He said the parcel on Gilbert Street is an open area, and may be difficult to get to. Mr. Epstein asked if the land is town -owned and whether it is a grassed open area. The answer was the town owns the land, and it is a cleared area. There will be no staffing and an ongoing, minimal cost for emptying the trash bins. Mr. DelVecebio asked if this was in the plan last year; the answer was yes. He asked if other sites were considered. Parks & Recreation looked at other sites, but deferred to Mr. Cook on the best location. The site will need approval from the Conservation Commission. Waste removal will cost approximately $6,000 annually and will be offset with registration fees. Ms. O'Neill said this would be a great location. Mr. Schoonveld asked if the area could be treated for ticks. Ms. Gurnon replied that the question would need to be put to the Conservation Commission. 10/24/17 Mr. Cerretani asked if the parking lot will be large enough; Ms. Gumon said it would hold about 20 cars. Mr. Cerretani suggested talking to town counsel about a liability waiver for users of the park. Mr. Feely suggested that be done before the idea is presented to the Board of Selectmen. Mr. DelVecchio asked if the Recreation Commission supports the proposal. He suggested getting clarification on the costs before CIP votes its support. Ms. Gurnon said she would do that. Mr. Stanbrook noted the Parks & Recreation five-year plan includes a $6 million community building at year five. Ms. Gurnon said that could be someplace like the John Berry School on Balcom Street. Mr. Feely suggested looking for an existing space, rather than proposing a new building. Joe Sollecito, MMED Manager, gave a general background of the power distribution system town. Mr. Sollecito also gave a brief overview of his expense transfer with MMED. Mr. Sollecito explained the distributive generation will be a great benefit in terms of cost savings to the town. Mr. Sollecito explained the estimate for the garage floor at the West Church Street facility was $30,000, but the real cost is $394,000. Mr. Sollecito explained the circuit improvement I and 1B will replace the old Copeland Road project, which is not really needed. MMED will be replacing cobra head lights with LED. Jewell Street — 3 major circuits on one pole line; manhole project will put the line underground. Mr. Sollecito reviewed his written capital narrative and explained each request, including replacing two Gilbert Street transformers in FY19. Mr. Schoonveld said the MMED labor rate of $38 per hour would be $1 million, but would be lower without the capital project and may come out of the rates. Mr. DelVecchio asked about the radio request. Mr. Sollecito said they have 32 devices operating on a radio signal, but they would like to use fiber optics rather than radio. MMED's radio system is on the same band as the Fire Department. He said sharing a band with another department has not been a problem so far. Chair 10/24/17 (Epstein-DelVecchio) All in favor.
