1. The meeting was called to order at 6:00 PM.
2. Discussion with Capt. Roger Maag and Sgt. Cook regarding the process in which the Army
Corp. of Engineers would initiate the development of Plymouth Street.
- There are 18 acres at Plymouth Street, 14 of which can be developed.
- The Army Corp. Of Engineers is an Army Reserve Combat Unit who are divided into
platoons.
- The platoons consist of two vertical units and one horizontal unit. The development
of Plymouth Street would require the horizontal construction platoon.
- The platoons train one weekend per month in addition to two weeks a year.
- The development of Plymouth Street would be considered a Civic Action Request
project.
- The Army Corp. Of Engineers can only develop Plymouth Street when:
A. The organization requesting the project is non-profit.
B. The funding needed to run the project (fuel, food) comes from the organization.
- The process of project acceptance required by the Army is as follows:
A. The scope of work must be clearly defined. Engineered plans, site plans, a task
list, and one specified point of contact must be detailed within the scope.
B. A formal request for assistance must be submitted for approval.
C. Liability insurance must be purchased by the organization requesting assistance.
- The Army's environmental statement clarifies the Corp. of Engineers cannot become
involved in projects relating to wetlands, hazardous waste, or re-routing of streams.
- Project acceptance will only occur if the requested project meets the mission of the
Army in training the troops.
- Projects can take from four months to one year to get approval.

- The Army Corp. of Engineers are currently constructing fields in Medfield, MA. The
point of contact for the Medfred project is Tom McNeil and the platoon will be working
over the weekend of September 18 and 19.
- The cost of developing Plymouth Street into green -space will include tree removal,
food, fuel, insurance, irrigation, seeding, and lights.
- The Army's equipment remains on site while the project is in operation.
3. Old Business:
A. Mike Ahern's estimate for the fence relocation and purchase of additional needed sand
for the Tot -Lot Playground is $10,000. Additional mason sand will be purchased while
some of the existing sand will be moved to the new location. Landscaping and trees will
be added along with three new benches.
B. Discussion reg,- ; _18, Draft Town Meeting Warrant Article Plymouth Street/Mansfield
Youth Soccer.
- Mansfield Youth Soccer was represented by Bruce Freal and Sean Harrison.
Draft reads, 3. "The Town shall grant to Mansfield Youth Soccer, Inc. the exclusive
right to use all the soccer fields,.." whereby "exclusive right" is seen as too extreme,
and a mutual agreement cannot be reached under the current language used.
- Mansfield Youth Soccer feel they need to know they can have use of the fields as they
always have. Mansfield Youth Soccer is concerned about being excluded from
Plymouth Street field usage.
- Lorilee confirms there is no conflict between High School Soccer field usage and
Mansfield Youth Soccer field usage.
- Under the field reservation priority list, Mansfield Youth Soccer receives first priority
after the field needs of the schools are met.
- Both the Commission, Mr. Freal and Mr. Harrison agree on the concept of field usage,
but not the language.
- A meeting including John Morretti, the Selectmen, Parks and Recreation, and
Mansfield Youth Soccer will be arranged in order to discuss securing field usage for
Mansfield Youth Soccer.
