Policy Statement: For the use of Memorial Park and Plymouth Street buildings. Dan Clifford,
DPW Director, suggested adding porta-ions if there are more than 100 people expected and that
Porta-ions must be rented and picked up by the permit, holder who is using Memorial Park or
Plymouth Street facilities. He suggested one porta-ion per 100 people. This cost will be born by
the permit holder.
Discussion: Lorilee went to the YouthTournament the Players Choice had. They did a phe-
nomenal iob. They did have vorta-ions there. Lorilee said that she made an addition to the permit
form that people must sign before they can rent the parks which states that "people must supply
porta-ions at 1 per 100 people'. They will pick them up and pay for them. Lorilee went over
the other changes she made to the policy statement with the Commission.
Permits: Lorilee went over the permit requests with the Commission.
Request from Matt Wilding - A t5 year old who would like to hold a rock band concert on the
South Common. He would like to start a Mansfield Youth Coalition where money raised would
go into a building fund to build some type of park. Lorilee did some research and found out that
the Foxboro Police Chief helped Matt run the fund-raisers which were held in a building at the
end of a street and was a very contained group. Matt did not call back to schedule a meeting with
the Commission, so Lorilee assumes they he not going through with this.
Memorial Park for the FEC Mortgage Company, Charity Games vs Providence' Radio Station was
approved by the Commission over the phone. Dick Blandon brought up a concern he had about
approvals over the phone.
MOTION: BETTY MOTIONS THAT THE FEC NIORTGAGE COMPANY CHARITY
GAME WITH PROVt„ENCE RADIO STATION BE ALLOWED AT MEMORIAL

New request for Plymouth Street Scrimmages on Sunday afternoons from 5pm to 6:30pm. This
is an over 30 mens soccer game. Lorilee stated they may not be able to use it in September be-
cause of Mansfield Youth Scccer, but she is uncertain. Approved.
South Common - Women of Today would like to use South Common for a kids flee market sell-
ing kids items on Saturday, September 27, 1997,from 9am to 2pm, with a rain date of Sunday,
September 28, 1997. This is a non-profit organization. Approved.
Mansfield Youth Soccer would like to run a tournament the week of October 10-13 and would
like permission to open Sunday morning at 8am.
Discussion: Bob Pierce concerned that tournaments destroy the fields. Lorilee to find out if
they are playing 6 on 6 or I 1 on 11, what fields they are using, certified/approved refs, and are
they using the concession stand. Bob concern is the wear and tear of the fields, the liability to
the Town, and if the refs are approved. Approved, but Commission wants general informa-
tion. -
BOB MOTIONS TO APPROVE THE MANSFIELD YOUTH SOCCER TOURNAMENT
THE WEEK OF OCTOBER 10-13,1997 AT PLYMOUTH STREET, BETTY SECONDS,

Youth Lacrosse - Request from Barry Young. In the Spring of 1988 the use of a soccer field
Sunday afternoons and a practice field two evenings per week. The actual request could be with-
drawn if no one wants to, play or expanded if they receive a large registration. A tentative ok
was given by the Commission based on the number of registrants there are. Lorilee to find out if
this is going to be a league, are they being broken down into age division or weight classes, do
they have approved/certified refs, and what other towns offer Lacrosse.
Request for 1988 - Players Choice to have an adult Soccer Tournament on July 17-19, 1988.
They had a youth soccer tournament this year. Total request for 1988 would be one clinic week
which would be 5 days, and 2 tournaments which would be 6 days.
Discussion: Bob would like to hold on this one. He has no problem with the fields, but thinks
there should be 2 separate rights, one for in -town programs and one for private organizations.
When the Commission sets the field fees in December for 1998 they will discuss fees for private
vs non-profit. Bob would like Players Choice to know up front that the fee will change.
Approved, with the stipulation that they are informed that the fees, ;most likely, will
change.
MOTION: BOB MOTIONS TO APPROVE THE ADULT SOCCER TOURNAMENT
FOR PLAYERS CHOICE IN JULY, 1988 STATING TO THEM THE FACT THAT THE
FEE STRUCTURE WILL CHANGE IN DECEMBER BETTY SECONDS. ALL IN

Arts & Crafts Show - Usually held at Qualters Middle School. Lorilee spoke with Margaret Con-
naty and Ed Rosa. The football team needs either the gym or cafeteria. Because the show needs
both, we cannot use the high school. There are 61 of 65 spaces reserved.
CORRESPONDENCE:
Bird Road and Maple Street Development Map: ,Shaun Burke has asked the Commission to look
over the map of a proposed housing development for possible acceptance of recreation or conser-
vation land. Lorilee asks the commission if they would like to support the acceptance of this land
and would they like to develop it for field(s). This land is approximately 70,000 not so square
feet.
Discussion: Lorilee stated there is nothing we can do with this land except for passive recreation.
This land is totally surrounded by a residential area. Commission is not interested in this land.
r
Town Charter: Committee to meet with Recreation and Department on September 8, 1997 for
our input on how it is to work within the present charter and if changes are needed. Lorilee
spoke with Joan Crotty, secretary, and Mrs. Crotty said they want to know if the Commission has
problems working within the Charter, working with the Charter, are there things in the Charter
that possibly ,you might have ideas on changing, or is it ok the way it is. They also want to ask
the same questions to the department heads. Lorilee stated September 8 is the Commission's
normal meeting night, and would like to convene at 7pm and go to their meeting by 7:30pm. The
Commission will look over the Charter and discuss it at the next meeting.
Memo from Dan Clifford regarding the use of Plymouth Street and purchasing of equipment such
as tennis nets, baseball bases etc. Dan stated that he would not purchase such equipment, and that
our users or program fees would have to purchase such equipment. Lorilee saw Mr. Clifford a
few days later and explained that when parks transferred to DPW, the $1,500 in operating sup-
plies went to his budget and that we no longer had the funds. Mr. Clifford thought that the gift
accounts should pay for these items or user fees (which go directly to Revenue).
Bob left the meeting.
The Commission was reading and discussing the Town Charter, specifically page l 1 regarding the
Recreation Commission.
Dick doesn't believe we are meeting the needs of the ,children 7-13 years old in Mansfield.
Lorilee stated that every program she runs offers scholarships to children who cannot afford it.
Lorilee was talking to the Commission about Summer Camp, the 'rules, and the security of the
children who go to Summer Camp. Lorilee stated that any child can come into the park and use
the facilities while Summer Camp is going on as long as there are no scheduled activities whether
or not they attend camp.
