RON REEVES SECONDS THE MOTION. ALL IN FAVOR. CORRESPONDENCE: Plymouth Street Recreational Facility - Memo by Dan Clifford dated March 11, 1997 re a finan- cial guide for upcoming funding in the years to come. Mr. Clifford originally wanted us to put in a warrant article to transfer funds from Plymouth Street and use the remaining funds at Memorial Park to renovate the courts. This has been put on hold. DISCUSSION: The minimum amount of tennis courts needed in this town would be five. Lorilee would like to see the 5th court at Memorial Park. 'Mr. Clifford has some bids. There is presently $54,000.00 in the the Memorial Park Capital Account which was to be used for the relocation of the Basketball and Volleyball courts in anticipation of the new Football field. This is also to kick off the design and permit work for the new football field. This project will be turned over to the school department so we can be reimbursed up to 66% by the State. Nothing has been done this year to the tennis courts. The last repair lasted 8 years and has been deteriorating yearly. It cost $14,500 8 years ago from Cape and Island Tennis. Lorilee explained that the sub -base is at fault. DPW will not be able to do the work themselves. They can till in the cracks, but the courts are at a point where they should be redone totally, not just filled in. Our tennis program has a balance of $925.47 (in the black) last year. We charge a fee of $40.00 per person for 8 lessons. Ed Tartufo came in to discuss Memorial Park. He feels the school department should be a little more financially cooperative. He showed the Commission a plan of the new field that is going to be built. We need to include Memorial Park into the scope of the work of the other school addi- tions. Mr. Clifford scaled the project down to build a field, fencing, and bleaches around one side. It did not include a concession stand, bathrooms, bleaches on the other side, running a sewer line down to it, lighting etc. The stripped down version was approximately $275,000.00 to build the field if we did it by ourselves with all the extra work to it. If we did the whole field from soup to nuts it was estimated at $695,000, but if you figure the 2/3 funding, we pay 1/3 of that. Ed thinks we should apply for the grant and for the same amount of money we can have this proj- ect completed. roject'completed. We could put the tennis courts under that same umbrella. If we include the cost of the tennis courts into this, it would be approximately $750,000.00. We would have to vote at Town Meeting for the funding, and he believes we would have to vote a full dollar number and then we would get reimbursed by the State. Our tax rate would only be affected by that 1/3 portion. We have to be careful the number doesn't go sky high. Ed also showed a plan of the Plymouth Street Facility and what he would like to change in the plan. Dan also made up a future Master Plan of Plymouth Street and Ed told the Commission that we have access to this land for recreation purposes. >Cabot has since transferred the land around it as well as a little triangle for Natural Resources Trust. We only have an easement across it; we don't have frontage where we can break it off and sell it to someone else to come in and develop it. He would like to expand an area where we can get another multi-purpose field and about a 3,000 foot trail. We are limited on what kind of trail we can put in because of the drainage. This is all part of the $325,000. Article 12 is related to the above which Ed stated are related CIP projects. Within that, there is suppose to be a recognition of $25,000 per year for Plymouth Street. Lorilee would like to start the tennis courts this year, Phase I, which would be the clearing, grading, and leveling. Mr. Tartufo left. DISCUSSION: Lorilee will ask Dan Clifford what he intends on doing with the tennis courts at Memorial Park. If Dan Clifford doesn't put an article in, which was due today, by 4:00 pm, then the money cannot be used for other purposes. The money is in there for a new football field and the moving of the courts. The town meeting floor has to agree to rededicate that $54,000 to the repair of the tennis courts. Lorilee stated there is no money to make interim repairs for the tennis courts at Memorial Park. There is probably about $6,000 in the Memorial Park Gift Account. They will be playing on the courts this year, but they are in need of repair. DPW could fill the cracks to get by this year. DPW is in charge of maintenance. Ron would like Lorilee to write a memo to Dan Clifford that we have had communications on this with the intent that the tennis courts will be built into the Article 16 for the new field, then we once again request that the temporary patching be done. We are going to ask for $25,000 for Plymouth Street BUSINESS: Jonathan (Jon) Dobosz starts work next Tuesday, April 22, 1997. He is from Turner Falls MA l and is relocating to this area. He has worked in a country club, staff training, office work, plan- ning etc. Lorilee talked about his benefits. He is a Union member. He is very nice and would like the Commission to stop by the office and say hello to him before the next meeting. Star Search - We will be working with Scott Wagner of Wagner Communications and the BUZZ to design an ad for the "Star contest. We will be doing instead of the Duck Race. The residents will get a star shape to use as a template to design their own star giving types of paper to use. The only real requirement will be using the size star as in the paper and having their name on the star. We can display them in the office and maybe at the Selectmen's meeting to promote the event. Lorilee asked if any has a huge drum that can be used to pull the winners. DISCUSSION: The rotary club has a huge drum. The people will be at Fulton's Pond for the "Star before the movie, and have basically the same time frame as the 'duck race. Commission will think about a name for this event. Our first movie will be Fly Away Home. Budget: Lorilee is still working with Richard Boucher, Acting Town Manager to get the budget corrected. They have made additional mistakes with personnel (PT Seasonal) and Capital Outlay. Lorilee has reduced ,Capital Outlay from $9,000 to $5,000; $3,000 for Cemetery Restoration, and $2,000 for Toddler Town. They kept $7,000 in. 'Lorilee asked that $827 be put back in seasonal Personnel to get back the original request of $14,500. They reduced it to $10,863.00. Hopefully it will be resolved this Thursday at their meeting. They also took $500 out of Cultural and Rec- reational Support. Our Capital Outlay has typically been used for Cemetery Restoration. It has been a project that has been going on for 3 years, it is a very highly visible project, we are getting awards for it, we are doing some good for the community. All the grave stones were being deteriorated. They were falling apart. Now the stones have been restored and we are doing photographic and written documentation on each stone. The Historical Commission is assisting with the project, but they don't have any people working for them. They are all volunteers and do not deal with any money. Ron asked if we tried to bring to life any of these people instead of it just going into the library. We have done a video which was on cable for over a year. We have also done articles in the pa- per. People that have been buried here have streets named after them and other people like Mr. Wheaton, the son of the minister who gave the money to form Wheaton College. Fisher Richardson House belongs to the Town, everything in it belongs to the society. The Soci- ety, through Lorilee's efforts, have now joined with the Historical Commission to do the tours. All the 3rd graders go through the House every year. Summer Camp Stats: We are almost full and we are still getting calls. Most of the children are going the full 8 weeks. There are seven scholarships. k Toddler Town equipment will be ordered tomorrow Hopefully it will be installed by mid-June Community Calendar: To date we have brought in $3,050. We will print the number of calendars which corresponds to the amount of available revenue. We will decide at the end of June how r many calendars we can print. Nancy's deadline is May 15th to get cash in hand. Ron would like Jim Troy and Nancy Antonucci to come to the April 28th Recreation Meeting. The Commission thought Nancy would make visits to the people and organizations rather than just make phone calls. Commission would like Lorilee to ask Jim Troy for a schedule. Tree Lighting Ceremony: Lorilee spoke with Jay Barrows of the Downtown Business Associa- tion. They would like to keep it on Sunday, December 1 and have their parade before the tree lighting. The Women of Today would do the breakfast with Santa. Garage Sale: The spaces are selling slowly. The town businesses will be joining in with special sales and events down North Main Street. We sold 64 spaces and there are 84 spaces total. This will be held on May 17. John and Fred will be in charge, because_ Lorilee will be on vacation. There will be music, and a children's entertainer will be there from 10:00 until noon to keep the children busy. Lorilee and Alan Weintraub have hired two new Head Counselors. The LIT counselor is a Mid- dle School math teacher in Weston, but lives in Attleboro. She is very energetic and enthusiastic. Her name is Bernadette Tavaras. The new Head Counselor for ages 5 and 6 and who will be in charge of the CITs is Stephanie Farley who has been a counselor with us for 6 years. She is also a teacher in special needs. In -Line Hockey: Registration is light, Lorilee wants to get more press releases out. She did send letters to all the children who were in there last year. May 20th is the deadline, the clinic is June 1st. We would have to cancel the clinic if we do not have 80 registered by May 20th. 'Helen has been helping on the registrationside. E Rails to Trails: We will not be applying for a grant because Capital Improvements did not agree to $30,000. ` We are hoping next year that it will be a high priority by Capital Improvements and we hope that Norton and Mansfield each will contribute $15,000. This would be our 10% which we must have in place to apply for a grant ISTEA money through the State. If we don't have the $30,000 there is no sense in sending in the grant request because they won't even look at it. Six miles of the trial is in Norton. The money is for the total design and prep work. Lorilee estimates when it is finished the trail will be approximately 8 miles. Lorilee has requested new keys for the Plymouth Street.
