TOWN CLER _j
The Meeting was called to order by President Robert Marshall at 8:00 P.M,. All
members were present with the exception of Ruth and Ada.
The Secretary's report was accepted by vote of the meeting.
The Treasurer's Report: Two June 30th reports are given. One records the actual
transactions of the month. The second is to handle outstanding bills as they come
in so that they may be included in the current fiscal year. The reports were
accepted by the meeting's vote. Fiscal year 1983-'84 is closed. we are now
operating in the 1984-'85 budget year.
Correspondence: A thank -you note was received from Mary Archibald.
The Report of the Director: The Attleboro Sun -Chronicle published an article last
Friday regarding the Drop -In Center. The editor re -cast the article so that the
Drop -In Center was not depicted as positively as the reporter had intended.
Bay State Gas will come to the D.I.C. to explain their discount system.
Lakeville Hospital recently made a presentation about drugs.
Barbara Grady, head of the Mansfield Arts Lottery, will present a check to Gale
within the next few weeks. On September 28th, this money will be used to present
a program called "Growing Up In America."
The Friends are arranging for a plaque for the Center. Names of deceased persons
who -have given much time to the Center will be placed on it.
The Friends have given much financial support for the mini -bus. Recently, two
tires were replaced at a cost of $232.00.
Four card tables have been purchased for the Center. Money for these tables was
gleaned from residual funds accumulated from several grants, cash left after the
grants had completed the tasks they were intended -to do.
A copy of Senior Events; an excellent newsletter for Senior Citizens, edited by
Gale, was given to each of us at the meeting.
The Assistant Directors Reports
The mini -bus traveled 630 miles and carried 286 passengers in June.
A trip to the Melody Tent is planned for July 19th. Day trips to Connecticut and
Hyannis are slated for August.
Council on Aging Minutes 10 July 1984
old Business:
page two
New Mini -bus: Bob Marshall contacted State Representative Bill Vernon who sees
little hope for a state grant for a 16(b)2 vehicle. Mr. Vernon thinks it likely
that we will have to work with GATRA. In the event our grant application is rejected,
A GATRA representative will come to one of our meetings to explain in detail how we
can obtain a mini -bus. It was voted that Gale will contact GATRA for such a meeting.
i
Spaulding School: Gale and Bob went to a recent meeting of the Downtown Advisory
Committee, which is seeking to find new uses for the scho9J building. Bob and Gale
went to the meeting to present the idea of using part of the building for Mansfield
Senior Citizens. Such use would require rehabilitation and the addition of handicap
access. Joanne Collela of the Housing Authority is currently applying for a $10,000
grant to provide such access for Senior Citizen Housing. We are concerned that our
present center is really too small and is poorly situatAd to provide adequate services.
In passing it was noted that Cablevision is interested in carrying messages
for the Council on Aging.
New Business:
1.) A two-hour evaluation session with the Town Manager reviewed the process for
arriving at salary figures. It was re-emphasized that Gale needs the total support
of C.O.A. members at evaluation timet
2.) Barbara Hagg, Town Treasurer, reppttsthat Special programs will be combined
with operating expenses in the future budget.
3.) Bristol County Training Consortium, in place of CETA, is providing a boy to do
yardwork and a girl at the Center to be bus -aide and to do light housework. They
began Monday. Each works twenty-five hours a week.
4.) New Senior Aide, Doris Moran, is working twenty hours each week at the Center
doing clerical work.
5.) Bob and Gale will attend a public hearing July 17th in Attleboro to review the
goals and objectives of a three-year plan for Health and Human Services for Elders
in Bristol County. We are now in the second year of this plan.
Questions and Answers:
The new signs to reserve parking for the mini -bus in front of the Center have been
approved, but we do not know when they will be installed/
The present mini -bus is six.years old and has been worked very hard. Perhaps
corporations in the Industrial Park would consider donating one. This is an issue
which the Friends may pursue. Council members'hands are tied because we have no
authority to raise funds. Any bus we get from now on must have facilities for
the handicapped and the disabled, according to State regulations.
The meeting adjourned at 8:55 P.M.
Respectfully submitted,
/
Patricia J. Hume, Secretary
