running this program.
Bob suggested selling registration services to bring in revenue for the Recreation Department. He
stated that other youth sports organizations always have problems with their registration process.
He recommended we look into selling registration services to these organizations.
Computer: The computer for MYBA is in Lorilee's office all set up, and thanked the Commis-
sion for their support.
Halloween Parade: Lorilee wants the Commission to look at the expense to run this program
before she started ordering candy. Cable is donating the bags. Do we want to cut anything out of
the program9 Commission agrees to keep the program as is.
Sesame Street Live: Sunday, February 23, 1997. We will order tickets once we receive the
form.
Art Murals: The Recreation Department is asking the State to allow them to put the mural on
the underpass near Rojacks.. Lorilee will be asking the Selectmen for :permission to put up the
free standing an forms on Central Common. The children at Sumner Camp made the mural and
the free standing art forms.
Railroad Bed: Lorilee will be meeting with the Selectmen to give them an update on the railroad
trail. She stated it would take $25,000 to pave 3,700 linear feet. People in Norton are fighting it,
but we own it. The horse riders don't like the bicycle people.
Summer Camp: Ron would like to have a final report and have Allen Weintraub come in for
discussion on how things went this year.
