AMENDMENT: The Commission would like a complete schedule of the high school gym usage. BOB MOTIONS TO ACCEPT THE MINUTES OF OCTOBER 7, 1996 as amended. RON SECONDS. ALL IN FAVOR Arts & Crafts Show - Lorilee received a proposal from LaBamba. They would sell Tacos, Burritos, soda, and Nachos. Ten percent of the profits would go to the Memorial Park Fund. The proposal stated that they are responsible to pay for one person from the School Department which would be approximately $100. She also got a call from a Chinese restaurant who does eve- rything home made - soups and <sandwiches and pastries. The school; department also is inter- ested. Letter from Felicia Walker - Mansfield Buzz - October 3, 1996. Commission discussed letter and decided this was closure to the incident. Lorilee has everything documented. The 'police thought this was all due to basketball. BUSINESS ITEMS: The Board of Selectmen would like the "Rails to Trails" project, which is being considered as part of the East Coast Greenway Plan, to come under the Recreation 'Commission. The Green- way plan is to create an off road bicycle trail from Boston to Washington. Our plan is to create a safe recreational environment for bicyclists, joggers, roller bladers, and horseback riders. Lorilee needs a Chairman for the project: The Mansfield meeting will be held on Tuesday, October 29 at 7:00 p.m. at the Town Hall. Mansfield, Norton, and residents of surrounding towns are invited to attend. Discussion: Lorilee met with the Board of Selectmen about getting this project off the ground. The Board was very receptive. 'Lorilee needs to get a committee started and start fund raising. Bill Madan, Chairman of the Board, thought that $25,000 would be sufficient for the paving from Branch St. to Fruit St. to the Airport. Lorilee stated this would be a total of approximately 6.5 miles of paving. Lorilee applied twice for an ISTEA (Intermodal Surface Transportation Effi- ciency Act) grant which is federal money for transportation. Hopefully we can get the money from Capital Improvements, warrant articles on the Town Meeting floor, fund raising, or ask business for their support. The Commission thinks it is a good project, but they feel this is a big project to take on by themselves and would like to find outside people, other than the Commis- sion, to help with the project. Cheerleaders Dennis Mantia came in to ask the Commission if the Varsity Cheerleaders could do some fundraising at Memorial Park because they have been invited by the United Cheerleading I" Association to participate with collegiate level cheerleading atone of the college bowls in Tampa over the Christmas break. The cost would be approximately $1,000 per child. Betty suggested having them do their fundraising at the Crafts Show on November 2. Mr. Mantia thought this was a wonderful idea and thanked the Commission for their support. Discussion: Commission thought this was a very good solution because they would prefer not to start any group fundraising at Memorial Park. Community Calendar; More revenue was generated last year. The problem this year was that we got commitments from sponsors, but they backed out at the last minute, The Commission's initial intent was to have this calendar pay for itself. Lorilee suggested selling the calendar for $1.00 to residents and keep the sponsorships. Feedback on the calendar from residents has been great. Jim Troy will be coming in October 28 for our meeting to discuss what happened to our big sponsors, quality of the calendar, and cost in increments of 1,000 to 3,000 calendars. Com- mission feels you have to find a different way to sell the advertising, and have to find distribution points for the calendar. Before the next meeting Ron would like Lorilee to talk with some of the other possible distributors to see if there is an interest in distributing our calendar. One sugges- tion was asking PAC if they would like to distribute the calendar. MYBA - Registration is ending soon. Grades 1 & 2 will go until December. Registration is go- ing very well; Master Plan Committee - Working on developing a new Master Plan. Part of their concerns in a section of the Master Plan is on transportation in Mansfield and part of it includes the railroad bed :alternate :motorized transportation. Shawn Burke, Planning Director has asked that Lorilee write a short memo with suggestions concerning the bicycles and pedestrian access. They are in favor of the railroad bed being made into a bike path/walking path. They are aware that the Town meets alternate transportation other than motorized vehicles. Summer Cama: The Director, Allen Weintraub will come in next meeting and discuss his ideas for Summer Camp for this summer. Lorilee stated that minimum wage is now $4.75 per hour as of October 1, 1996. In the fall of 1997 it will go to $5.15 per hour. Kristen Helmreich thought that the swimming program went very well. The majority of the swimmers were non -campers. Commission agreed on a price increase for next year. Halloween Parade - October 27, 1996. Elk's Club will help with the cost of the candy. The judges will be Bill Williams, Town Manager; Bill Madan, Chairman of the Board of Selectmen; Amos Robinson, Board of Selectmen; and Betty O'Connor, Recreation Commission. Lorilee has not heard from the School Committee. i P Doe Obedience: The Commission would like to move this program to the Robinson School. The Fall and Winter programs are usually full 'Lorilee stated that Terri Godfrey, Director of the Program, will be ending her Fall session in November, so she will move over to the Robinson School for her Win- ter program. 8th Grade Football: Boosters and Grid Iron Clubs approached Bob Pierce and they want to start an 8th grade foot- ball team. Midget football goes up to 120 lbs. A lot of children who signed up this year could not play because they were overweight. There is a big interest in this program. Bob wanted the Commission to be aware of this because they will be approached concerning this proposal. Plymouth Street The concession stand is not ready yet, but it looks nice. Mass Glass donated $1000.00. The kitchen area is very nice. Last time Lorilee was down there they were putting in the bathrooms. Bob stated this field area is well known. He suggested renting the fields for revenue. 'Lorilee stated that she wants to get the money changed from going into revenue for rental into the spe- cific gift account, whether it be Plymouth Street or Memorial Park, so that the money paid in rental is used for the maintenance. Right now the money goes into revenue. NEXT MEETING: October 28, 1996 at 7:00 in the Town Hall. ADJOURNMENT: MARIA MOTIONS TO ADJOURN. BETTY SECONDS THE MOTIONS.
