MASSACHUSETTS Lorilee Fish, Director of Parks & Recreation MINUTES: BETTY O'CONNOR ACCEPTS THE MINUTES OF JANUARY 13, 1997 AS WRITTEN. DAVID BLANDORI SECONDS THE MOTION. ALL IN FAVOR. AGENDA BUDGET: Commission goes over the budget. Salaries have not been decides because they are all union ,contracts. This will be decided at;a later date. CEMETERY RESTORATION PROJECT: Capital outlay is used for projects that are under $10,000. Capital Improvements is used if it is over $10,000. We have gone from $2,000 to $5,000 because we have combined the $2,000 from Veterans Services and $2,000 from the Historical Commission. ` We have grouped that all under Parks and Recreation and taken $1,000 off. TODDLER TOWN PROJECT: Capital Outlay: Discussed with the Board of Selectmen and they have donated $1,000 from the Light Department Gift Account. We still need the $4,000 to purchase preschool toddler equip- ment for Plymouth Street. Budget: Lorilee has asked for $500 more for concerts because the prices for the entertainers are going up each year. We have an obligation to subsidize Special Needs summer camp children's activities so we send them to the Hockomock YMCA where they can get the type of support they need. We cannot provide the healthcare at the park. Everything else has stayed basically the same. The above has accounted for the increase in our budget. The Finance Committee meeting is Saturday,February 15, 1997 at 10:30 am. Open House for the Town Hall is Saturday, February 15, 1997 from 8:00 am to 3:00 pm and the dedication is at noon,' Special ,'own Meeting is March 10, 1997 at 7:30 pm which concerns building controls. The Revolving Account and Gift Account history was very helpful. The Commission thanked Lorilee and stated it was very helpful. Kristen Helmreich has resigned to take a position as Park and Recreation Director in Norton. Her last day with us will be March 10, 1997. The Commission feels there should be a more experienced person for this position and they do not want someone just at a clerical level . They would like someone to have more responsibility in the overall aspect of the job. The Commission has a problem with paying Kristen, who is already; performing her functions in Norton part time, and who gave us 6 weeks notice which brings her to her anniversary; date and they have to give her:2 more weeks vacation which she is taking off while she is doing her job in Norton. Lorilee stated this is legal. Commission is having problem with 2 towns paying her at once. Kristen has enough vacation and personal days to take her to the March 24 which is her anniversary date which she is entitled to 2 weeks vacation. Lorilee suggested the Commission talk to Mr. Williams, Town Manager, about it. She has 8 1/2 days of vacation left on the books and she has her 2 personal days on the books which would bring her up to March 24. Bob stated that Lorilee can order her to use her vacation time right now. Ron stated that Lorilee should make the first move at it and talk to Bill Williams. Lorilee stated that he probably, would say let it lie and the Commission feels this is unacceptable. Commission feels Lorilee should set her sites higher than just a clerical position. Ron doesn't want to take a step back. Job description still includes supervision of programs. Lorilee stated that she would like someone to do multi tasks. Bob stated that the bottom line is that he does want to see someone in this position that is more than just a general secretary. MOTION: Dave makes a motion to change the job description to be catered more to a true assistant trainee/assistant parks and recreation director than to`a clerical worker, but get- ting away from the clerical end of things and more to the management end of things vs an assistant to the parks and recreation director.Bob seconds the motion. 4 in Favor: 1 op- posed. More discussion about the job, position occurred. Lorilee feels there is enough latitude in the job description. Lorilee would like to make the final decision on who is hired even if the Commission is involved in the interview process. Ron stated our fees will increase to pick up the overtime that this position needs. Bob would like the hours to be made more flexible. Lorilee stated that it up to the Union. Lorilee wants the Commission to rewrite the job description and she will present it to the Board of Selectmen on Wednesday and repost, the position. Betty thinks nothing has be changed, just expanded upon. If no one is chosen from the posting she will advertise, interview and hire. To increase the salary for this position we would have to go to FinComm and request the in- crease. The position hourly rate maximum now is $11.04 per hour. Bob stated that he feels this is totally up to Lorilee who she wants to hire. MOTION: DAVE MOTIONS TO WITHDRAW THE MOTION. BOB SECONDS THE MOTIONS. ALL IN FAVOR Ron would like someone in this position who is more the organizer, create, developer instead of registers, answers, and types. He wants more organization development, creation, and supporting what Lorilee is doing. Bob said there is a lot more programs that can be developed. Lorilee will put in a request that the hours be made more flexible to the Town Manager to be discussed with the Union. MOTION: DAVE MAKES A MOTION THAT THE RECREATION DIRECTOR IMMEDIATELY DIRECT THE ASSISTANT TO THE PARKS AND RECREATION DIRECTOR WHO HAS GIVEN HER TERMINATION NOTICE TO iIMMEDIATELY USE THE VACATION OR PERSONAL DAYS.
