November 13,1995
Members Present: Commission Chairman Ron Reeves, Commission I 0
Members: Maria Gazzolo, Tom Baker and John Bowen
Lorilee Fish, Director of Parks & Recreation
Members Absent: Betty O'Connor
MINUTES:
MOTION: Tom Baker accepts the minutes of October 9,1995.
Maria Gazzolo 2nds the motion. ALL IN FAVOR.
Due to the absence of Diane Troy as Commission Secretary, Helen McCarthy will be doing the
minutes of this meeting.
CORRESPONDENCE:
Arts & Crafts Show: Ron questioned the profit of the Arts & Crafts Show, as he thought the show
made more money last year. Last year the show made $3000.00. Lorilee commented the gate was down
this year plus more money was used on payroll for Fred and Laura. Lorilee also mentioned a $100.00
donation that was received last year that did not come this year. Ron asked how many booths were at
the show this year. Lorilee responded, 66 Booths at $45.00. Ron suggested that may need to go up
next year. Tom questioned how the $500.00 start-up money worked Lorilee explained it is just used as
start up money and then returned.
overall comments : It was a lot of work but a job well done. Left over chowder was donated to the
Midget Football Assoc., Hornets Nest for the game. Extra rolls went to a soup kitchen. The pizza was a
gieat success.
Halloween Parade: Again a very successful parade with costs approximately what it cost last year. This
is an expense that the Recreation Department incurs every year. Ron had a question on how the judging
went: Comments were that it was quite difficult due to the many, very creative costumes.
Sound System: Lorilee commented on the sound system problem. Due to the bad weather, the Home-
coming football game was postponed to Sunday, the same day as the Halloween Parade creating a con-
flict with both programs needing the sound system. Lodlee was able to get Bob Button to get us another
system, Lorilee reminds everyone that this conflict only emphasized more, theimportance, that the High
School obtain their own Sound System. Ron suggested another letter be sent to Margaret Conaty stating
that as of July 1, 1996 the Recreation Department will no longer be able to supply the High School with
a sound system.
MYBA: Registration was discussed and how the numbers are going for each age group. Registration is
closed for all grades except 1 &2. There are 72 boys and girls playing in the Metro program. The Intown
program is as follows: Grades 1 &2 Boys 91 Grades 1 &2 Girls 40
Grades 3 &4 Boys 98 Grade 3 Girls 22
Grades 5&6 Boys 81 Grades 4&5 Girls 53
Grades 7&8 Boys 70 Grades 6,7&8 Girls 41
Total number of children playing Youth Basketball 1995/96 yr; 568
The Commission needs to discuss, at a later date, what to do about Ilelen's hours.
Ron also asked for an update on the MYBA program and how it looks for them to be able to become an
independent program by July of 1996. Their Board should write down what they feel should be "in
place" for them to assume control.
Proposed Budget for Park and Rec: Lorilee discussed the Budget of $12,500 for part-time seasonal
personnel for summer coverage during the evenings, Monday through Friday at Memorial Park. With
all the activity in the park in the evenings during the summer this is necessary.
Use of Facilities Application Forms Ron asked that the information on the back of the form under "Fee
Schedule", be redone to include examples of what is included in the fee (i.e. operation of utilities, clean-
ing of the bathrooms, etc.). This way people will know the kinds of services that are being provided and
maintained for them when using the facilities. Ron showed Lorilee additional areas on the form that
could be changed to make it flow better. Ile then gave his corrected copy to Lorilee to help in what
changes needed to be done. Tom questioned whether our P.A. System was available for public use.
Lorilee said she does not allow the P.A. system to be used with the facilities, but does she offer a Bull
Horn which has worked fine in the past. This form needs to be completed by January 1996, which is
when mailings go out to programs and groups that have used the facilities in the past. Lorilee asked that
any other changes that need to be made to this form be back to her by Monday November 20,1995,
Voice Mail Questions: System has a few kinks in it. It seems the 3 lines the Recreation Dept. are using
are not exclusive with just the Fire department. These three lines are also being used by the Town Man-
agers office and the Paine School. A number check should have been done before all the changes were
made. Lorilee has requested a call study to be done by the end of the week (11/17/95). Lorilee com-
mented that the system has been a real asset, and looks forward to get the "kinks" out.
Bob Bigelow: All systems are a go on Mr. Bigelow. Discussion on where we will hold the meeting.
Mr. Bigelow commented to Lorilee is that he does not like to speak in large halls or auditoriums. Tom
suggested the use of the Jordan/Jackson Cafeteria. Lveryone liked that suggestion. Lorilee will look
into its availability on March 12 for this meeting. There was also discussion on whether we could tape
his talk for Cable 8. Lorilee said she would ask him, but felt he probably would not allow it since he
makes his living doing these engagements. There was also discussion on how we would advertise for
Bob's talk. Maria suggested asking the youth sports programs in town to put an announcement in their
individual Newsletters. All agreed -good idea.
3on3 Program: Ron asked what was the out come of the meeting with the managers of the "3on3"
program. Lorilee said the manager's meeting went fine . There will be some changes to the program
next year. Helen is in the process of putting a letter together to send to the managers on those changes.
There will be the "3on3" as has been in the past, there will be an additional over 30 "3on3", and on
Wednesday night a " 5on5" program will be introduced.
Warrant Articles: John questioned the reduction of the moneys requested, for improvements to Me-
morial Park 11. FIe felt the $210,000 would have been approved and reducing it to $50,000 was not nec-
essary. The Memorial Park 1, $47,000 will bring the park up to code. The Plymouth Street approval of
$50.000 completes Phase III. The Memorial Park II approved $50,000 will be used toward plans, per-
mits and for the permitting process for the expansion of the practice field which will become the home
football field. All moneys requested at the Town Meeting were approved. Ron also mentioned that a
percentage of the revolving program fees collected may go toward renovations and improvements at
Memorial Park.
Tree Lighting Ceremony: Set for Sunday November 26th at the South Common. John agreed to be
Master of Ceremonies.
Open Space and Recreation Plan: Lorilee commented on what a great plan it is. she also mentioned
how useful it could be to new residents of Mansfield or people involved in construction. Lorilee needs
to get a letter of support out to Dick Lewis. Ron agreed to review the plan and get back to Lorilee with
his comments.
Old Business: Discussion on the Summer Camp Program and the Federal Government approval of the
increase in the Minimum Wage. Minimum wage is now at $4.75 and set to go to $5.25 in October of
1996. John suggested a "Work shop" to discuss ideas.
Ron asked how payments were going for Midget Football. I.orilee said they will owe money since they
have gone over the $500 deposit.
Master Plan Advisory Commission: Ron discussed sending Bill Ciavarra as the spokes person from the
Recreation Commission. Shaun Burke, Planning Director will call Bill to confirm his interest.
