New Business 6. Adjournment This meeting will beheld at the High School at 6:30 p.m. on March 10, 1997 in Room 101. If you are unable to attend this meeting, please call the Recreation Office by Monday, March 10, 1997 at 11:00 a.m. Recreation Commission Minutes February 24, 1997 Members Present: Commissioner Ron Reeves, Commission Member Member Excused: Betty O'Connor, Dick Blandori, and Bob Pierce, Dave Leary Lorilee Fish, Director of Parks & Recreation Minutes of February 10 , 1997: Betty motions to accept the Minutes of February 10, 1997 as written. Dave 2nds the mo- tion. ALL IN FAVOR. CORRESPONDENCE: Lorilee stated that we did get the Summer Camp brochures out on Friday. Printing in the Buzz costs less than printing the flyer and having them inserted in the paper. Lorilee has no idea when they are starting construction on the Police Station. Lorilee is nervous about the Fishing Derby and the Duck Race because the back of the Old Town Hall could be closed off. It all depends where they put the construction trailers and equipment. MBC does meet tomorrow night and hopefully Lorilee will get some type of an answer. Finance Committee expressed concerns about the amount of money being directed towards the Cemetery Restoration project.Commission's main goal was to give the Finance Committee an idea of how much more time and money; is involved. Lorilee estimated it would take 3 years to complete this project:` This project is estimated at $8,000 per year for the next 3 years which is down from $11,000 per year. ' This year the Historical Commission and Veterans Agent and the Parks Department decided to consolidate their budgets into one. Ron would like Lorilee to send a memo to the Finance Committee stating this project would be around $8,000 a year for the next 3 years. Lorilee stated once we establish the cemeteries back to as good of a condition as we can the cost will go down 90%. Ron stated that the Finance Committee has stated that all the departments have to cut back on their budgets, and he feels this is an area where we can cut back on. Lorilee stated that the Cemetery Restoration Project has been an extremely important project for the history of this Town. BUSINESS: Fisher -Richardson House: Lorilee assists with opening and closing the facility and if there are problems, Lorilee calls DPW. The Town owns the building and all the contents are owned by the Historical Society. Everything comes out of the DPW budget. Plymouth Street: Lorilee would like to draft a policy for the Commission along the same lines of Memorial Park for Plymouth Street regarding using park assistants for clean ups and/or giving a reduced rate for organizations that are there on a continual seasonal basis wanting to do the clean i up themselves and not using the park assistant for the clean up. Midget Football: Darryl Benson arrives and introduces himself. He is with the Midget Football program. His reason for coming is about the policy the Recreation Commission has in place that prohibits the use of Memorial Park before 11:00 am on Sunday. He is running into increased pressure, both in terms of the size of the program and the available field space available in Mans- field. His season runs from August until the 1st week in November and then the play-offs which could go into December. This, program has grown from 125 Mansfield children in 1994 to 300 last year and more than that this year including cheer leaders. There were 5 teams in 1994 to 7 last year and probably 8 this year. They are a member of the Hockomock League. The League schedules all the games because they have to schedule the referees. There is not another football field in Mansfield that has goal posts and yardage markers etc. He is looking for 5 Sundays and the Play-offs to have the Commission waive the 11:00 am rule and move it up to 9:OO lam. The league has mandated that starting in 1997 they, are going to have all "D" teams play at 9:00 am. He has no choice on when to play. Anytime we cannot provide a field for ourselves, they will provide a field for us. MOTION: Bob motions that the football field should be open at 9:00 am on Sunday morning. Dave seconds the motion. ALL IN FAVOR t Summer Camp: Lorilee stated that we got a lot of phone calls and looks really good. Sesame Street: The trip ran well NEW BUSINESS: Lorilee spoke to Bill Williams after our meeting last Monday night regarding the Park and Rec- reation Assistant as discussed last meeting. Mr. Williams sent a letter back to Lorilee stating he had reversed the Commission's decision. Lorilee feels the Commission should request clarifica- tion with regards to a policy being written stating the procedure on giving an existing employee on their anniversary date, another year's vacation time before they have worked that year. Lorilee would like to have this issue clarified. The new position has been posted, the position has been advertised. Lorilee cannot give this per- son flex time, it has to be the Union's decision. Lorilee will take a look at the old Mystic Club next to the John Berry School to see what condi- tion the building is in. Commission thinks maybe we could use that building for something in the future. Dick would like Lorilee to look into the Mystic Club by the John Berry School to see what shape it is in. Lorilee will do this for the next meeting. ADJOURNMENT: MOTION: Dick motions to adjourn. Betty seconds the motion. ALL IN FAVOR. NEXT MEETING WILL BE HELD AT THE HIGH SCHOOL IN ROOM 101 AT 6:30 PM. Respectfully submitted by: Diane Troy, Commission Secretary Date 3tDJr BB y O'C or, Commission Clerk Date
