MINUTES OF THE COUNCIL MEETING - AUGUST 14, 1984
The Meeting was called to order at 8:00 P.M. by President Robert Marshall.
Absent were Vicki Prasad and Joe Corliss.
The Secretary's Report was accepted as written.
The Treasurer's Report was accepted after noting that the figures for the
bus driver had been transposed.
Correspondence: The file included an invitation to the Library's Centennial
Celebration on September 8th at 11:00 A.M. on the South Common.
Also noted is a copy of a letter which Representative William Vernon sent to
Mr. Thatcher dated July 9, 1984, encouraging his "favorable consideration of
our application for capital assistance under the Mobility Assistance Program".
There was a letter explaining rate increases for Medex for Senior Citizens,
as well as three workshop announcements.
The Director's Report: Bristol County Consortium has extended the program
another week. Both of the young people will continue with Jim working an
additional hour each day. Jim is seventeen, and has worked out exceptionally
well. Donna is fourteen, and also has done a fine job.
The Mini -Bus will need two rear tires before winter. "The Friends" have taken
this matter under advisement. Recent repairs were done at the DPW, and are
therefore not an additional expense.
Linda Adams, the outreach DAbrker, is doing an excellent job and is currently
seeing 45 people on a rotating basis. She is only 43j months into the program.
The concern is how to keep her after the Grant runs out next spring.
Gale has received a good response to questionnaires sent to merchants in
Mansfield and Foxboro, inquiring into their Senior Citizen discount policy.
A Directory will be published when all information is gathered.
Home -Delivered Meals - The requests are ening in faster than the ability to
meet them. The question needs to be considered regarding the evaluation of
need to be on the program; and by so doing make room for those who do.
our program is under two grants. Title 20 from Bristol County Home Care has
a cap of 20 possible participants. The Title 3-C responsibility rests on us.
Further complicating the problem is the ability to heat and deliver within a
reasonable amount of time, the increasing number of meals.

Assistant Director's Report:- There have been 299 people carried 661 miles
last month.
A slide program on the Canadian Rockies is planned this Fall in preparation
for a trip there next June.
Two busloads of Senior Citizens went to Newport last week. Trips to The
Catskills, Atlantic City, and New Hampshire are planned for this Fall.
Old Business: -
Susan Fleet, coordinator of the program "Growing Up In America"/ is
applying for a Grant to continue this program. The first part is scheduled
for 1:00 P.M. on September 29th.
Discussion regarding the Mini -Bus was held with the decision still
pending regarding the Grant from Department of Transportation or Gatra. It
would be ideal if the Town owned its own vehicle specifically for Senior
Citizen use.
New Business: -
1. Voted to give keys to the DIC to Doris Morin. She is the Senior
Aide working at the Center, 20 hours a week.
2. New Grants - 1985: The Formula is $1.45 per Senior Citizen, which
in our case results in $2,195. Formula money should be used for innovative
programs. Discretionary money is earmarked for use any way we see fit. It
could be for interior renovations, equipment, in a building already barrier -
free, which rules out its use at the Spaulding School.
Formula and Discretionary Funding are two phases of DEA Grants.
3. Raymond Parody is the new Senior Aide Custodian. He is doing a
marvelous job in only 4 hours a week. We share him with the Library.
4. There is a 3 -Day M.C.O.A. workshop planned for September. Gale
would like to go, but is concerned about the cost. Funds should be considered
for the budget next year to support this professional growth opportunity for
her which will further benefit Mansfield Senior Citizens.
The Meeting adjourned by vote at 9:05 P.M.
Respectfully submitted,
Patricia J. Hume, Secretary
