Recreation Commission Meeting
Minutes
October 6, 1998
Attendees Present: Dick Blandori, Commission Chairman
Commission Members: Dave Leary, Acting Clerk, Carlos Medeiros,
Lynne McDonnell, and Jim Leaverton
Lorilee Fish, Parks and Recreation Director
Jon Dobosz, Assistant to the Recreation Director
1. The meeting was called to order at 7:10 PM.
2. Approval of Minutes:
Minutes of the Recreation Commission Meetings held on August 11 and September 8.
Motion: By Jim Leaverton to accept the minutes from both August 11 and September 8.
Seconded by Dave Leary. All in favor.
Motion passes 5-0.
3. Questions and Comments: None.
4. John D'Agostino, Town Manager:
A. Franklin Street Development- The current status is unknown. If the parcel is accepted as
conservation land there will be a minimal tax applied, however, it will be non-taxable
land if acquired by the Parks and Recreation Department. The Parks and Recreation
Department will be required to justify the use or re -use of the property if interested.
B. Balcom and Gilbert Street Property- A $500,000 property that would permit three fields
with a minimal parking area. The acquisition cost makes this parcel of land prohibitive
and therefore the Board of Selectman has voted not to pursue the purchase.
C. Plymouth Street Master Plan Revision- The revision is expected from Mike Trowbridge
by Friday October 9. It has been proposed that multi -field complex be added in
addition to the current field plans. -WO-6
D. Memorial Park/ Hutchason Property Master Plan- The Hutchason Property is scheduled
to be seeded over the next couple of weeks. There is an active well with an underground
sprinkler system to be proposed. The property is also a potential site for a girls softball
field. Additional parking is required before the fields can be used. A 120 space parking
space lot is proposed utilizing trees and gravel with the approval of the Hope Street
residents. Memorial Park is to receive additional fencing and field improvements.
E. Available Land- The 1995 Board of Selectman voted on acquiring a parcel of land
behind the Robertson School and the Jordan Jackson School complex. The $100,000
has been set aside for acquisition of the land while meetings are held on a regular basis
for price agreement. The land could potentially be used for two to three multi-purpose
fields. The parcel is being aggressively pursued by the town where there is a prominent
need for additional field space adjacent to the school property. The fields will include
lights and offer the sophomores and juniors ample playing space.
F. Memorial Park Tennis Courts- The current courts under the original construction were
filled with loam and stumps which does not provide a decent foundation. The sub -base
has been removed and replaced with gravel and stone to provide the necessary founda-
tion for quality courts. 1t will cost $15,000 to $25,000 to complete the work. The courts
will be built properly using the appropriate materials.
G. Basketball Courts- The Finance Committee voted not to support the $50,000 funding
needed to replace the existing basketball courts at Memorial Park. The proposal has
been withdrawn by the Commission to possibly be re -written as a warrant article to
capital improvements.
Motion: By Jim Leaverton to withdraw the current article with the intention of bringing
the revised article back to the Annual Town Meeting. Seconded by Dave
Leary. All in favor.
Motion passes 5-0.
H. Ames Family Property- The Board of Selectman would like to turn the Plain Street
Property over to the Mansfield Youth Soccer League for the reason of a multi-purpose
field development. A $150,000 grant is available for the potential 20 fields and sports
complex.
